Open Environmental Specialist Positions
The St. Louis County Planning and Zoning Department’s Onsite Wastewater Division is hiring two open Environmental Specialist positions. One will be based in Virginia, and the other will be based in Duluth. Environmental Specialists are responsible for ensuring compliance with St. Louis County Subsurface Sewage Treatment System (SSTS) Ordinance 61 and technical standards. Duties include reviewing permit applications, conducting new construction final inspections, investigating complaints of alleged violations, enforcement actions, preparing reports, communicating with septic contractors, educating the public, and assisting with the overall administration of the SSTS program. SSTS Professional Open House Meeting
Save the date! The Onsite Wastewater Division is planning to hold our annual spring open house meeting on April 4, 2024, at 10:00 AM in the St. Louis County Virginia Public Works facility conference room located at 7823 Hwy 135. The Division intends to hold this meeting in person but will also provide remote access to the meeting via Microsoft Teams. A virtual meeting link will be provided leading up to the meeting date. Like previous years, the Division is dedicated to working with septic and industry professionals to improve the overall quality of St. Louis County’s septic program. The Division will be hosting one open house meeting to discuss the direction of the program through providing consistent messaging, sharing updates, and discussing many topics related to the septic program.
Online Septic Permitting
It’s been three years since the launch of our FTG online permitting system. The new online septic permitting system allows contractors and homeowners to apply for, provide necessary attachments, and submit payment (by credit card) for septic permits online. We encourage all applying for a septic permit, compliance inspection, operating permit renewal, abandonment, owner transfer operating permit, point of sale transfer and disclosure agreement, or annual submittal to do so through OSW-Septic Citizen Portal.
The online system accelerates the process for both the applicant and county staff, resulting in permits being processed and issued faster. For applicants, it saves them a trip to a county office or to the post office and gives them the option of paying online by credit card, debit card, or e-check. Once the application is submitted online, there is less data entry required by county staff, resulting in quicker processing, review, and issuance.

Effective February 1, 2024, the Planning and Zoning Department is implementing a one phone number main line call center system. During business hours, support staff from the department will be available to answer incoming calls and will triage calls and inquiries to available Planners and/or Environmental Specialists dependent on the caller’s needs. This will provide greater efficiency addressing incoming calls received and will be more effective with addressing the public’s needs.
