Missouri Department of Social Services Invites Public Comment on Rural Health Transformation Program

JEFFERSON CITY, MO - The Missouri Department of Social Services (DSS) is asking the public, stakeholders, and partners for comments and suggestions regarding the Rural Health Transformation Program  - a national $50 billion fund created through the passage of H.R.1 – One Big Beautiful Bill Act (OBBBA) on July 4, 2025. All 50 states are eligible to apply for this funding. The DSS - MO HealthNet Division (MHD), will be responsible for submitting Missouri’s application and, if awarded, will receive the funds on behalf of the state.

As the Centers for Medicare & Medicaid Services (CMS) prepare additional guidance on the application process, MHD is seeking public input on key initiatives and priorities to consider for potential funding. The OBBBA identifies nine categories for how funds may be used if awarded, and states are required to select at least three to outline their strategies for transforming rural healthcare in their state.

Under the OBBA, a total of $50 billion will be allocated to all states with approved applications between Federal Fiscal Years 2026-2030. Each fiscal year, $10 billion will be distributed, with states allowed to use the funds for up to two years after they are awarded. The exact amount of federal funding that Missouri may receive remains undetermined pending the approval of its application.

Comments must be submitted by Tuesday, September 30, 2025, for consideration.
