Budget Bills
Both the House Budget Committee and the Senate Appropriations Committee began hearing budget bills this week. MDHEWD’s House budget hearing is scheduled for Monday, January 26 at noon.
Bills Heard This Week
On January 20, the House Higher Education and Workforce Development Committee held an executive session on HB 1628. Sponsored by Rep. Willard Haley (R-58), HB 1628 modifies provisions relating to the Department of Higher Education and Workforce Development. HB 1628 was unanimously voted do pass by a vote of 13 – 0. It has been referred to the House Committee on Consent and Procedure.
On January 20, the House Emerging Issues Committee held an executive session on HB 2061. Sponsored by Rep. George Hruza (R-89), HB 2061 provides protections against discrimination and antisemitism in public schools and public postsecondary educational institutions. HB 2061 was voted do pass by a vote of 7 – 3, with one member voting present. It has been referred to the House Committee on Rules – Legislative.
On January 21, the House Elementary and Secondary Education Committee held an executive session on HB 2274. Sponsored by Rep. Ed Lewis (R-6), HB 2274 adopts the “Interstate Teacher Mobility Compact." HB 2274 was voted do pass by a vote of 17 – 1. The Committee also held a public hearing on HB 2740. Sponsored by Rep. Mike Steinmeyer (R-20), HB 2740 establishes a University of Missouri governance board for reporting on research related to rare pediatric disease research. Dr. Richard Barohn from the University of Missouri School of Medicine testified in favor, as did several other individuals who have had family members affected by rare pediatric diseases.
Also on January 21, the House Committee on Financial Institutions held a public hearing on HB 2116. Sponsored by Rep. Bill Owen (R-131), HB 2116 modifies provisions governing contributions to qualified tuition programs. State Treasurer Vivek Malek gave testimony in support of the bill. Representatives from Edward Jones, the Securities Industry and Financial Markets Association, the Missouri Chamber of Commerce, and several individuals testified in opposition to the bill.
