Agape Oasis Awareness Walk for Survivors of Domestic Violence, Breast Cancer, & Bullying
It was a privilege to have the opportunity to speak in front of hundreds of community members at Agape Oasis's 5th Annual Awareness Walk for survivors of domestic violence, breast cancer, and bullying. There are so many members of our communities who are impacted by domestic violence. According to the Centers for Disease Control and Prevention, about 41% of women and 26% of men experienced contact sexual violence, physical violence, or stalking by an intimate partner during their lifetime and reported a related impact. Domestic violence can result in serious injuries and even death. Which is why it's critical to participate in this awareness walk because we want to show our community that our survivors are not alone and that there are so many people who want to help when folks are ready.
This is not an issue that we can solve alone. That's why I am honored to have joined Governor Walz's office and Senator Champion in calling for an end to this violence and committing to solving this issue as intergovernmental partners. Thank you so much to Pastors Jori and Chris Thibodeaux, Helene Pearson, Pethuel LeFlore, Cesarine Ntanga, Monique Thompkins, the Board of Directors, all of the incredible volunteers, and everyone who walked in solidarity with our survivors of domestic violence, breast cancer, and bullying.
Latino Business Week Kickoff Event
It was such an honor to join my incredible colleague Council Member Jason Chavez (Ward 9) on the Southside at Mercado Central to kick off Latino Business Week in the City of Minneapolis. A few weeks ago when I mentioned my Latino heritage to my colleagues, a lot of folks were surprised and didn't know I was Black and Latino. And yes, I am Black and Latino. Latinos are of Black, Indigenous, Asian, European, and other descents, we are everything.
When my grandmother came to the U.S. from the Dominican Republic, she came here with hopes that she can get a better education, raise her family, create opportunity for us, and start her own business, like how our Latino business owners have done in our city today. While we celebrate Latino Business Week and Latino Heritage Month, we know that many people may want to celebrate the great tradition of food, but we also have a rich history in every realm whether it's politics, business, sports, etc.
It was such a pleasure to be included in the City of Minneapolis's first Latino Business Week and I cannot wait to continue uplifting and supporting our Latino business owners in every corner of our city. Thank you so much to Council Member Chavez, Ivonne Hernandez (Ward 9 Policy Aide), the CPED Small Business team, and all of our fantastic business owners for your dedication in bringing this idea to fruition.
The Link's "Rise for Change" Breakfast
I had the joy of attending The Link's "Rise for Change" Breakfast to shed a light on the sex trafficking of boys in our community. The Link is a North Minneapolis-based youth and adult led nonprofit providing housing and supportive services to 2,000 youth experiencing homelessness, sexual exploitation, and/or involvement in the juvenile justice or child welfare systems each year.
During this breakfast, I heard about the incredible impact that The Link is making on our community, specifically through the Safe Harbor Programs. The Link’s Safe Harbor Programs are in partnership with the state of Minnesota Safe Harbor/No Wrong Door Response.
Safe Harbor Continuum of Services include:
- Outreach & Crisis Line,
- Emergency Shelter,
- Housing Programs,
- Supportive Services, and
- After Care.
8 out of 10 youth in Safe Harbor Programs identify as Black, Indigenous, and People of Color (BIPOC). 95% of youth at Passageways report an increased sense of self worth. Words come short of describing the life-changing effect that these brilliant staff members have on our neighbors, especially our youth.
Thank you so much to Beth Holger for your fierce and relentless leadership, Cemarr Peterson, Caierre Mitchell, Z, Rainy, and the rest of the team at The Link for your powerful advocacy for our most vulnerable community members.
NEON's Collective Kitchens Food Business Incubator Groundbreaking Ceremony
It was a delightful day on the Northside as we celebrated a significant milestone of breaking ground for Northside Economic Opportunity Network (NEON)'s Collective Kitchens on West Broadway Avenue. Approximately 40% of NEON's clients are in the food industry, yet the nearest commercial kitchen is over 5 hours away in Wisconsin. This poses huge challenges for aspiring food entrepreneurs. That's why NEON is building Minnesota's leading food industry specific incubator right here on the Northside.
This $21 million dollar project will include a commissary kitchen, a consumer-packaged goods kitchen, and five individual retail kitchens to help chefs and food entrepreneurs create the dishes of their dreams. This collective kitchen will also feature a second-floor classroom space to provide cooking classes for both business entrepreneurs and the community. NEON's Collective Kitchens is set to open in November 2025.
Congratulations to Team NEON, the campaign committee, and all of the project partners on this magnificent achievement. To see NEON, LSE Architects, and Tri-Construction who are all Black-led organizations based on the Northside as a part of this project reminds me that this is what Northsiders deserve. North Minneapolis deserves this kind of investment just like any other part of this city. The brilliance and creativity of our Northside entrepreneurs not only deserves to be celebrated, but to be listened to, to be advocated for, and to build spaces, like the food incubator project, that will give Northsiders the autonomy to create, explore, and invent.
Shiloh Temple's 93rd Anniversary & Grand Opening of Shiloh Cares Food Shelf/Northside Community Safety Resource Center
I am fortunate to have had the opportunity to speak at Shiloh Temple and commemorate two marvelous occasions: the grand opening of Shiloh Cares Food Shelf/Northside Community Safety Resource Center and Shiloh Temple's 93rd Anniversary, a remarkable journey of faith, love, and community.
Shiloh Cares Food Shelf/Northside Community Safety Resource Center is a $2 million renovation project that includes an expanded food shelf, mental health services, narcan on-hand, and, most importantly, a safe place for community members to seek support from. Currently, this center has 23 youth who are hired at $18 per hour. Shiloh Cares Food Shelf hours are Wednesday, Thursday and Friday from 10:00 AM to 3:00 PM. You must be in line by 2:30 PM to be served the same day.
For nearly a century, Shiloh has been a home for many, a place where our community gather to worship, support one another, and grow in our spiritual lives. My office extends heartfelt gratitude to Bishop Howell and Pastor Abdul-Brown for their unwavering dedication and leadership. Their guidance has not only strengthened our community, but has also inspired us to reach out and uplift those around us. Thank you for your commitment to our community and your passion for service.

