House Passes Two Higher Education Bills
On March 6, the House perfected HB 1569 with one amendment. HB 1569, sponsored by Rep. Ann Kelley (R-Lamar), contains multiple provisions regarding support for students attending institutions of higher education. The adopted amendment, offered by Rep. Dane Diehl (R-Butler), increases the income thresholds for the Fast Track Workforce Incentive Grant. On March 7, the House third read and passed the bill.
On March 7, the House third read and passed HB 1518. Sponsored by Rep. Brad Hudson (R-Cape Fair), HB 1518 prohibits public institutions of higher learning from discriminating against a religious student association or denying a religious student association any benefit available to any other student association.
On March 6, the House Workforce and Infrastructure Development Committee, chaired by Rep. Louis Riggs (R-Hannibal), voted HB 2650 do pass- consent. HB 2650, sponsored by Rep. Willard Haley (R-Eldon), modifies provisions relating to the Missouri Department of Higher Education & Workforce Development.
The House Higher Education Committee, chaired by Rep. Brenda Shields (R-St. Joseph), heard HB 1997. Sponsored by Rep. Doug Mann (D-Columbia), HB 1997 requires public institutions of higher education to have opioid overdose rescue kits available for public use on campus. The committee voted HCR 50 do pass. HCR 50, sponsored by Rep. Cody Smith (R-Carthage), approves the statewide mission designation expansion for Missouri Southern State University.
On March 7, the Senate Select Committee on Empowering Missouri Parents and Children, chaired by Sen. Curtis Trent (R-Republic), voted SB 749 and SCS for SB 1075 do pass. SB 749, sponsored by Sen. Lincoln Hough (R-Springfield), repeals provisions relating to the authority to confer degrees at public institutions of higher education. SCS for SB1075, sponsored by Sen. Andrew Koenig (R-Manchester), modifies provisions of the Higher Education Core Curriculum Transfer Act.
