Inaugural Race Equity Subcommittee Meeting
On April 25, 2018, the City of Minneapolis City Council held the inaugural meeting of the Race Equity Subcommittee. This meeting consisted of community members giving presentations of the Minneapolis communities' past, present, and future racial equity work. Joy Marsh Stephens, Director of the Division of Race and Equity gave a presentation updating the committee of the City's internal work to move racial equity following the same timeline -past, present, future.

Advisory Team Meeting Recap
The last meeting was used to update advisory team members on the progress of the Capacity Building Institute, the Artist in Residence projects, and ReCAST Minneapolis Connect. Advisory team members were asked to provide feedback on the website and application process for mental and behavioral health providers in Minneapolis to appear on an asset map. Community members would then use this map to identify potential providers in their neighborhoods. The ReCAST team is still looking for feedback on this web page and will be reaching out to advisory team members who were not at the meeting for their feedback. ReCAST Team Submits Data to SAMHSA
The Substance Abuse and Mental Health Services Administration utilizes an online tool to collect information about its grantees. The SAMHSA Performance Accountability and Reporting System (SPARS) is used by ReCAST Minneapolis to update leadership on the progress of the grant thus far. Each grantee must set goals for four indicators and report back on these indicators at the end of each quarter. The four indicators include:
- WD2: The number of professionals in the mental health or related field who have received training in trauma-informed approaches as a result of the grant.
- TR1: The number of individuals outside of the mental health field who received training in trauma-informed approaches, violence prevention, mental health literacy and related topics as a result of the grant.
- T3: The number of youth and family members referred to trauma informed behavioral health services as a result of the grant.
- PC2: The number of organizations and community representatives that are collaborating, coordinating and sharing resources with each other as a result of the grant.
Below shows the progress we have made in year two. Projects implemented include offering training to City staff around trauma, vicarious and secondary trauma, and psychological first aid. The ReCAST team also presented about the projects being implemented in Minneapolis at conferences and in advisory team meetings. These numbers also represent several safe/brave space sessions internally for City staff as well as community listening sessions.
Psychological First Aid & Safe/Brave Spaces
Through a partnership with Justice Leadership Solutions, ReCAST Minneapolis has been able to offer City employees a chance to obtain a certificate in Psychological First Aid. There have been 72 employees that have completed this two-day training. The ReCAST team is hoping to build an infrastructure throughout the City enterprise that gives employees that have been through this training the opportunity to facilitate Safe/Brave Space conversations for their departments or co-workers when traumatic events happen. Kente Circle Training Institute Recap
Kente Circle hosted its Spring Conference last week. ReCAST Minneapolis funded ten Mental and Behavioral Health practitioners to the attend the conference with the goal of deepening their capacity to address trauma in communities of color and American Indian communities.
ReCAST Staff Attend Opioid Task Force Meeting
On Monday, April 23, ReCAST Minneapolis staff and advisory team members participated in the first convening of a multi-jurisdictional task force to work on tackling the opioid epidemic in our city and region at large. At the meeting, participants identified critical opportunities that need to be addressed in order to increase prevention from the onset, protect families, promote recovery, and reduce the number of fatal overdoses. Four subcommittees were formed with the express goal of proposing solutions to the issues that can be submitted to Mayor Frey and City Council in 2019. ReCAST will continue to be involved in the effort moving forward to ensure that the work addresses historical and structural trauma while lifting up community based solutions to increasing resiliency.

ReCAST Minneapolis has completed the printed version of the year one annual report and are ready to distribute to all community partners and anyone who would like a copy. Rethinking Incarceration Leadership Forum

About ReCAST Minneapolis
The Resilience in Communities After Stress & Trauma (ReCAST) Minneapolis Program is funded through a multi-year grant from the Department of Health and Human Services' Substance Abuse and Mental Health Services Administration (SAMHSA). ReCAST Minneapolis is intended to assist high-risk youth and families, and promote resilience and equity in communities that have recently faced civil unrest through the implementation of evidence-based violence prevention and community youth engagement programs, as well as linkages to trauma-informed behavioral health services. SAMHSA created the ReCAST Program to support communities that have lived through demonstrations of mass protest in response to police-involved shootings of unarmed African-American males.
