- New county environmental centers in Roseville and Forest Lake
- Obey all traffic signs. The maximum speed limit is 15 mph on all facility roads, parking lots and drive lanes. When entering and moving through the tipping buildings and floors, the speed limit is reduced to 5 mph and remains in effect until you exit the building.
- Drivers must remain in their truck while on the scales during the weighing process.
- Do not enter the tipping floor until directed by the traffic director or the loader operator.
- Dump as directed by R&E Center staff. Haulers must provide the traffic director with descriptive information of the load (e.g., combustible, non-processable, residential, construction debris, house clean-out, etc.).
- Haulers should clean waste off their truck inside the building. It is a violation of state regulations to unload waste onto the parking lot.
- Vehicles exiting the bays must yield to vehicles entering the tipping floor.
For a full list of safety information, please refer to the R&E Center Hauler Handbook.

Haulers servicing residential areas, multi-units (like apartment buildings, condos and townhomes) and senior living communities need to tip their waste in the food scrap bag building at the R&E Center. Signage is in place marking the designated route.
When haulers arrive at the R&E Center, they will be directed to the food scrap bag building tipping floor, so the food scrap bags can be separated from trash using robotic arms powered by AI technology. Eleven percent of direct-haul households are currently participating in the Food Scraps Pickup Program.

Benefits of processing waste at the R&E Center
Processing waste at the Ramsey/Washington Recycling & Energy Center in Newport diverts 85% of trash from landfills each year. By processing waste instead of landfilling, Ramsey and Washington counties:
- Protect groundwater
-
Reduce greenhouse gas emissions – the equivalent to taking 22,000 cars of the road each year
- Generate electricity – fuel produced at the R&E Center allows Xcel to generate enough electricity to power over 12,500 homes each year
-
Ensure that waste is managed to protect health and the environment
