Be Prepared for Election Day

Tomorrow is Election Day, and while many registered voters in Minneapolis have already cast early ballots, thousands of others will be heading to their polling places to vote.

After the City’s Early Vote Centers close at 5 p.m. today, any voters who still haven’t voted can only do that at their assigned polling place. All polling places are open tomorrow from 7 a.m. until 8 p.m. Anyone in line to vote by 8 p.m. tomorrow will still have the opportunity to vote.

Check Your Polling Place:

Voters who plan to vote tomorrow should check to see where their polling place is. Many Minneapolis voters have a new polling place because of the redistricting process. Find your polling place at pollfinder.sos.state.mn.us.

Confirm Your Mail Ballot Was Received:

Voters who completed and mailed back their early ballots should check the online ballot tracking tool tomorrow morning. If the tracking tool indicates that their ballots has not yet been accepted, they should look up their polling place and go vote in person.

Voters can vote in person as long as election officials have not yet received and counted their mail ballots. Elections staff at polling places check to see if they’ve received and counted mail ballots from voters who want to vote in person. Voters are given ballots as long as the City has not received and counted mail ballots from them. Any uncounted mail ballots from people who have voted in person will be cancelled and not counted (even if election officials receive it later).

Mail Ballot Drop-Off Ends 3 p.m. Tomorrow:

Any Minneapolis voter who has a completed a mail ballot should not mail it in at this point. Instead, mail ballots can be dropped off at the following locations and times tomorrow.

  • Minneapolis Elections & Voter Services, 980 E. Hennepin Ave., 7 a.m.-3 p.m.
  • Hennepin County Government Center, 300 S. Sixth St. (skyway level), 8 a.m.-3 p.m.

Voters who have completed mail ballots but miss tomorrow’s 3 p.m. deadline to return them can instead vote at their assigned polling places, which are open from 7 a.m. until 8 p.m. tomorrow. Completed mail ballots cannot be dropped off at polling places on Election Day.

Sample Ballots Available Online:

State law allows voters to bring materials into the polls to help complete their ballots — and the sample ballot is the single, best tool available for this purpose. By downloading and printing their sample ballots (which are customized to their specific ward and precinct), voters can practice marking their ballots. They can bring this marked-up sample ballot as a reference to the voting booth when completing their official ballots. This is the best way to reduce the time spent waiting in lines.

Find sample ballots for all Minneapolis precincts at vote.minneapolismn.gov/voters/ballot.

Time Off From Work To Vote:

All voters have a right to take time off work to vote without losing pay, personal leave or vacation time. Any employer found in violation of this law is guilty of a misdemeanor. More information is available on the Minnesota Secretary of State’s website.

The Minneapolis Elections & Voter Services Division is responsible for administering elections in the City of Minneapolis. For information about registering and voting in Minneapolis, go to vote.minneapolismn.gov.

City Council approves Mayor Frey’s Nomination of Brian O’Hara for Police Chief

The City Council has approved Mayor Jacob Frey’s nomination of Brian O’Hara to serve as police chief. O’Hara joins the City after serving as deputy mayor of Newark, New Jersey, in charge of overseeing strategic public safety initiatives. He officially starts Monday, Nov. 7.

In 2001, O’Hara joined the Newark Police Department as a police officer, rising through the ranks to become a captain in 2016. In 2021, he was appointed as the public safety director for Newark overseeing more than 1,960 employees including 996 sworn police officers, 611 firefighters and 346 civilian employees and a budget that exceeded $200 million. In that role, O’Hara enhanced the collaborative working relationships among federal, state and local partners.

As former captain of the Newark Police Department’s Consent Decree & Planning Division (2017-2020), O’Hara worked extensively with the Department of Justice on the 2016 consent decree between the U.S. and the City of Newark.

The chief of police position is a four-year appointment.

Operation Endeavor: Report on Weeks 1-4

Operation Endeavor is a coordinated effort of law enforcement and non-law enforcement partners to reduce violent crime in Minneapolis and the surrounding areas. This Office of Community Safety (OCS) led initiative is using a new playbook designed to maximize the flexibility of the Minneapolis Police Department (MPD) given its severe manpower shortage while cementing relationships with Minneapolis' law enforcement partners at all levels of government.

The first 28 days of Operation Endeavor has been used to reinforce the MPD's previous collaborations with the Hennepin County Attorney's Office (HCAO), the United State's Attorney's Office (USAO), the Hennepin County Sheriff's Office (HCSO), the Minnesota Bureau of Criminal Apprehension (BCA), the Minnesota State Patrol, the U.S. Drug Enforcement Agency (DEA), the Federal Bureau of Investigation (FBI), the U.S. Bureau of Alcohol, Tobacco, Firearms & Explosives (ATF), and others. This period has also been used to examine how other city resources, including the Department of Neighborhood Safety and community groups such as the Downtown Improvement District (DID), can augment the mission through non-violent intervention and intelligence sharing. We are pleased to report that the results of Phase 1 area promising. The data shows a marked decrease in violent crime. OCS and its partners will now look to continue this trend while further enhancing these relationships. OCS will continue the development of shared reporting structures and methods, as well as the efficient utilization of each group's capabilities.

