Navigator Services

Ramsey County has several Service Center locations and five community partner sites that provide Navigator services. A Navigator is a county staff member that helps residents access a wide range of services and programs including financial assistance services, social services, employment assistance, and voter registration.

Ramsey County Means Business

Ramsey County Means Business provides a central hub for businesses and job seekers. It provides access to financial incentives and hands-on business support while acting as the first stop for site selectors searching for community information and available sites.

Mental Health Resources

The Ramsey County Children's Mental Health Collaborative provides FREE services to families with children and teenagers struggling with mental health. There are also several resources available online.

Ramsey County's own Mental Health Center provides short-term and ongoing care. 

For immediate care, our mobile crisis team provides stabilization services, de-escalation, crisis intervention, mental health assessments and initial crisis plans. Call the 24/7 crisis line at 651-266-7900.

Residents of District 4,

I hope this message finds you well and enjoying the final stretch of summer. August is a month of transition—a time when we savor the long, warm days while also preparing for the return to routines, classrooms, and community rhythms that come with fall. I see this moment as an opportunity to reflect on all we’ve accomplished together this year and recommit to the work that still lies ahead.

I remain deeply committed to listening, showing up, and working collaboratively to address the needs and hopes of our District 4 residents. Whether it’s tackling issues of housing, wellness, economic opportunity, or youth support, I believe that when we lead with care and clarity, real change is possible. This month, I invite you to stay connected, stay informed, and stay hopeful.

I’m also mindful that August means our children and youth are heading back to school. I want our students to feel seen, safe, and supported—from the first bus ride to the last bell—so I’m working with partners to lift up resources for families and caregivers. I encourage all of us to slow down in school zones, watch for walkers and bikers, and be good neighbors during pick-up and drop-off times. I’m grateful for our educators, paraprofessionals, bus drivers, and staff who make learning possible every day. Together, we can make this a year of growth, belonging, and possibility for every child in District 4.

County Board Workshops

Most weeks, our County Board meets to discuss specific policy issues and receive updates from County Departments and Service Teams in our Board Workshops.

Workshops and discussions are held on Tuesdays and are open to the public. These take place at the Saint Paul City Hall and Ramsey County Courthouse in Suite 220 (2nd floor). You can find the schedule for all upcoming board meetings, workshops, and discussions sessions below.

Interfaith Action Zoning Commission Hearing

 I recently spoke before the Saint Paul Zoning Commission in support of Interfaith Action’s acquisition of a new facility in Energy Park for Project HOME. I believe that addressing family homelessness is not only a moral imperative, but also a driving force behind my work on the Ramsey County Board. I know that stable housing for families creates the foundation for health, education, and economic stability, strengthening our entire community.

I have seen first-hand the outstanding track record that Project HOME and Interfaith Action have built within the Ramsey County Continuum of Care, earning deep trust for their compassionate and effective approach. I believe partnerships between government and trusted community organizations are essential to solving our most pressing challenges. I remain committed to ensuring every family in Ramsey County has a safe and stable place to call home.


Freedom Schools National Day of Social Action

I want to acknowledge Freedom Schools’ National Day of Social Action at the Capitol, a powerful celebration of youth leadership and civic engagement. While I was unable to attend in person, I was proud to have a representative from my office join the event and connect with the scholars. I have been a long-time supporter of the Freedom Schools mission because I believe in the power of education, cultural pride, and leadership development to shape a brighter future for our youth.

This program not only teaches academic skills but also empowers young people to find their voice and use it to create change. Seeing their energy, passion, and commitment reminds us why investing in our youth is one of the most important things we can do as a community. I am deeply grateful for the scholars, their families, and the dedicated educators who guide them. Together, we are helping to raise a generation of leaders who will continue to make a difference.

What Is the Freedom Schools Day of Action at the Capitol?

  1. Part of a National Movement

This event is part of the Children’s Defense Fund Freedom Schools’ National Day of Social Action, where youth nationwide engage in civic advocacy to support public causes — highlighted locally by public education defenders in Minnesota.

  1. Event Overview — Minnesota (July 23, 2025)
  • More than 1,800 Freedom Schools scholars from the Twin Cities participated.
  • The event began with a march from St. Paul College to the Upper Mall of the Minnesota State Capitol.
  • Scholars engaged in a public Q&A session with state lawmakers, and also participated in a vibrant Harambee celebration, which is a Freedom Schools tradition involving collective singing, dancing, and affirmation.
  • Scholars ranged from ages 6 to 17 and represented several partner organizations, such as St. Paul Public Schools, Minneapolis Public Schools, Lutheran Social Service, and others.
  1. Purpose & Themes

The event aimed to publicly affirm that public education is a public good, especially in light of threats to federal education funding and attempts to diminish the U.S. Department of Education’s role.

The 2025 theme echoed the Children’s Defense Fund mission to “advance justice through education,” matched by the rally’s symbolic and communal strength.  


Two Days at Gordon Parks High School/RightTrack Career Panels

I was honored to participate in the RightTrack Career Panels at Gordon Parks High School over the course of two days. I always enjoy sharing my personal career journey with young people because I believe it is vital to inspire and encourage them as they shape their futures. I truly value the RightTrack program for providing young adults with meaningful opportunities to connect, learn, and keep their minds engaged during the summer months.

