Notice of Funding Availability (NOFA): Minneapolis Homes: Financing, Missing Middle Rental Pilot, and 628 E. Franklin Development Opportunity

The City of Minneapolis is pleased to announce the release of a NOFA to fund the increase of affordable housing in the City. Submissions for all options are due at 1:00 p.m. on Friday, January 29, 2021. Over 300 vacant City-owned parcels and approximately $5 million of financing are available for development activities through three different pathways:

  1. Minneapolis Homes: Financing is the umbrella name for a variety of 1-20 unit ownership housing strategies including new construction, rehabilitation, down payment assistance, and stabilization of owner occupied units. The MH: Financing application submissions should be e-mailed to MplsHomes@minneapolismn.gov
  2. Missing Middle Rental Pilot provides funding to produce new 2-20 unit rental housing projects on vacant land throughout the City of Minneapolis and provide affordable housing to tenants below 50% of area median income. Missing Middle Rental Pilot submissions will be submitted through Sharepoint and require applicants to request access to the Sharepoint site.
  3. 628 E Franklin is a vacant and blighted City-owned structure in need of extensive rehabilitation. The City is soliciting proposals for any type of development at this site. 628 E Franklin submissions will be submitted through Sharepoint and require applicants to request access to the Sharepoint site.

Open houses for 628 E Franklin will be held on:

Thursday, December 17 from 11:00 a.m.. – 1:00 p.m.

Thursday, January 14 from 11:00 a.m. – 1:00 p.m.

Masks are mandatory and signing a liability waiver is required prior to entry.

Applicant Information and Training Sessions

The City of Minneapolis will be providing multiple training sessions about the NOFA. Sessions include an introduction to Minneapolis Homes: Financing and working with the City as well as development pathway specific training sessions. All training sessions will be posted to Development Notices & Requests for Proposals by late December.

  • Minneapolis Homes: Financing – 1-20 unit ownership housing New Construction or Rehabilitation
  • Minneapolis Homes: Financing – Stabilization of occupied housing
  • Missing Middle Rental Housing Pilot – 2-20 unit rental housing, new construction
