Mayor Frey issues policy requiring face coverings for indoor public locations

Minneapolis Mayor Jacob Frey has signed an emergency regulation, which will require people in Minneapolis to wear cloth face masks or coverings when they are in an indoor place of public accommodation, including grocery stores, recreation centers, hotels, retail businesses, the skyway system, and government buildings.

The emergency regulation takes effect on Tuesday, May 26.

In the lead up to the May 26 effective date, Frey is encouraging Minneapolis businesses and residents to help boost public awareness by participating in the City’s social media campaign #MaskUpMPLS.

Medical research has indicated that COVID-19 may have a high rate of transmission through respiratory droplets, particularly while indoors, and that wearing a mask can help reduce the risk of community spread. Research has also shown that people who are asymptomatic or yet to show signs of the virus can still transmit it without knowing they have contracted it.

Businesses will not be required to provide masks to customers or employees themselves, though employers shall be required to mandate the use of masks by their staff. Non-compliance should be reported through 311.

Donate homemade face masks Memorial Day at Minneapolis fire stations

Minneapolis residents can deliver homemade masks to their local fire station from 10 a.m. to 2 p.m. Memorial Day, Monday, May 25.

Remember to stay 6 feet away from others when dropping off your donation. Note: fire stations are not equipped to take any other donations at this time.

The City plans to distribute the donated masks throughout Minneapolis to residents, organizations and businesses that are most in need, including food shelves, congregate living facilities, small corner stores and shelters.

The Centers for Disease Control and Prevention recommends wearing cloth face coverings to help protect others from COVID-19. Cloth face masks can help prevent the wearer from infecting others – especially in situations where they can spread the virus without having any symptoms.

Minneapolis City offices closed May 25 for Memorial Day

Minneapolis City government offices are closed Monday, May 25 in observance of the Memorial Day holiday. City offices will resume regular business hours on Tuesday following the holiday.

There are no City of Minneapolis garbage and recycling pickups May 25. Households’ garbage and recycling pickups scheduled for May 25 through May 29 occur one day later (Tuesday through Saturday) than their normal schedule. In addition, Minneapolis 311 services, Solid Waste & Recycling customer service office and the Public Works Transfer Station are closed Memorial Day.

The City’s parking meters are not enforced May 25, but all other parking restrictions in Minneapolis remain in effect and are subject to enforcement, including Park Board meters along Minneapolis parkways, University of Minnesota parking meters and those of private organizations who operate their own meters. Always read the information posted on the meter to be certain.

Minneapolis police and fire emergency services and 911 are not affected.


Free COVID-19 testing at six sites across the state this weekend, including the Minneapolis Armory 

Minnesotans who need or want to be tested for COVID-19 will be able to access free testing at six National Guard Armory locations across Minnesota throughout the Memorial Day holiday weekend: Saturday, May 23, through Monday, May 25.

Minnesota National Guard members will have the capacity to collect roughly 2,000 samples per day across six sites, for a total capacity of roughly 6,000 tests over the three-day weekend. The sites are hosted by the Minnesota National Guard, the Minnesota Department of Health, and the State Emergency Operations Center, which is the central coordinating cell for the majority of COVID-19 operations.

The testing teams at each site are comprised of a coalition of National Guard members and state or local public health employees. Social distancing and the practice of wearing a mask will be enforced at the testing locations. Anyone experiencing symptoms should self-quarantine before and after their test until they receive their results.

The Minneapolis location will be at the Minneapolis Armory, 1025 Broadway St. NE. Hours are 10 a.m. to 5 p.m., Saturday, Sunday and Monday (Memorial Day).

State transitions to next phase of COVID-19 response: Stay Safe MN

The next phase of the state's COVID-19 response: Stay Safe MN began May 18. All gatherings are limited to 10 and social distancing with masks, hand-washing and other safety measures should be followed to protect one another. 

Retail stores and other main street businesses can reopen if they have a social distancing plan and operate at 50 percent occupancy.

Starting June 1, limited outdoor dining at restaurants and bars will be allowed. Salons and barbershops will be allowed to open June 1 at 25% occupancy to ensure the safety of both the employees and the customers inside.

In both industries, customers will be either strongly recommended or required to wear masks, make reservations, and adhere to social distancing requirements to keep themselves, other customers, and employees safe.

Take a mental health screening during Mental Health Month

Mayor Frey has declared May as Mental Health Month. Mental Health America says that while one in five people will experience a mental illness during their lifetime, everyone faces challenges in life that can impact their mental health, especially during a pandemic.

The good news is there are practical tools that everyone can use to improve their mental health and increase resiliency. One of the easiest actions anyone can do is to go to mhascreening.org and take a mental health screening. It’s a three to five minute, free and private way for people to assess their mental health and recognize signs of mental health problems.

If your results indicate you may be experiencing symptoms of a mental illness, consider sharing your results and with someone. Keep in mind that your screening is informational and not intended to substitute talking to a professional about what you are experiencing. Know that mental health conditions are treatable and recovery is possible.

Minneapolis sick and safe time ordinance

Under the City’s sick and safe time ordinance, employers are required to provide access to sick leave (or more generous leave) to all employees in Minneapolis. Leave must be paid by employers (unless they employ five or fewer workers) and accrual and use balances must be provided on pay stubs.

An employee's accrued sick and safe time hours are legally protected for their use due to COVID-19 symptoms, testing or infection. Protection extends to the employee and the employee's care of a covered family member. Learn more about how COVID-19 impacts sick and safe time protections
