Dear Neighbor,
It’s been a busy few weeks in the community and at City Hall. Here are some highlights:
Participating in the Southwest High School Career Fair and sharing the many career paths our city has to offer. I was joined by the Minneapolis Police Department, the Minneapolis Fire Department, Animal Care and Control, 911 Dispatch, and Regulatory Services. A special thanks to Southwest High School alums Phil Schwartz (Regulatory Services) and Fire Captain Tim Pixley for being there with me!
Hosting a Town Hall at Walker Methodist Place with Hennepin County Commissioner Marion Greene and Daniel Werder, the Senior Department Administrator for the County’s Department to End Homelessness. We had a robust discussion on the work Minneapolis and Hennepin County are doing together to address unsheltered homelessness and connect individuals to housing and resources.
Visiting the Linden Hills Business District often lately, to check in with local business owners about the current construction efforts in this commercial area. Despite construction, businesses and pedestrian walkways remain open. Please consider supporting these businesses during this difficult period of construction.
Presenting an Honorary Resolution to Ryan Patrick, who served as our City Auditor for several years. Ryan's vision and leadership have been instrumental in the development of this department. I am grateful for his dedication to creating a more effective, transparent local government and wish him the very best in his next endeavor.
Attending Mayor Frey’s 2024 State of the City Address at the Northstar Center. After the address, Budget Director Jayne Discenza, Chief Financial Officer Dushani Dye, Deputy COO Saray Garnett-Hochuli and I toured the Groove Lofts at Northstar Center, a historic conversion of former office space to multifamily housing. I look forward to seeing more downtown redevelopments that embrace a transformative, integrated vision and help to grow and stabilize the tax base in the long term.
Visiting the 5th Precinct Open House with my son, Oliver, and our neighbor, Oscar. They enjoyed meeting our Fifth Precinct Inspector Christie Nelson, alongside the many other departments and staff members who work every day to ensure safety across our city.
I hope you're taking advantage of this nice weather and finding opportunities to be with neighbors and out and about in the community, too.
13th Ward neighbors Nichelle Williams-Johnson and Louis Smith volunteer their time to serve as appointed members on the Community Commission on Police Oversight (CCPO). They would like to extend a personal invitation to the upcoming Public Hearing with the CCPO. They hope to hear new voices and fresh perspectives on the CCPO's work and priorities, especially from neighbors who don't usually attend the Commission's meetings.

The METRO E Line is a planned bus rapid transit (BRT) line that will provide faster and more reliable transit service in the Route 6 corridor along University Avenue/4th Street, Hennepin Avenue, and France Avenue from the University of Minnesota to Southdale.
Station Construction
E Line construction will take place over the 2024 and 2025 construction seasons. Stations to be constructed beginning in June 2024:
Upton & 43rd Street (construction coordinated with City of Minneapolis sewer and water utility improvements at this intersection)
France & 44th Street*
France & 47th Street*
France & 50th Street*
France & 54th Street*
France & 58th Street
* Additional pedestrian safety improvements will be constructed at these intersections in coordination with Hennepin County.
Construction Staging and Timeline
Construction will occur at five intersections on France Avenue. Throughout construction, France Avenue will remain open to northbound traffic. Southbound traffic will be detoured to Xerxes Ave. Local access to northbound and southbound traffic on France Avenue will remain open between station intersections.
Pedestrian access to all properties will be maintained, and a minimum of three accessible pedestrian crossings will be maintained at each intersection.
Construction is expected to last approximately fourteen weeks and conclude in September 2024.
The intersection at 43rd and Upton will be closed to car traffic while Minneapolis Public Works replaces 200 feet of clay pipe at the intersection, and Metro Transit begins construction Metro E Line stations and performs pedestrian improvements.
Public Works expects their portion of the project to last approximately ten weeks. The intersection will be closed for the duration of the construction period. When Public Works has completed their portion of the project, Metro Transit will continue work. At that time, north/ south traffic may reopen while east/ west traffic is detoured.
Over the next few weeks, Sidewalk Inspectors will be walking all of the public sidewalks in the designated areas and marking sections of sidewalk for replacement. In general, these are sections of sidewalk that are settled, broken, defective, and hazardous to pedestrians. If sidewalk repairs are identified, the abutting property owners will receive a “Sidewalk Repair Notice” by mail, 30 days in advance of any work being performed. Property owners may choose to use the City-hired contractor or hire their own sidewalk contractor. Sidewalk replacement work by our contractor is anticipated to begin on or around June 1 with all work completed by September 30 of this year.
The Surface Water and Sewers Division of Public Works is preparing to smoke test a portion of the sanitary sewers in Ward 13 starting the week of May 1. Testing on each block only takes a few days and city-wide smoke testing will be complete by early July. Read more about smoke testing on the City website.
The City of Minneapolis Public Works Department has scheduled a water main renewal project in the 13th ward. This project has begun. Work will take place on a rolling basis and is scheduled for completion in November. Learn more about the project.
Armatage: From early April into summer 2024, CenterPoint Energy crews will return to Armatage for three projects. This work is in conjunction with the City of Minneapolis' Pennhurst South Residential Resurfacing.
Lynnhurst: From early April into summer, CenterPoint Energy’s contractors Michels Corporation and Q3 Contracting will move inside meters outside by appointment, replace some natural gas service lines as needed, and restore the affected areas.
Runway area construction and maintenance this summer and fall will require temporary runway closures. These closures will send flights to different runways, causing temporary changes in flight patterns. Residents might notice a difference until the construction is complete and the runways are reopened.
