Mayor's 2027 Recommended Budget
City Council received and filed the Mayor’s 2027 Recommended Budget. It now goes to the Budget Committee, who will comprehensively review the spending plan and priorities between now and December. View the City Council release outlining next steps in the budget process. (LIMS File No. 2026-00942)

Heritage Park Voluntary Relocation Plan
City Council voted 10-0 to approve a policy authorizing the Heritage Park Voluntary Relocation Plan, giving authority to the Community Planning and Economic Development (CPED) Department to facilitate relocation. CPED will provide financial assistance for permanent relocation to existing Heritage Park residents who do not reside in Minneapolis Public Housing Authority (MPHA) units. Of the 211 occupied units, 83 are eligible for the City’s funding. Residents are not required to move and must meet eligibility dates and obtain approval before moving. CPED estimates stipends between $6,500 and $12,500 per eligible household. They will contract with a relocation consultant to coordinate.
Background: Heritage Park is a privately owned 440-unit rental housing community in North Minneapolis. In July, City Council reallocated $2.5 million in funding from the Affordable Housing Trust Fund (AHTF) to support emergency repairs and relocation assistance at Heritage Park after building assessments found the presence of mold in many of the units. Minneapolis selected as host city for the LA 2028 Olympic Torch Relay
City Council voted 10-0 to allow Minneapolis to serve as an official host city for the Los Angeles 2028 (LA28) Olympic Torch Relay. Staff can now execute formal planning and coordination, including signing an agreement with LA28 ahead of the 2028 Olympic Games for municipal operational support services. Minneapolis last served as a host city in 1996, when the Olympic Games were held in Atlanta. View the City Council resolution from July 1995.
Background: The 2028 summer games will take place in Los Angeles. Leading up to the Opening Ceremony on July 14, 2028, LA28 will conduct the Olympic Torch Relay across the United States, carrying the Olympic Flame through selected host communities before arriving in Los Angeles. Voluntary sewer insurance program
City Council voted 10-0 to authorize City staff to negotiate a no-cost contract for a voluntary insurance program to help homeowners cover the cost of private sewer laterals repairs (i.e., the pipe connection from a property to the public sewer system). If approved, the program would offer residents unlimited coverage, among other benefits, at rates more competitive than the open market. Oncourse Home Solutions is the endorsed provider and will offer rates of $5.49 per month for the first 12 months, and $9.99 per month after the introductory year. Today’s action only authorizes staff to negotiate the contract. A request to execute the contract must come back to City Council for consideration.
Background: Per City Ordinance, property owners are responsible for maintaining their private sewer laterals, including repairs, which on average cost $13,000. Most sewer laterals are as old as the homes they connect to – many were built prior to 1939. (LIMS File No, 2026-00900)

Upcoming public hearings on ordinances

Dress code ordinance: Requires any venue with a dress code to visibly post it. It also states no businesses may enforce a dress code policy if they do not have it visibly posted. It does not impact venues that do not have one. If approved, the ordinance would be effective January 1, 2027 (LIMS File No. 2026-00806)

Noise regulations ordinances: Five ordinances amending provisions in five separate titles of the Code would remove content, reorganize the structure, change language, add a clause regulating the sounding of motion-sensor devices on private property, such as home security cameras, and correcting associated reference numbers. 2026 Black and POC LGBTQ+ Pride honorary resolution
City Council adopted an honorary resolution recognizing Minnesota People of Color LGBTQ+ Pride, an organization founded in 1999, for its years of service and continued commitment to uplifting LGBTQ+ people of color in Minneapolis. Also recognized is the Twin Cities Black Pride celebration, Minnesota's longest-running celebration dedicated to honoring the history, resilience, leadership, and contributions of LGBTQ+ people of color.
