City of Minneapolis low-cost energy efficiency programs
Cover 90% of the cost for energy-efficient upgrades and property improvements through our programs!
The City of Minneapolis Green Cost Share (GCS) program and CenterPoint Energy are partnering with Frontier Energy to provide low-cost energy-efficiency upgrades to 1–4-unit rental properties. Property owners only need to fill out one application with Frontier to receive both City and CenterPoint funding.
The City of Minneapolis Green Cost Share program overview
- The Green Cost Share program offers property owners incentives to complete energy-saving projects.
- The City will cover 40% of the cost up to $40,000 for low-income and affordable housing rental properties through its partnership with Frontier Energy.
Low-Income Rental Efficiency program overview
- The Low-Income Rental Efficiency (LIRE) program is funded by CenterPoint and administered by Frontier Energy.
- The program is open to 1–4-unit income-qualified rental properties owners.
- CenterPoint will cover at least 50% of the cost of eligible natural gas-saving projects including:
- Furnaces
- Boilers
- Ducted air source heat pumps
- Water heaters
- Insulation
- Air-sealing
Eligible property owners should apply through CenterPoint’s program website to receive both City and utility funding.

Property owners or residents will need to submit one of the following documents to establish eligibility:
- W-2s or three months of pay stubs
- Energy Assistance Program (EAP) participation letter
- Supplemental Nutrition Program (SNAP) notice of decision
- Women, Infants, and Children Program (WIC) participation summary
- Medical assistance award letter
- Section 8 award letter
- Other income-qualified programs (e.g. 4d Affordable Housing Incentive)