Crews are preparing to sweep streets across Minneapolis this month and November to clean the streets before winter. Street sweeping helps keep leaves and debris out of the storm drains and from ending up in our lakes and creeks and the Mississippi River.
To make sure crews can do the best job possible, temporary hot pink “No Parking” signs will be posted at least 24 hours in advance so streets will be clear of cars when they’re swept. The first signs will be posted Monday, October 21st, and sweeping will begin the next day. Anyone who parks on the street will need to follow posted parking rules or their cars may be ticketed and towed.
Ways to stay informed of the parking rules:

Interactive web feature – The Street Sweeping Schedule Map will be available on the City’s website before street sweeping begins. Visitors to the website will be able to find out which week their street is scheduled to be swept. Then, on the weekend before each of the four weeks, the schedule for the upcoming week will be broken down to show which day of the week streets are scheduled to be swept.

“No Parking” signs – City crews will post “No Parking” signs at least 24 hours before sweeping any streets. Parking will be banned from 7 a.m. to 4:30 p.m. on the day a street is swept. However, the “No Parking” signs will be removed as soon as possible after a street has been completely swept to allow people to resume parking after the signs are removed. Vehicles not in compliance with “No Parking” signs may be ticketed and towed to the Minneapolis Impound Lot. The sweeping takes several steps, so people should not resume parking until the signs are removed.

Social media – The City will use Facebook and X to post periodic street sweeping updates and information.

Matthew Hulstein (Mid-Minnesota Legal Aid attorney) and Patty Walton (Community Clinics Fellow) met with my staff, Bethany Turnwall and Dieu Do, about the new in-person legal clinic in Harrison.
Mid-Minnesota Legal Aid has an in-person clinic in the Harrison neighborhood, offering free legal help! Legal Aid handles problems on this civil side (not criminal), including: housing, consumer, immigration, federal tax, public benefits, family law, and disability discrimination. Generally, clients must be Hennepin residents and be either lower income or aged 60+ (regardless of income).

