City Council approval required for NDAs
City Council voted 13-0 to require City Council approval for confidentiality and non-disclosure agreements for potential developments. This policy change rescinds a 2008 action that delegated authority to the Community Planning and Economic Development Department to enter non-disclosure agreements with developers regarding potential developments. This change does not remove the City’s ability to enter into these agreements subject to the requirements of the Minnesota Government Data Practices Act (Minnesota Statutes Chapter 13). Next steps: Mayoral review.
Requirement to post dress codes
City Council voted 13-0 to require businesses with liquor licenses that have a dress code to visibly post it at or near an entrance. The ordinance, effective January 1, 2027, states no businesses may enforce a dress code if it is not easily viewed by the public during hours of operation. Venues without a policy remain unaffected. City code defines dress code as “a set standard of rules specifying the required manner of dress with which an attendee must comply for entry.” This ordinance was modeled after similar legislation adopted by the Houston City Council in 2025. Pet ownership restrictions ordinance
City Council voted 13-0 to remove pet ownership restrictions for people convicted of certain felonies. The ordinance amendment allows justice-impacted residents to own animals weighing more than 20 pounds without having to obtain an additional $250 permit. Minneapolis Animal Care and Control (MACC) keeps the authority to restrict pet ownership for those who fail to comply with the dangerous or potentially dangerous animal chapter of the code. This change also authorizes MACC to deny permits to individuals convicted of animal cruelty or using an animal to commit assault. The ordinance is effective immediately upon publication. Next steps: Mayoral review.
Reign liquor license renewal
City Council voted 13-0 to approve the liquor license renewal for Reign Event Center. The Business, Housing, and Zoning Committee postponed the item on July 21 to allow City staff to conduct a safety analysis and review compliance with license requirements after a July 19 shooting outside the venue that injured nine people. City staff did not find any connection between the shooting and the venue’s security protocol. Reign has since updated its security plan, which has been approved by the Minneapolis Police Department. Central Avenue NE Reconstruction
City Council voted 13-0 in support of the Minnesota Department of Transportation’s (MnDOT) proposed layout for the Central Avenue NE (Highway 65) improvement project. City Council also approved an amendment asking MnDOT to engage with business owners and residents about the potential to incorporate public art along Central Avenue NE as part of the final project. MnDOT will reconstruct Central Avenue NE between the Mississippi River and Interstate 694. Only a portion of the corridor is within City limits, spanning from the Mississippi River to 37th Avenue NE. Construction is scheduled to begin in spring 2029.

-
Background: MnDOT must receive approval from the City Council if the proposed project layout results in one of three criteria - altered access, increased or decreased traffic capacity, permanent right-of-way acquisition – this project met all three.

Next steps: Mayoral review.
Noise regulations ordinances
City Council voted 7-6 to delay an ordinance change that would amend provisions in five separate titles in the Minneapolis Code of Ordinances (MCO) chapter that spells out the City’s authority to regulate undesirable noises. Changes include reorganizing the structure, removing content, changing language, correcting associated reference numbers, and adding a clause regulating the sounding of motion-sensor devices on private property, such as home security cameras, so that audio can’t be heard from neighboring properties. (LIMS File No. 2026-00809)

Next steps: This item has been delayed to the next City Council meeting, scheduled for September 17.
