Construction Updates!

As we move into the summer months, construction crews are beginning to work on various projects throughout Ward 11. This Special Edition will update you on the construction projects happening throughout our neighborhoods, and the City of Minneapolis.

We know that construction projects impact many residents, and we want to make sure you have as much information as possible to be able to make informed decisions about your travel plans.

The Ward 11 Staff made an interactive Construction Map that lists projects from the Minnesota Department of Transportation, CenterPoint, Metropolitan Council, Hennepin County, and the City of Minneapolis.

Minnesota Department of Transportation - Highway 77 Project

The Minnesota Department of Transportation, in partnership with Hennepin County, will resurface Highway 77 between the Minnesota River in Bloomington and Lake Nokomis in Minneapolis.

Summary of Work:

  • Resurface Pavement and Ramps
  • Add Center Median Barrier
  • Upgrade Pedestrian/Bicycle Accessibility at Intersections
  • Improve Drainage

Lane Closures:

  • Monday, May 23 through Thursday, May 26; 6 a.m. to 3 p.m. daily
    • SB Hwy 77 is reduced to two lanes between I-494 and the Minnesota River
  • Monday, May 23 through Saturday, June 11
    • E. 66th St. is reduced to one lane in both directions between Richfield Pkwy. and Longfellow Ave. S

    • Cedar Ave. is closed in both directions between Lake Nokomis Pkwy. and Hwy 62

  • 8 p.m. Friday, June 10 through 5 a.m. Monday, June 13

Minnesota Department of Transportation - D Line Construction

Major construction on the METRO D Line Bus Rapid Transit (BRT) project has begun. This 18-mile line will connect neighborhoods and destinations in Brooklyn Center, Minneapolis, Richfield, and Bloomington. 

Construction of New D Line Stations at 34 Intersections will take place along...

  • 44th Avenue, Emerson Avenue, and Fremont Avenue in North Minneapolis 

  • Chicago and Portland Avenues in South Minneapolis 

  • Portland Avenue in Richfield 

  • American Boulevard in Bloomington 

Chicago & 48th Street:

  • Construction at this intersection started the week of April 18.  
  • The intersection was fully closed for one month, and there will be 2-3 months of lane restrictions following closure.      
  • Construction will include new station platforms, shelter and pylon installation, partial street reconstruction, street pavement, sidewalk, pedestrian ramps, signals, and utility work.    
  • The week of May 2, crews continued work on water and storm sewers. The next week, crews began curb and gutter work and pour concrete for bus pads. 

The D Line will use existing C Line stations in downtown Minneapolis and in Brooklyn Center. Construction along 44th Avenue in north Minneapolis and at 60th & Portland in South Minneapolis will be coordinated with street construction projects led by Hennepin County. 

The project will also construct pedestrian and signal improvements at BRT station intersections, planned and funded in coordination with the City of Minneapolis, Hennepin County, and the City of Bloomington. A fiber optic network will be built along the length of the whole corridor to link technology at stations.

CenterPoint Projects

CenterPoint Energy will be working on several construction projects in Ward 11 this year, many of which are being done in coordination with the Minneapolis Public Works department.  Project activities may include replacing the gas main in the street, the service line to the home, and potentially moving the gas meter from the basement to the outside of the house.

A few of the more significant projects in Ward 11 for 2022 include:

  • Lyndale Ave. from 54th to 61st Street
  • 17th from 38th Street to Minnehaha Parkway
  • 56th Street from Chicago to Cedar Ave
  • The area around Todd Park, East of Diamond Lake

Hennepin County Projects

Lyndale Ave from 56th St W to County Road 3- Lake St

  • Activity Description: Crack Sealing
    • Crack Sealing extends the longevity of the road by routing and sealing cracks to keep water from getting under pavement. These projects typically move fast and require short-term lane restrictions for only a few days.

West 46th Street & Grand Avenue South

  • Activity Description: Pedestrian Ramp Upgrades
    • Sidewalk curb replacement projects typically take about a week to complete. We also install accessible pedestrian signals (APS) that provide audible messages and signals for people with visual impairments.

East 46th Street & Chicago Avenue

  • Activity Description: Pedestrian Ramp Upgrades
    • Hennepin County is replacing and upgrading the sidewalk ramps. These projects typically take about a week to complete.

