Construction on Minnehaha Parkway Safety Improvements Resumes

Construction on a project to improve safety for trail users and drivers along Minnehaha Parkway Regional Trail between Portland Avenue and Chicago Avenue resumes.

Work to complete the project that began last fall includes trail paving, spring planting and parkway road and trail pavement markings. The project will be completed in May, barring major weather impacts or other unanticipated challenges. 

Follow trail detours, obey onsite signs and stay out of areas under construction so the project can wrap up smoothly.

This summer people using the parkway in this area will enjoy wider, repaved trails, a safer, realigned intersection, and the new access to the on-street bike lane at Park Avenue. A full list of project improvements is below:

  • Realignment of E Minnehaha Parkway at 50th Street to create a 3-way stop and "T" intersection.
  • Expanded bike and pedestrian trail south of E Minnehaha Parkway between E 50th Street and Portland Avenue.
  • Upgraded crosswalk markings, expanded curb ramps and a raised crossing on the south side of the Minnehaha/50th intersection.
  • Removal of the parking bay immediately south of the Minnehaha/50th intersection.
  • Conversion of the north and south Minnehaha Parkway frontage road segments to one-way.
  • Repairs to the Minnehaha Parkway bike trail between Portland and Chicago Avenues
  • New curb cut to access the northbound on-street bike lane at Park Avenue.
  • Preservation and improved conditions for existing mature trees.
  • Creation of a new rain garden to treat stormwater runoff.

Neighborhood Day is May 13

Minneapolis residents can picture the neighborhood they want to live in and then help make that vision a reality. Many of Minneapolis’ 70 neighborhood organizations are holding board member elections or other activities for their neighbors May 13.

Neighborhood voices are important for equity, but typically fewer than 1% of eligible people vote for neighborhood organization boards. Neighborhood boards are important local forces for change; they make investments and decisions about the community. Voting in board elections can help make sure the board members making these decisions and setting priorities for neighborhood organization activities represent voters on the most local level.

Come find out how you can help make your neighborhood better – even if you haven’t been involved before. This will help your neighborhood organization better represent your neighborhood for more equitable, accessible services.

Let Your Voice Be Heard On The Climate Equity Plan

Minneapolis residents, let your voice be heard on the Climate Equity Plan by taking part in the public comment period now through June 5. Input is critical in shaping the final version of the plan.

The Climate Equity Plan aims to make Minneapolis one of the most healthy and sustainable cities in the world.

Residents can take part in creating the Minneapolis Climate Equity Plan. The public comment period is now open. You can review the plan and:

  • Give feedback on specific strategies.
  • Make general comments on the overall direction of the plan.

Reducing Impact on Climate Change:

The City strives to achieve an environmentally just, resilient, low-carbon and equitable city. The goal of the Climate Equity Plan is to significantly reduce climate pollution by 2030 and make the city carbon neutral by 2050.

The seven strategies to achieve the vision by 2030 are to:

  • Insulate and weatherize 30,000 homes with 5,000 of them in Green Zones.
  • Cut by half the number of homes with an energy burden over 4%.
  • Reduce fossil (natural) gas emissions by 30%.
  • Train and support 1,000 Minneapolis residents for new green jobs.
  • Expand green space, tree planting and local food production; remove carbon dioxide from the air.
  • Improve energy efficiency in commercial buildings by 35%.
  • Achieve 100% renewable electricity citywide, with 30% local solar energy.

Comment Period:

The Health Department’s Sustainability team presented the initial Climate Equity Plan to the City Council’s Public Health and Safety Committee.

Comment on the plan to help create a more sustainable and equitable future for all.

Plan Adopted for Preventing Traffic Deaths

The City Council has adopted the 2023-2025 Minneapolis Vision Zero Action Plan, which sets priorities for the next three years toward the City’s goal of ending traffic deaths and severe injuries by 2027.

