DOT/Federal Railroad Administration
The purpose of the CRISI Program is to assist in funding
capital projects that improve passenger and freight rail transportation safety,
efficiency, and reliability. At least $35,547,000 of the funding is available
for projects that contribute to the initiation or restoration of intercity
passenger rail service. Of the CRISI funding made available in the 2018
Appropriation (including amounts available under this NOFO and the CRISI PTC
NOFO) at least 25 percent, will be made available for Rural Projects as
authorized under 49 U.S.C. 24407(g).
ECONOMIC DEVELOPMENT

Employment and Training Administration
This program is intended to provide technical assistance
(“TA”) to employers and labor unions to encourage employment of women in
apprenticeable occupations and nontraditional occupations (“A/NTO”),
specifically by: • Developing (establishing, expanding or enhancing)
pre-apprenticeship or nontraditional skills training programs designed to
prepare women for careers in A/NTO; • Providing ongoing orientations for
employers, unions, and workers on creating a successful environment for women
in A/NTO; and/or • Setting up support groups and facilitating networks for
women in A/NTO, to improve their retention. Applicants may propose to provide
technical assistance to support women’s participation and success in the full
range of industries in which women are traditionally underrepresented or
disproportionately concentrated in the lower-wage occupations. Such industries
include but are not limited to: advanced manufacturing, energy, healthcare,
information technology, and transportation.

Community Development Financial Institutions
The CDFI Fund awards Capital Magnet Fund grants to certified
Community Development Financial Institutions (CDFIs) and certain nonprofit
organizations to finance: (1) the development, preservation, rehabilitation, or
purchase of affordable housing for primarily extremely low-, very low-, and
low-income families; and (2) economic development activities or community
service facilities, such as day care centers, workforce development centers,
and health care clinics, which in conjunction with affordable housing
activities implement a concerted strategy to stabilize or revitalize a
low-income area or underserved rural area. CMF's award ceiling is 15% of Total

Employment and Training Administration
The purpose of this grant program is to support sector-based
approaches to expanding efforts to develop and implement apprenticeships on a
national scale in key industry sectors . The overarching goals of this
grant program are threefold: (1) to accelerate the expansion of apprenticeships
to new industry sectors reliant on H-1B visas, (2) to promote the large-scale
expansion of apprenticeships across the nation, and (3) to increase
apprenticeship opportunities for all Americans. Grant funds will be awarded to
institutions of higher education in partnership with national industry
associations, which together seek to develop, implement, and take to a national
scale a new apprenticeship model; or expand an existing apprenticeship program
to a new industry sector or occupation or a new population, on a national
scale.

Community Development Financial Institutions
Through the Bank Enterprise Award Program (BEA Program), the
U.S. Department of the Treasury’s Community Development Financial Institutions
Fund (CDFI Fund) supports FDIC-insured financial institutions around the
country that are dedicated to financing and supporting community and economic
development activities in the most economically distressed communities. The BEA
Program complements the community development activities of insured depository
institutions (i.e., banks and thrifts) by providing monetary awards for
increasing investments in CDFIs and for increasing qualified lending,
investment, and service activities within the most economically distressed
communities. Providing BEA Program awards for increasing community development
activities leverages the CDFI Fund’s dollars and puts more capital to work in
the most economically distressed communities throughout the nation.

National Institute of Food and Agriculture
The Small Business Innovation Research (SBIR) program at the
U.S. Department of Agriculture (USDA) offers competitively awarded grants to
qualified small businesses to support high quality research related to
important scientific problems and opportunities in agriculture that could lead
to significant public benefits. The program stimulates technological
innovations in the private sector and strengthens the role of federal research
and development in support of small businesses. The SBIR program also fosters
and encourages participation by women-owned and socially or economically
disadvantaged small businesses.
PUBLIC & COMMUNITY HEALTH

Health Resources and Services Administration
This notice announces the opportunity to apply for funding
under the Health Center Program’s Service Area Competition (SAC). The Health
Center Program supports public and private nonprofit community-based and
patient-directed organizations that provide primary health care services to the
Nation’s medically underserved populations. The purpose of the SAC NOFO is to
ensure continued access to affordable, quality primary health care services for
communities and vulnerable populations currently served by the Health Center
Program. This NOFO details the SAC eligibility requirements, review criteria,
and awarding factors for organizations seeking funding for operational support
to provide primary health care services to an announced service area. For the
purposes of this document, the term "health center" encompasses
Health Center Program award recipients funded under the following subsections:
Community Health Center (CHC – section 330(e)), Migrant Health Center (MHC –
section 330(g)), Health Care for the Homeless (HCH – section 330(h)), and/or
Public Housing Primary Care (PHPC – section 330(i)).

