Dear Neighbor,

It’s been a busy past few weeks, and I want to share some important updates on our work at City Hall and around Southwest Minneapolis.

As we are all aware,Tuesday of this week County Attorney Mike Freeman announced charges against former police officer Mohamed Noor in the death of Justine Ruszczyk-Damond last summer in the Fulton neighborhood, on July 15, 2017. The charges are for 3rd degree homicide and 2nd degree manslaughter. Upon the warrant, Noor turned himself in, was booked by Hennepin County, and that became his last day of employment with the City. He has recently posted bail and will be tried in the coming few months.

These charges and the upcoming trial allow us to more fully understand what happened that night. The complaint and County Attorney Freeman’s comments provide some new information. But as Justine’s family has noted, these charges will not bring Justine back. As a community we mourn, and are heartbroken all over again. I am still processing some of this new information and asking a lot of questions and details about what we can learn from and do better from a city perspective.

I was deeply disappointed to learn through County Attorney Freeman’s comments that some of our officers did not fully cooperate with the investigation. I work hard to eliminate barriers in the public’s trust in local government, and I find it inexcusable to not be open to those in pursuit of justice. I look forward to speaking with Chief Arradondo further about this revelation.

As we move forward in the trial process it is important to recognize that this impacts our entire city. Tuesday evening’s rally in Fulton was incredibly powerful and I want to echo the messages of solidarity with the city’s Somali residents and the importance of working towards solutions that heal the divide between police and communities of color. Freeman’s decision and the revelation of facts remind us of the trauma and wounds shared by the loved ones of Justine and also those affected by police misconduct everywhere.