Cedar Ave From Bridge over Lake Nokomis to Edgewater Blvd

  • Activity Description: Overlay-Mill
    • Overlays are the most common and recognizable technique to add a new driving surface. We remove up to two inches of pavement and repaving with up to two inches of new paving material brought to the site. Works usually lasts only a few days to a couple of weeks and have only short-term lane restrictions.

Legion Lake Street Repaving Project

The City of Minneapolis will remove and add a new layer of asphalt on the streets in the Legion Lake area in South Minneapolis.

This resurfacing project is part of the Public Works ongoing street improvement program. The purpose of the project is to extend the life of the streets in these areas by overlaying them with a new layer of asphalt. Doing this will delay more time-consuming and expensive repairs to these streets in future years.

There will be some road closures during construction.

Bloomington Ave. Bridge Improvements

The City of Minneapolis is making improvements to the Bloomington Ave. bridge over Minnehaha Creek in South Minneapolis

The City of Minneapolis Plans to Replace:

  • Bridge deck
  • Beams
  • Approach Panels
  • Mill and Overlay
  • Additional Pavement on Both Ends of The Bridge.

Closures:

  • The bridge will be closed to traffic during construction activities.
  • Minnehaha Creek will be closed at times to canoes, kayaks, tubing, etc., as required for safety reasons during construction activities. A portage will be provided when the creek is in season.
  • The trail along Minnehaha Pkwy. on the north side of the bridge will remain open.

Bryant Ave Reconstruction Project

The City will reconstruct Bryant Ave. S. from Lake St. to 50th St. W. The Bryant Ave S reconstruction project is expected to begin late May or early June. 

Project Goals:

  • Improve Pedestrian Safety and Access
  • Create an All Ages and Abilities Bicycle Connection in the Area
  • Support Existing and Future Transit Service in the Area
  • Use Green Infrastructure to Collect and Treat Stormwater Runoff
  • Accommodate Business Deliveries and Customer Access

The project will include complete removal and replacement of the pavement surface, curb and gutter, driveway approaches, sidewalk, off‐street bike path, signal upgrades, lighting, utility improvements and green infrastructure.

If the approach to your driveway is in the project construction limits, we will notify you in advance of placing your new driveway approach and ask you to park at another location to allow time for the concrete to cure. During the majority of construction, local access to homes and businesses will be maintained.

Vision Zero Safety Improvements

In 2017 and 2018, the City comprehensively analyzed 10 years of crash data for trends to inform Vision Zero work. This analysis identified a network of High Injury Streets that represent only 9% of city streets, yet record 70% of severe and fatal crashes. The Vision Zero Capital Program intends to rapidly and systematically install cost-effective safety improvements on the 46 miles of city-owned High Injury Streets over the next few years to strategically target improvements on the corridors that pose the highest risk of injury.

The City will be implementing Vision Zero Quick-Build Improvements on 12 corridors in
2022: 

  • Dowling Ave N: Penn Ave N to I-94
  • Monroe St NE: Lowry Ave NE to Broadway St NE
  • E 36th St: Nicollet Ave to Columbus Ave
  • E 42nd St: Lyndale Ave S to Bloomington Ave
  • N 2nd Ave: Washington Ave to 5th St
  • 6th St: 2nd Ave S to Chicago Ave
  • 7th St: 2nd Ave S to 11th Ave S
  • E 31st St: Nicollet Ave to Cedar Ave
  • E 35th St: Nicollet Ave to Hiawatha
  • Fremont Ave N: Lowry Ave to 44th Ave N
  • Nicollet Ave: Lake St to 46th St
  • Lyndale Ave S at Franklin Ave

Traffic Safety Improvements

The City of Minneapolis upgrades traffic signals and pedestrian ramps at select intersections during the construction season.

This project creates safer intersections for all users. The project builds traffic signals that drivers are able to see better. The pedestrian space is also improved at the corners. ADA-compliant ramps and Accessible Pedestrian Signals are included. The project also builds curb extensions where possible.

Citywide Projects

The City’s 2022 construction season has begun with projects planned throughout Minneapolis. The projects will improve the transportation network and underground utilities, making all ways of travel safer and more efficient.

Over the last two years, the City has completed more than $200 million in infrastructure improvements throughout Minneapolis, including Eighth Street between Hennepin and Chicago avenues, Johnson Street Northeast, Plymouth Avenue North, the 10th Avenue Bridge and Watermain project, 34th Avenue South and the 28th Avenue Bridge.

Also part of the 2022 construction season but less visible infrastructure are the Central City tunnel downtown, water main cleaning and lining and sewer pipe lining projects throughout the city.
