May 1, 2025 (MINNEAPOLIS) — Minneapolis Police Chief Brian O’Hara announced a major development in the mass shooting that took place in the 1500 block of East 25th Street earlier this week. A suspect has been arrested, and tragically, a fourth victim has died from his injuries.
The arrest marks a critical step forward in the investigation, which has been driven by the urgent and coordinated efforts of the Minneapolis Police Department and its local, state, and federal partners — including the U.S. Marshals Service, the FBI, and the Hennepin County Sheriff’s Office.
At approximately 3:30 p.m. today, the U.S. Marshals North Star Fugitive Task Force — assisted by the FBI SWAT team — executed an arrest warrant in the 1600 block of South 4th Street. James Duane Ortley, 34, was taken into custody without incident and booked into the Hennepin County Jail for probable cause murder.
“This is a significant step forward in what has been an intense and fast-moving investigation into the most violent incident this year,” said Chief O’Hara. “I’m deeply grateful to all of our law enforcement partners who responded with urgency and continue working alongside us to hold others accountable for the serious crimes our community has endured.”
Shortly after the arrest, the department was notified that a fourth victim — a 28-year-old man — had died at the hospital. The victim had been hospitalized since the April 29th shooting that killed two men and one woman. The Hennepin County Medical Examiner’s Office will release the 28-year-old's identity along with the cause and manner of death.
“This is a bittersweet day,” added Chief O’Hara. “While this arrest represents meaningful progress toward justice, that progress is overshadowed by the heartbreaking loss of another life. Our thoughts remain with the victims’ families, their loved ones, and a community that continues to grieve.”
Mayor Jacob Frey also offered his condolences and gratitude. “My heart goes out to the family and friends of the victim we lost today,” said Mayor Frey. “These past few days have been devastating for our city. I’m grateful an arrest has been made in this senseless act of violence and appreciate the tireless work of our law enforcement partners and community members who helped bring us to this point.”
MPD continues to seek information from the public regarding this fatal shooting and two additional homicides that occurred on April 30. Anyone with information — no matter how small — is urged to come forward.

Minneapolis Police are Investigating a Shooting of Five Adults
April 30, 2025 (MINNEAPOLIS) Minneapolis Police Chief Brian O’Hara released details of a tragic shooting that that left two men and one woman dead, and a man and a woman injured.
On April 29, 2025, at approximately 11:55 p.m., 3rd Precinct officers responded to two ShotSpotter activations on the 1500 block of East 25th Street, followed by a third activation nearby. 911 callers also reported gunfire in the area. Upon arrival, officers located one adult male on the sidewalk near the alley with life-threatening gunshot wounds. Nearby, officers discovered two men and two women inside a vehicle next to the alley, all suffering from life-threatening gunshot wounds. Officers immediately rendered medical aid to all five individuals. Despite their efforts, the man on the sidewalk and a man and woman inside the vehicle died at the scene. The remaining man and woman were transported to Hennepin Healthcare Hospital with potentially life-threatening injuries.
Preliminary information indicates this was a targeted shooting and may be gang related.
Approximately one hour later, 3rd Precinct officers responded to a ShotSpotter activation and multiple 911 reports of shots fired on the 3000 block of 15th Avenue South. Evidence of gunfire was located. At approximately 1:15 a.m., a man arrived at Abbott Northwestern Hospital with an apparent non-life-threatening gunshot wound. He was later transported to Hennepin Healthcare for further treatment.
It is currently unknown if these incidents are related.
MPD investigators are working to determine the sequence of events leading up to the shootings.
No arrests have been made.
“After a relative period of piece, the likes of which have not been seen in at least five years, that peace has been shattered. There are families that are grieving, and this is an absolutely senseless tragedy. We need our entire community members to stand up and to not accept this level of violence.”
The Hennepin County Medical Examiner will release the identity of the deceased along with the cause and manner of each death.