The updated plan builds on the work of the 2020-2022 Vision Zero Action Plan and draws on information in the 2022 Vision Zero Crash Study. An average of 150 people suffered life-altering injuries or were killed in traffic crashes each year on streets in Minneapolis from 2017 to 2021. That is unacceptable and preventable. Traffic crashes disproportionately impact people in neighborhoods with lower incomes, Native American residents and people walking and bicycling.

The plan features 17 strategies and 78 actions to implement between 2023 and 2025. They include four focus areas:

  • Safety improvements on high-injury streets.
  • Reducing dangerous vehicle speeds.
  • Traffic safety camera pilot addressing speeding and running red lights.
  • Reforms to address racial disparities in traffic stops.

City Council, Mayor Frey Approve Members for New Community Commission on Police Oversight

The City Council and Mayor Jacob Frey have approved appointees to the new Community Commission on Police Oversight. The civilian commissioners will rotate as review panelists to review investigations of alleged police misconduct.

As panelists, they will have direct access to case files and make recommendations on the merits of misconduct allegations that will be forwarded to the chief of police. When a panel recommends a finding of merit for allegations of misconduct, the panel will recommend an appropriate range of corrective actions.

The work of the full commission will take place during public meetings, which will provide an opportunity for residents to observe presentations, listen to discussions and provide public input.

The City sought applicants for the commission that represent a cross-section of Minneapolis, including people who have been incarcerated, LGBTQ community members, Black people, Indigenous people, other people of color, people with different abilities, and community members from every ward of Minneapolis. More than 160 people applied to serve on the commission.

The City of Minneapolis is launching a renting rights campaign to inform renters and property owners about renter rights by improving access to information from the City. The campaign aims to raise awareness about renting rights and the City’s renter resources with updates to the City website and community engagement with residents throughout Minneapolis. More than half of Minneapolis residents are renters.

Register Now for the Community Connections Conference

Minneapolis residents can sign up now for the free 2023 Community Connections Conference on June 10. This year's theme, "Minneapolis in motion," welcomes all communities to explore how Minneapolis is growing, moving and changing, including through the City’s 2023-2024 priorities. The conference will run together with the 2023 Green Zone Summit for environmental justice.

The Community Connections Conference is a free annual event for residents, community groups, neighborhood organizations and local government to build relationships, learn together and create a better Minneapolis.

The 2023 Conference will feature:

  • Workshops and other breakout sessions in multiple languages. The subjects include renters’ rights, responsible development and worker well-being, creative expression and emotional release for incarcerated people through the community-based organization FreeWriters, building relationships with youths in challenging environments, recycling and organics, climate action, and creating a plan for saving energy at home.
  • An exhibit hall showcasing more than 100 organizations with fun, interactive activities for both kids and adults.
  • Opportunities to learn about City policies, programs and services.
  • Lunch provided by local food vendors.
  • Performances by local artists.

Call for Breakout Sessions, Exhibits and Volunteers:

Community members can sign up by April 30 to lead a workshop, roundtable, panel or presentation.

Nonprofits and public institutions can apply for free exhibit space by April 30.

Volunteers can help spread the word about the conference, welcome guests, guide people to breakout sessions and keep lunch services running smoothly. Bilingual volunteers are especially helpful. The volunteer signup button is in the conference pre-registration form on the City website.

Garden Tool Swap and Free Backyard Composting Workshop

Bring the garden tools you don’t use to the garden tool swap event May 13, or take something useful home with you.

A free Backyard Composting Workshop will be held the same day at Powderhorn Park from 10-11 a.m. RSVPs requested.

Garden Tool Swap 9 a.m.-noon Saturday, May 13 Seven participating parks: Folwell, North Commons, Logan, Longfellow, Powderhorn, Rev. Dr. Martin Luther King Jr. and Armatage.

Spring Street Sweeping Begun

Public Works crews have started the City’s comprehensive street sweeping program to clear away what accumulated in the streets over the winter. Drivers should watch for temporary “No Parking” signs to avoid a ticket and tow. New this spring are hot pink “No Parking” signs.