It is also paramount to point out that all of this will be done while continuing to pledge that everything accomplished by Operation Endeavor's partnership will be constitutional, legal, and done with the utmost respect for the people of Minneapolis and its visitors.

Key Highlights:

  • Citywide, an analysis of the average number of 911 gun-related CFS over the same period since 2018 - even with significant increases in 2020 and 2021 - shows a 24% decrease in 2022.
  • The comparison of the previous 28-day period, year by year, shows a decrease that averaged 20% from 2018-2020. This decrease stagnated in 2020-2021. But beginning in May 2022, the city again saw a more significant decrease of 12%, which coincided with increased policing activities.
  • Shotspotter activations decreased 28%, rounds detected decreased 38%, and the period examined showed a nearly 50% decrease in fully automatic shot detection.
  • Carjackings have declined 64% when compared to the same period in 2021.
  • Guardian Beats, the MPD foot patrols done in conjunction with non-law enforcement partners, have led to many positive responses from citizens who are happy to see the officers on patrol who allow them to feel safer in the Nicollet Mall area.
  • All work has occurred with zero complaints registers against MPD officers.

Winter Farmers Markets Begin

Winter market season has begun this month in four locations around the city. Farmers Markets of Minneapolis operate year-round with markets primarily operating outdoors.

Local produce is fresh, nutritious and affordable. Most of the markets accept SNAP-EBT (“electronic benefits transfer”) cards as payment, as well as Market Bucks, which provides $20 more for healthy food to market shoppers using SNAP-EBT. In 2021, customers at the Farmers Markets of Minneapolis redeemed more than $180,000 in Market Bucks and SNAP/EBT, showing expanded access to fresh, healthy food for Minneapolis residents who experience food insecurity and receive federal food assistance. Forty-four percent of market vendors donated leftover produce to hunger relief programs in 2021.

Find winter market schedules and locations.

Change Your Smoke Detector Batteries When You Change Your Clocks

When you change your clocks back this weekend, use it as a reminder to change your smoke detector batteries too. Changing your smoke detector batteries today could save your life or the life of someone you love tomorrow.

Smoke alarms do not prevent fires, but they do allow you enough time to escape your home. How important are working smoke detectors?

  • Thirty percent of all Minneapolis fires occur in properties without smoke detectors.
  • Nationwide, about 70% of fire-related deaths in buildings occur without smoke detectors or without working smoke detectors.
  • In Minnesota, 18 people died between 2015 and 2020 in residential structure fires without smoke detectors. Two of them died in Minneapolis.

Find more fire safety tips on the City website.

Apply Now To Remove A Winter Storm Surcharge From Your Gas Bill

Minneapolis residents eligible for energy assistance may qualify to have the additional cost of a winter storm surcharge removed from their gas bills.

The Public Utilities Commission recently issued an order to exempt customers eligible for the Low Income Home Energy Assistance Program from paying the CenterPoint Energy gas surcharge associated with extreme fuel costs during Winter Storm Uri in 2021.

The City of Minneapolis is encouraging anyone who may qualify to apply for assistance, even if you have applied before:

The gas surcharge will be removed for the remainder of the 63-month cost recovery period through September 2026 if you qualify.

How To Stay Healthier This Winter

Prepare to stay healthier when illnesses rise and we’re indoors more this winter. Flu, COVID-19, pertussis and respiratory syncytial virus (RSV) can all be miserable to have with serious outcomes. The best way to keep yourself, your family and our community healthy is by being prepared.

Protect Your Family From Lead Poisoning

The City of Minneapolis has ways to help you protect your family from lead poisoning all year round. Young children and pregnant women have the greatest risks for lead poisoning, but people and animals of any age can have health problems from lead exposure. Lead poisoning can damage the brain and other vital organs.

Healthy Homes:

Homes built before 1978 likely have lead-based paint, which can cause health problems if the paint is not properly maintained. Windows, porches and doors with deteriorated paint should be regularly monitored and renovated with the help of a licensed professional contractor. Soil exposed to lead may also pose a health risk to children, pets or urban gardeners because of contamination from lead paint chips or exhaust fumes from leaded gasoline.

If your child tests positive for lead poisoning, we'll send a Healthy Homes inspector to help find and remove the source of the lead. The City has information and resources to help Minneapolis residents learn about and prevent lead hazard risk on your property.

Read more about the Healthy Homes program and other resources for lead safety on the City website.

Test Your Tap Water System:

If your property is in the City of Minneapolis, you can have your tap water tested for free. The City delivers safe, lead-free water to your property. The City also treats Minneapolis water to help stop any lead in your property’s water service line and indoor house pipes from dissolving into your drinking water. But testing your drinking water is the only way to find out if lead is present.

For information about how lead can get into water and to request a free test kit, visit the City website.