Purpose of Program: The purposes of this program are to (1)
help address State-identified needs for personnel in special education, early
intervention, related services, and regular education to work with children,
including infants and toddlers, with disabilities; and (2) ensure that those
personnel have the necessary skills and knowledge, derived from practices that
have been determined through scientifically based research and experience, to
be successful in serving those children.

Assistant Secretary for Preparedness and Response
This Funding Opportunity Announcement (FOA) announces a
cooperative agreement funding opportunity for an information sharing and
analysis organization (ISAO) within the Health Care and Public Health (HPH)
Sector. The purpose of this cooperative agreement is to build the capacity of
HHS as the HPH Sector-Specific Agency to coordinate with private sector during
steady-state and emergency response, provide outreach and education to HPH
Sector stakeholders on preparedness and risk mitigation activities, and enhance
the ability of bi-directional information-sharing related to open and closed
data streams. Under this FOA, the awardee will receive Federal grant funds to
develop the infrastructure needed to independently support the Private Sector
Coordinating Council (SCC) operational functions required to successfully
engage with the Federal government, explore and establish best practices for
data usage related to health system supply chain, and enhance the capabilities
of the Federal government in emergency response situations through exercises,
operational enhancements, and information-sharing. This initiative is designed
to leverage existing financial and technical resources from Office of the
Assistant Secretary for Preparedness and Response (ASPR). ASPR anticipates
providing funds over a five year period (subject to availability of
appropriations and satisfactory performance of the recipient during the
previous budget period).Funding under this award will not be sufficient to, and
is not intended to, fund the awardee entire operation. Rather, ASPR intends
that the successful awardee will use the funding to expand the awardee scope of
bi-directional information sharing and outreach, exercise and response
capabilities, and risk mitigation communications to include HHS and the entire
HPH Sector, where the awardee has demonstrated that they are currently
functioning as an ISAO within the HPH Sector. Thus, in order to qualify for
this funding, applicants are expected to be currently functioning as an
organization that is sharing information, planning and executing exercises and
response coordination activities, and promoting risk mitigation within the HPH
Sector and have the capability to expand under this cooperative agreement.The
awardee will have the opportunity to work with and receive technical assistance
from ASPR, including a combination of staff time, funding, subject matter
expertise and technical assistance to one awardee for the qualifying project.
The Funding Office anticipates providing a total of a maximum of $2.75 million
over five years in federal support, subject to the availability of funds and
satisfactory performance of the recipient during the previous budget period.
After the funding period has ended, ASPR will continue to work closely with the
recipient to ensure that coordination and information-sharing continues.

This Funding Opportunity Announcement (FOA) encourages
innovative research to enhance the quality of measurements of dietary intake
and physical activity. Applications submitted to this FOA may include
development of: novel assessment approaches; better methods to evaluate
instruments; assessment tools for culturally diverse populations or various age
groups, including children and older adults; improved technology or
applications of existing technology; statistical methods/modeling to improve
assessment and/or to correct for measurement errors or biases; methods to
investigate the multidimensionality of diet and physical activity behavior
through pattern analysis; or integrated measurement of diet and physical
activity along with the environmental context of such behaviors.

Centers for Disease Control – OSTLTS
The purpose of this notice of funding opportunity (NOFO) is
to announce the availability of supplemental funding for the organizations that
were previously awarded funding under CDC-RFA-OT18-1802: "Preventive
Health and Health Services - Strengthening Public Health Systems and Services
through National Partnerships to Improve and Protect the Nation's Health -
financed in part by Prevention and Public Health Funds (PPHF)." The
CDC-RFA-OT18-1802 recipients are eligible to submit applications for new FY18
CIO Project Plans according to the Target Population Category (A, B, or C) for
which they received initial funding in FY2018. This supplemental funding
opportunity permits recipients to strengthen the nation’s public health
infrastructure, ensure a competent, current and connected public health system,
and improve delivery of essential services through capacity building assistance
(CBA). CBA is defined as activities that strengthen and maintain the
infrastructure and resources necessary to sustain or improve system,
organizational, community or individual processes and competencies. CBA is
delivered through technical assistance, training, information sharing,
technology transfer, materials development, or funding that enables
organizations to serve customers better and operate in a comprehensive,
responsive, and effective manner. The goal is to fund nongovernmental
organizations that have the capability, expertise, resources, reach, and
history of providing capacity building relevant to implementing this program’s
key strategies, activities, and outcomes. The program strategies include
strengthening the capacities of health systems infrastructure; leadership and
workforce; data and information systems; communication and information
technology; partnerships; laws, regulations, and policies; and programs and
services. Capacity building efforts of this program are expected to strengthen
and optimize the public health system and services to improve the nation’s
health.