Child Care Economic Development Program Request for Proposals
Deadline: Thursday, October 31st, 2024
DEED, through its Child Care Community Partnerships Office, is seeking proposals from qualified responders to receive grants to be used to implement solutions to reduce the childcare shortage in the state, including but not limited to funding for childcare business start-ups or expansion, retention of current child care programs, training, facility modifications, direct subsidies or incentives to retain employees, or improvements required for licensing, and assistance with licensing and other regulatory requirements.
First Generation Down Payment Assistance
Minnesota’s two new first-come, first-served, down payment assistance programs are still accepting applications, and 50% of allocated funds remain.
Hennepin County Environmental Response Fund
Deadline: Friday, November 1st, 2024
Hennepin County will accept another round of applications for the Environmental Response Fund (ERF) this fall. ERF grants are available for the investigation and cleanup of non-petroleum contamination or petroleum-related contamination.
Eligible applicants for ERF include municipalities, economic development agencies, housing and redevelopment authorities, other local public entities, nonprofit organizations, and for-profit developers. ERF grants are not available to non-local government responsible parties. The fall round opened August 1 and closes November 1, 2024.
Hennepin County HRA Homebuyer Assistance Program

The Hennepin County Housing and Redevelopment Authority (HCHRA) created the Homebuyer Assistance Program to reduce racial disparities in homeownership. HCHRA will provide down payment financing to assist buyers interested in purchasing a home to have as their principal place of residence in Hennepin County.
Eligibility Requirements
- Borrower’s gross household income must be at or below 115% AMI.
First-time buyer: Borrower must not have an ownership interest in another property for the last 3 years.
- Borrower can have an Individual Taxpayer Identification Number (ITIN) or Social Security Number (SSN).
- Borrower must contribute at least $1,000 of their own funds toward the purchase.
- Housing Ratios: Borrower’s PITI must be within 20-35% (front end), not to exceed 50% (back-end) of gross income.
Required Education
- Certificate of Home Stretch group education within one year prior to purchase; see available workshops on Minnesota Homeownership Center website. Framework or other curriculums are not accepted. Sign up for NWHP workshops.
- Certificate of 1:1 Pre-purchase advising is required within one year of purchase. Sign up for NWHP pre-purchase advising.
- If there are two borrowers, both must complete Home Stretch and pre-purchase counseling.

Project Overview
The City of Minneapolis is working on a project to create a safe bike path on 2nd Street N, between Plymouth Ave N and Dowling Ave N. This new bike path will be separate from the road to keep people who bike safe. This is because the current bike lanes on the road are not enough. At intersections with traffic lights, we'll make changes to make it safer for people on bikes and people who walk.
This project is not just about safety; it is also about making it easier for people who walk and bike in this area. We want to make it simple to get around and connect with other bike and walking paths in the city. Our project will connect to a new bike path at Dowling and 2nd Street N, and it will also connect to the upcoming Upper Harbor Regional Park. It will connect to other protected bike paths along 26th Ave N and Lowry Ave N.
Community Engagement
Please join us for the first North 2nd Street community bike ride to learn more about traffic safety and bike facility improvements. This is a 5-mile bike ride. No one will be left behind due to speed.

Minneapolis Trees Program Creating A Climate Legacy
The City Trees program is providing low-cost trees to Minneapolis property owners. Since the program began in 2006, the City has helped plant more than 20,000 trees. Minneapolis is one of the country’s greenest cities.
Trees are available year-round to:

- Nonprofits
- Organizations
- Apartment buildings with five or more units
Residents in Minneapolis Green Zones are encouraged to participate and to plant shade trees for the most benefits, including natural cooling during the hotter months.

The Trans Equity Summit is an annual event to connect trans and gender non-conforming community members and their allies to resources, learning, and community.