Through approximately mid-May, sweeping crews are taking care of more than 1,000 miles of city streets. The temporary hot pink “No Parking” signs will be posted at least 24 hours in advance to make sure streets are clear of parked vehicles. Drivers need to follow street sweeping parking rules or they may have their cars ticketed and towed to the Minneapolis Impound Lot.

Parkway and alley sweeping got off to a late start this year due to late-season snowfall. The work has begun; it is pausing while the rest of the streets are swept and will finish up in May.

City Reaches Settlements in Lawsuits Involving Former MPD Officer Derek Chauvin

The City has reached settlements in two civil lawsuits involving former Minneapolis Police Officer Derek Chauvin. The two litigation matters are Pope v. Chauvin, et al. and Code v. Chauvin, et al. Both are based on 2017 incidents.

The City Council unanimously voted to approve the settlements April 13. A $7.5 million settlement was approved in the John Pope litigation matter and $1.375 million in the Zoya Code case.

City Launches 2023 Shared Bike and Scooter Program

The City of Minneapolis has entered into license agreements with three operators: Lime, Spin and Veo to participate in its Shared Bike and Scooter Program for the 2023 season.

With Nice Ride leaving the market, this year’s bike share system will look a little different without the bike docking system. Like scooter riders, shared bike riders will be able to end their trip anywhere in the city. All they need to do is lock their bike to a bike rack or to any signpost except a stop sign or bus stop sign. And, thanks to a generous gift from Nice Ride and Lyft, Public Works has already started installing hundreds of familiar bright blue bike and scooter racks around the city that every rider can use. All three vendors will have scooter rentals. Lime and Veo will also have e-bike rentals. Lime will have Class 1 e-bikes, which are pedal assist bikes, meaning the motor assists when the bike is actively being pedaled.

City Seeking Applicants for Parklets, Street Cafés for 2023 Season

The City of Minneapolis is seeking applications for parklets and street cafés for the 2023 season – amenities that activate community corridors and support local businesses.

Neighborhood organizations, street-level businesses, nonprofits, community organizations and Special Services Districts are all invited to apply.

  • City-Owned Parklets: The City is looking for three community partners to host City-owned parklets for the 2023 season. The City-owned parklets include all the necessary structures, plantings, chairs, tables, patio umbrellas and public parklet signs. Hosts are responsible for day-to-day maintenance such as watering plants, picking up trash and reporting any issues. City-owned parklet hosts are selected through a competitive application process.
  • Community Parklets: Businesses and organizations can apply to create their own public parklet space. The design and installation of community parklets is the responsibility of the applicant.
  • Street Cafés: Street-level businesses looking to expand their outdoor seating can apply for a street café. This space functions as an extension of your business where you can seat and serve your customers.

Mayor Frey, City Council Approve Court-Enforceable Settlement Agreement with Minnesota Department of Human Rights

Mayor Jacob Frey and the Minneapolis City Council approved terms of a court-enforceable settlement agreement March 31. It resolves the Minnesota Department of Human Rights’ (MDHR) probable cause determination that the City of Minneapolis and Minneapolis Police Department (MPD) have engaged in a pattern or practice of race discrimination in violation of the Minnesota Human Rights Act.

The MDHR investigation launched June 1, 2020, one week after former Minneapolis Police Officer Derek Chauvin murdered George Floyd.

The settlement agreement lays out a road map for achieving non-discriminatory policing that better supports community safety in Minneapolis. It includes many requirements that are already consistent with current MPD policies and reforms.

The U.S. Department of Justice also has an ongoing pattern or practice investigation into the City of Minneapolis and the Minneapolis Police Department. The Department of Justice launched the investigation after Derek Chauvin was found guilty of George Floyd’s murder.

The MDHR settlement agreement will be effective once it is approved by a Hennepin County District Court judge.
