Up to $20,000 Available in Grant Funding for Critical Facilities to Receive Combined Heat and Power Feasibility Studies

JEFFERSON CITY — The Division of Energy is now accepting applications to provide grant funding to critical facilities across the state to receive a level 1 or level 2 combined heat and power (CHP) feasibility study.

CHP generates electricity and useful heat on-site from a single-fuel source. This technology can play a large role in helping critical facilities continue to deliver essential services as well as reduce energy bills through efficiency.

Critical facilities are those that, if incapacitated, would have a substantial negative impact on local public health and safety. These facilities deliver essential services and functions during natural disasters, emergency events, or grid outages. Examples of eligible facilities include hospitals, nursing homes, local government emergency services — such as police, sheriff, fire station, or jail ­— water and wastewater treatment facilities, and state corrections facilities. State, county, and municipal public entities, nonprofit entities, and for-profit entities are eligible to apply for funding applicable to those facilities that qualify as a critical facility per the definition herein. Federal facilities are ineligible.

Applicants must be critical facilities as defined above. Eligible applicants may apply electronically or by mail. The application must include a copy of a complimentary first-step qualification assessment of the economic and technical viability of CHP by the Central/Midwest CHP Technical Assistance Partnership (TAP). The assessment must indicate at least a moderate CHP potential, as evidenced by an estimated simple payback (SPB) period of 15 years or less based solely upon utility savings.

Additional consideration will be given to facilities located in Class 3 or Class 4 counties that are designated as Critical Access Hospitals or for which assessment results indicate an SPB of eight years or less.

The Division of Energy expects to make up to $20,000 of Federal funding available for at least one and up to two grant awards under this Funding Opportunity Announcement, with no single award exceeding $20,000.

Applications for the CHP Feasibility Study Grant must be submitted electronically by emailing to Laurie Arnold at laurie.arnold@ded.mo.gov or by mailing to the address below. Full consideration will be given to applications received by 5:00pm CT on March 4, 2019. Any applications received after the deadline will be reviewed in the order of receipt on a rolling basis until funding is fully expended or the grant-funding period ends.
