Delays in Drawdown Requests (RFFs)
Due to HUD IDIS System Failure
DED would like to inform all Community Development Block Grant (CDBG) Program subrecipients of a significant technical failure within the U.S. Department of Housing and Urban Development’s (HUD) Integrated Disbursement and Information System (IDIS).
Please note that this issue is related to Annual and CDBG-CV funds only. CDBG-DR and CDBG-MIT are processing normally.
Issue Description
As of late last week, HUD has reported widespread technical issues with IDIS. These issues are affecting the ability to process, approve, and finalize drawdown requests. The failure specifically impacts the ability to commit and disburse funds on a grant-specific basis.
Impact on Payments (RFFs)

Drawdowns (RFFs) requested after January 21, 2026, are currently not processing through the system.

Payment Delays: Subrecipients should expect delays of an unknown duration in receiving CDBG funds for recently submitted Requests for Funds (RFFs).

Activity Setup/Approval: Any new project setups or amendments in IDIS are also currently delayed.
Action Required by Subrecipients

Continue Submitting RFFs: Please continue to submit RFFs via the standard process. While processing is delayed, having the requests in the queue will allow for rapid processing once HUD resolves the system failure.

Monitor Progress: Keep a close record of your pending RFFs.

Manage Cash Flow: If you have contractors waiting on payment, please alert them that invoice processing times may exceed the standard 30-day turnaround due to this federal system outage.
Contingency Information
DED is in contact with HUD field staff and is monitoring the situation closely. We will notify subrecipients immediately when IDIS is fully functional again.
