Phase in - 98% collection efficiency for St. Louis metro area

Good Afternoon Everyone!

 

The Missouri Department of Natural Resources’ Air Pollution Control Program has finalized our phase in approach regarding the requirement for all stage I vapor recovery systems to have a collection efficiency of at least 98%. The details are outlined below. Also attached is a list of equipment that is currently compliant with the rule. This list is subject to change and will be updated as necessary.

 

As a reminder this information is specific to gasoline dispensing facilities that are located in the city of St. Louis, and the counties of Jefferson, St. Charles, Franklin and St. Louis, and that are subject to the requirements of Missouri Air Conservation Commission rule 10 CSR 10-5.220 – Control of Petroleum Liquid Storage, Loading and Transfer.

 

Equipment/components that are compliant with the rule are those pieces of equipment that are CARB certified EVR (Enhanced Vapor Recovery) stage I equipment that have a 98% collection efficiency, or non-CARB certified equipment that are Air Pollution Control Program director approved and have a collection efficiency of at least 98%.

 

Our phase in approach for the replacement of stage I components with components that are compliant with the rule is outlined as follows:

 

Starting January 2, 2016: any Gasoline Dispensing Facility (GDF) that submits a construction permit notification or applies for a construction permit and/or operating permit must use pressure vacuum valves that are compliant with the rule. In addition, all stage I vapor recovery components specified for replacement in a construction permit notification or construction permit application must be compliant with the rule.

 

Starting January 2, 2019: all stage I vapor recovery components must be compliant with the rule for any GDF that submits a construction permit notification or applies for a construction permit and/or operating permit.

 

By December 31, 2020: all stage I vapor recovery equipment in place at GDFs must be compliant with the rule.

 

As the Hazardous Waste Program is revising their underground storage tank regulations, we understand that in order to be in compliance with the revisions some GDFs in the St. Louis metro area will be required to replace some components of their stage I vapor recovery system, for example drop fill tubes or spill buckets. The Air Pollution Control Program and Hazardous Waste Program are committed to coordination regarding requirements to replace tank components. We have tailored the above compliance schedule in that vein, and may also consider deviation from the compliance schedule outlined above on a case by case basis when it is demonstrated to be in the best interest of all parties involved.