Centers for Disease Control and Prevention – ERA
The purpose of this NOFO is to increase the availability and
number of packaged effective pediatric weight management interventions (PWMI)
that can be used by healthcare, community or public health organizations to
serve low-income children and their caregivers. This will be achieved by having
researchers take existing evidence based PWMI, and convert them into
user-friendly “packaged” materials so that the PWMI can be replicated and pilot
tested in real world settings. The demonstration will provide ongoing support
to children and families through the PWMI and referral to community-based
resources for healthy nutrition and physical activity behaviors. The long-term
goal of this NOFO is to increase the access to and uptake of acceptable,
effective, and packaged PWMIs by institutions that serve low-income children.

The purpose of this Funding Opportunity Announcement is to
support studies that will evaluate HIV drug resistance and its relationship to
treatment success. Applications are sought proposing studies of
genotype/phenotype correlations in diverse subtypes, the relationship between
drug resistance mutations present in minority variant viral populations and
treatment outcomes, and on the reasons for the discordance between genotype and
treatment success or failure. Laboratory evaluations of samples with clinical
correlates in patients on recommended regimens are encouraged.

The goal of this NOFO is comprehensive and cost-effective
targeted technical support for the acceleration of evidence-based HIV
prevention and treatment program implementation, as well as aligned health
systems issues. Activities may include country-level, direct support for
national guideline review and revision, situational or formative assessments,
ongoing review and monitoring of programs, demand creation and quality
improvement initiatives, data systems building for program
monitoring/oversight, development of mentoring and supportive supervision
programs, and field evaluation of new/updated job aids or diagnostic tests.
Since country programs also benefit from peer learning through platforms such
as interactive learning collaboratives, technical toolkits, and multi-country
program monitoring or supervision tools, this NOFO may also include activities
related to cross-country learning and best practice dissemination.The
announcement will also support Global Fund implementing partners in assessing
HIV service delivery and will develop technical assistance plans and
strategies.
CRIME, JUSTICE, & PUBLIC SAFETY

Office of Procurement Operations - Grants Division
DHS S&T-FRG-IAS and FEMA-ICPD are seeking to address
trauma training for the high school-age communities under this NOFO. School-Age
Trauma Training (SATT - final name of training to be proposed by grantee and
approved by FEMA) is intended to establish a long-term, self-sustaining mechanism
(e.g. no further Federal funding beyond Phase III), to deliver free to the
public, lifesaving trauma training to high school age students for mass
casualty events. The government expects the grantee to design, develop and
implement a training capability based upon the Phase tasks and to sustain the
offerings beyond the Phase III funding resource provided by the government.

Purpose of Program: The purpose of the Technical Assistance
and Dissemination to Improve Services and Results for Children with
Disabilities program is to promote academic achievement and to improve results
for children with disabilities by providing technical assistance (TA),
supporting model demonstration projects, disseminating useful information, and
implementing activities that are supported by scientifically based research.
The School Safety National Activities Program provides
support to State educational agencies (SEAs) and local educational agencies
(LEAs) for activities to improve student safety and well-being.
The Student Support and Academic Enrichment (SSAE) Grants
Program is intended to improve student academic achievement by increasing the
capacity of States, LEAs, schools, and communities to (1) provide all students
with access to a well-rounded education, (2) improve school conditions for
student learning, and (3) improve the use of technology in order to improve
academic achievement and digital literacy.

This Funding Opportunity Announcement (FOA) invites
applications to enhance the pool of of highly trained investigators from
diverse backgrounds underrepresented in research. It is targeted toward
individuals whose basic, clinical, and translational research interests are
grounded in the advanced methods and experimental approaches needed to solve
problems related to cardiovascular, pulmonary, and hematologic diseases and
sleep disorders in the general and health disparities populations. This FOA
invites applications from Institutions with eligible faculty members to
undertake special study and supervised research under a mentor who is an
accomplished investigator in the research area proposed and has experience in
developing independent investigators. This FOA is designed specifically for
applicants proposing research that does not involve leading an independent
clinical trial, a clinical trial feasibility study, or an ancillary study to a
clinical trial. Applicants to this FOA are permitted to propose research
experience in a clinical trial led by a mentor or co-mentor. Applicants
proposing a clinical trial or an ancillary study to an ongoing clinical trial as
lead investigator, should apply to the companion FOA (see RFA-HL-19-025).
