Fourth Street in Duluth to reopen Friday after four months construction


The reconstruction of 4th Street in Duluth is wrapping up for the year, and the road will re-open to traffic on Friday, November 18. Work will resume in the spring as soon as weather permits to complete this project, which includes both reconstruction of the street as well as replacement of the utilities underneath.


This year's work included installation of a 24-inch water main and 12-in gas main between 6th Avenue and 18th Avenue East. Permanent paving is completed between 6th And 10th Avenue East. Temporary paving has been done between 10th and 18th Avenue East to last the winter.


Temporary lights have been placed at intersections. Permanent decorative lighting will be installed yet this winter, and motorists are urged to use caution when workers are present.

 

The remainder of the project is expected to be completed in 2017, including the reconstruction of the remainder of 4th Street east to Wallace Avenue, resurfacing Wallace Avenue, adding bike lanes, and planting trees.

 

All together, the project, which is being done in partnership with the City of Duluth, is a $13.8 million investment to rebuild a 30-year-old road, and replace utilities that are as old as a century. It is the largest singe project ever for St. Louis County Public Works. Funding for the project comes from federal and state aid, city funds and the transportation sales tax revenue. KGM Contractors of Cook, Minn., is the project contractor.
