Update on Work Groups Week of October 22, 2018

An update from Steven Gallagher, project coordinator for Neighborhoods 2020:

As the project coordinator, I will be sending email updates on the progress of our important work. In addition to these updates, you can discuss Neighborhoods 2020 directly with me, either at my community office hours (listed in the section below), or via email at Steven.Gallagher@minneapolismn.gov or 612-673-2905.

Program Guidelines, Funding and Implementation 

  • Last meeting: Previous funding formulas were reviewed for guidance in the next steps. Completing the initial guideline discussion, the work group will be exploring funding options and opportunities for the next phase of neighborhood programming. 
  • November 8 – 6:00 p.m. – Crown Roller Mill Building, 105 5th Avenue South
    • Develop recommendations for baseline funding amounts and allocations for activities.

Governance Advisory Structure for Neighborhood and Community Engagement 

  • Last meeting: The work group identified a governance model on which to base their work going forward. A governance structure that incorporates all stakeholders within the city was created.
  • October 25 – 6:00 p.m. – Crown Roller Mill Building, 105 5th Avenue South
    • Discuss various forms of membership and how members are seated in the governance model.
    • Brainstorm methods for ensuring accountability within the governance structure.

Citywide Community Engagement Policy

  • So far, the work group has identified structure elements of a citywide community engagement policy and created high-level goals of said policy. The work group has reviewed 13 governance structures from across the world.
  • Last meeting: Four CPED managers presented their engagement activities to the work group. The group discussed applications of CPED activities to the citywide community engagement policy. The group reviewed IAP2, the City's Blueprint for Equitable Engagement and New Westminster and the Minneapolis Park Board's community engagement plans for best practices.
  • October 30 – 6:00 p.m. – Crown Roller Mill Building, 105 5th Avenue South
    • Compile best practices to be used in new citywide engagement policy.
    • Create first draft of engagement policy.
  • November 5 – 6:00 p.m. – Crown Roller Mill Building, 105 5th Avenue South
    • Review the draft product and plan a community engagement meeting.

  • Engagement sessions: Each of the work groups are planning to hold dialogues with the community in the near future. Exact dates have not been set, but they are tentatively scheduled for the week of November 26-30. Engagement sessions will be held prior to the drafting of any recommendations.

  • Email updates: I’ll be sending out updates to help keep the lines of communications open and inform you as we go.

Neighborhoods 2020 is a community process to identify the next generation of neighborhood programming, funding and governance structure to support the City’s 70 neighborhood organizations starting in 2020 and beyond. Three work groups have been established to cover the major function areas of this work: programming and funding; governance; and citywide engagement policy. The work groups consist of representatives from neighborhood organizations, cultural groups, those with equity/undoing racism experience and representatives appointed by City Council and the mayor. The goal is to have policy recommendations to the City Council by January 2019.
