Bills Heard This Week
On Monday, March 30, the House Corrections and Public Institutions Committee held a public hearing on SB 890. Sponsored by Sen. Mary Elizabeth Coleman (R-22), SB 890 requires state departments to report on obsolete administrative entities, repeals certain administrative entities and repeals, and reassigns duties for certain other administrative entities. This legislation includes a portion of MDHEWD’s clean up bill, fixing statutory references that were not changed in 2019 when the Department of Higher Education merged with the Office of Workforce Development. There was no public testimony.
On Tuesday, March 31, the House Higher Education and Workforce Development Committee held an executive session on two bills:
- Sponsored by Rep. John Black (R-129), HB 2123 modifies provisions governing funding for higher education. The House committee substitute was voted do pass by a vote of 9 – 0, with three members voting present.
- Sponsored by Rep. Willard Haley (R-58), HB 1627 modifies provisions governing the Career and Technical Education Advisory Council. It was voted do pass by a vote of 12 – 0.
Also on Tuesday, the House Government Efficiency held a public hearing on SB 889. Sponsored by Sen. Mary Elizabeth Coleman (R-22), SB 889 repeals expired, terminated, sunset, and obsolete sections, and portions of sections of law. This legislation includes the removal of two sunset sections in the RSMo chapters governing MDHEWD. There was no public testimony.
On Wednesday, April 1, the House Elementary and Secondary Education Committee held an executive session on HB 2722. Sponsored by Rep. Melissa Douglas (D-27), HB 2722 establishes the “Success for Homeless and Foster Youth in Higher Education Act.” The House Committee Substitute was voted do pass by a vote of 13 – 2.
Also on Wednesday, the Senate perfected SB 1196. Sponsored by Sen. Mike Henderson (R-3), SB 1196 modifies provisions relating to grants for certain workforce training programs. A Senate Substitute was offered and adopted, which included language from from SB 1451. SB 1451, also sponsored by Sen. Henderson, increases the maximum gross eligibility for the Fast Track Workforce Incentive Grant.
