Red Tape Reduction (RTR) Chapter 4 Grants and Loans (Clean Water) and Chapter 13 (Safe Drinking Water) Stakeholder Meetings

On January 29, 2018, and February 16, 2018 (if needed), the Water Protection Program’s Financial Assistance Center will host stakeholder workgroup meetings for 10 CSR 20-4 and 10 CSR 60-13 to discuss the Chapter 4 Grants and Loans (Clean Water) and Chapter 13 (Safe Drinking Water) and the Red Tape Reduction initiative.

Under Governor Greitens' leadership, all state agencies are working to reduce regulations and other government processes that unnecessarily burden individuals and businesses while doing little to protect or improve public health, safety, and our natural resources. The Missouri Department of Natural Resources is committed to limiting the regulations to what is necessary to protect Missouri's environment, implementing statutory mandates, and maintaining state control of programs. Any further proposed changes to rules discussed on this page are being developed with these goals in mind. We welcome your comments to help ensure that our regulations provide the required protections but do not add unnecessary costs.

The Department has identified Division 20 Chapter 4 and Division 60 Chapter 13 as potential rulemaking amendments. These workgroups have been convened for the purpose of informal and voluntary public participation and discussions regarding the development of these rules prior to initiating formal rulemaking.

The meetings will be held on January 29, 2018, and February 16, 2018 (if needed).

The first stakeholder meeting will be held from 9:00 a.m. to 3:30 p.m., on January 29, 2018, in the Gasconade Camp Conference Room 1E-144 at 1101 Riverside Drive, Jefferson City, MO 65101. This stakeholder meeting will cover the portions of Division 20 Chapter 4 and Division 60 Chapter 13 listed below: 

10 CSR 20-4.010 – Construction Grant and Loan Priority System

10 CSR 20-4.030 – Grants for Sewer Districts and Certain Small Municipal Sewer Systems

10 CSR 20-4.040 – State Revolving Fund General Assistance Regulation

10 CSR 20-4.041 – Direct Loan Program

10 CSR 20-4.050 – Environmental Review

10 CSR 20-4.061 – Storm Water Grant and Loan Program

10 CSR 60-13.010 – Grants for Public Water Supply Districts and Small Municipal Water Supply Systems

10 CSR 60-13.020 – Drinking Water Revolving Fund Loan Program

10 CSR 60-13.025 – State Loan Program

10 CSR 60-13.030 – Environmental Review

The second stakeholder meeting, if necessary, will be held from 9:00 a.m. to 3:30 p.m., on February 16, 2018, in the Gasconade Camp Conference Room 1E-144 at 1101 Riverside Drive, Jefferson City, MO 65101. This stakeholder meeting, if needed, will cover any of the rules listed above not completed at the January 29, 2018 meeting.
