This is an update regarding the 2025 Notice of Funding Opportunity (NOFO) from the Heading Home Ramsey Lead Agency. This email will include background information, updates on current understandings, and describe next steps for both current projects and organizations interested in funding new projects.
Background
The Department of Housing and Urban Development (HUD) Continuum of Care (CoC) Notice of Funding Opportunity (NOFO) is released annually for communities to apply for. It includes a local competition for organizations/providers of housing projects in our community. In 2024, the CoC NOFO funding provided over $6 million in funding to our geographic region (Ramsey County). These grants are for programs such as: transitional housing (TH), rapid rehousing (RRH), permanent supportive housing (PSH), domestic violence (DV), coordinated entry (CE), and the homeless management information system (HMIS). Each competition is for current projects to be renewed and presents an opportunity for new projects to be funded.
Current State
In the previous local competition (2024) we, as the collaborative applicant, were informed that there would not be a 2025 competition. However, that has since changed, and we are anticipating the release of the 2025 NOFO sometime in the coming weeks. We do not know what will (or will not) be included in the 2025 NOFO. Thus, we are proceeding as we did last year for the meantime.

This link will remain open for at least two weeks following the release of the 2025 NOFO, an update detailing application information will be sent following its release.
I want to provide you with advance notice that the Minnesota Humanities Center (MHC), by virtue of funding provided by the Minnesota Legislature, will be making several humanities grant opportunities available in the next two weeks.
The following grant opportunities will be available:
- $3,000,000 to support cultural festivals and events for organizations and local governments,
- $600,000 to organizations responding to crisis and emergencies,
- $1,500,000 to Children’s Museums, and
- $1,500,000 to organizations to support Museums, Exhibits, and Collections.

Saint Paul PHA Waitlists Now Open
The St. Paul Public Housing Agency (St. Paul PHA) is now accepting online applications for Multifamily Housing apartments with 0-5 bedrooms and for scattered site homes and duplexes with 5-bedrooms beginning on July 21, 2025 and continuing until further notice.
The Public Housing Program provides homes with reduced rent (based on income) to households with low incomes.

The Ramsey County Community & Economic Development Department an information session for the 2025 Emerging and Diverse Developers Program Solicitation on Thursday, Sept. 18, from 4-6 p.m. at the Rondo Library in Saint Paul. The funding solicitation supports early-stage developers with 25 or fewer housing units or commercial projects under 15,000 square feet. The solicitation is designed to reduce racial barriers in real estate and expand opportunities for affordable housing development.