I am grateful for the invitation to be part of this experience, as pouring into our youth while they are still young helps prepare them to become strong, positive contributors to the community. For me, moments like these are more than speaking engagements—they are opportunities to invest in the next generation of leaders.

To get involved in Right Track, youth must apply online during the February application window, attend required training, participate in career matchmaking and interviews, and complete necessary set-up paperwork. Successful applicants begin a meaningful paid internship; others may engage in professional development online.

Here’s how youth can get involved in the Right Track program:

Eligibility Requirements

Right Track offers two tiers of summer internships—YJ1 and YJ2:

  • YJ1 (Youth Jobs 1):
    • Ages 14 by June 1 and no older than 19 by August 25.
    • Must reside in Saint Paul (limited space for Suburban Ramsey County residents in 2025).
    • Must meet household income guidelines or have a barrier to employment (e.g., being a teen parent, having limited English, being in foster care or facing disabilities)  
  • YJ2 (Youth Jobs 2):
    • Ages 16 by June 1 and no older than 21 by June 1.
    • Must live in Saint Paul.
    • Requires prior work or volunteer experience (minimum one full summer or 100 hours) or enrollment in select programs (e.g., AVID, STEM-related academies).
    • Must meet income criteria or have a barrier to employment as listed for YJ1  

Application & Selection Process

  1. Apply Online:
  • Applications are submitted via the Right Track Hub between February 1 and February 28 (for summer internships)  
  • Pre-Employment Training:
    • Once eligible, applicants attend a mandatory training held in March  
  • Career Exploration Day & Interviews:
    • Participants are invited to Career Exploration Day, where they meet potential employers and schedule interviews  
  • Internship Matching & Paperwork:
    • If selected, youths receive an internship offer and must complete necessary payroll paperwork, including participation forms and income affidavits (parental signatures required if under 18)  
  • Waitlist & Alternative Path:
    • Not everyone who applies gets placed. With approximately 2,000 applicants for ~500 positions, some are not matched. Those individuals are given the option to join an online professional development program, space permitting  
  • Stipend Details:
    • YJ1 interns earn $13.50/hour, about 15 hours per week over 9 weeks.
    • YJ2 interns earn $16.00/hour, working 15–40 hours per week depending on placement  

     


    Metropolitan Mosquito Control District Event

    My office was represented at the Metropolitan Mosquito Control District Technical Advisory Board’s field demonstration at the Oakdale facility. The event brought together agency professionals working in public health and related scientific fields to learn more about the district’s operations. I continue to be impressed with the important work being done by the Metropolitan Mosquito Control District and the dedication of those involved.

    This event provided greater insight into the impact mosquitoes have on our communities and the innovative approaches used to address them. I am proud to serve on this board and applaud the many individuals who work tirelessly behind the scenes to protect public health.

                            Proclamation Presentation for Sue Abderholden

    I want to take a moment to recognize Sue and the invaluable role she has played in community over the past eight and a half years. From her early work with the City of Saint Paul to her steadfast dedication our community, Sue has been a trusted colleague and partner. Her kindness, professionalism, and commitment will be deeply missed, and I am truly grateful for the years we have shared working together.

    Sue Abderholden has served with extraordinary dedication and visionary leadership as Executive Director of the National Alliance for Mental Illness (NAMI) in Minnesota for 24 years, guiding the organization through more than two decades of growth, advocacy, and unwavering service to individuals and families impacted by mental illness, transforming the organization into a statewide powerhouse.

    Her leadership has led to groundbreaking and compassionate policy changes, including requiring mental health training for educators, ending harmful school practices like seclusion and restraint, protecting children from being forced into child protection to access care, reforming civil commitment laws, expanding mobile crisis services, and limiting solitary confinement for people with mental illnesses in prisons.

    Sue Abderholden’s tireless advocacy has shaped policy across all sectors— education, health care, housing, criminal justice, and employment—resulting in stronger parity laws, increased access to culturally responsive services, expanded mental health benefits in public programs, and a more diverse and better-supported mental health workforce. Sue has built lasting and inclusive partnerships with stakeholders from all corners of Minnesota—including individuals with mental illness, families, providers, educators, law enforcement, legislators, and public health leaders—cementing NAMI Minnesota’s role as both a trusted resource and a catalyst for change.

    Much appreciation for her legacy and service.

    NOTIFICATION OF BRIDGE CLOSURE * It is the bridge over the railroad on Jackson Street. Our maintenance folks are posting barriers to close the bridge to all traffic – motor vehicle, bicycle and pedestrians – on Empire and Acker.

    We anticipate the closure will last approximately 3 months to shore up the structure to the point that we can reopen to traffic.  The bridge does not appear to be in imminent danger – but we are closing it in an abundance of caution for all users until there is a structural solution put in place.

    Ramsey County Business Development Grants

    We are pleased to share that Ramsey County’s Re-imagination Resource Center initiative is looking for local business community organizations (BCOs) who provide resources, training, or mentoring to small businesses and entrepreneurs.

    BCOs may apply for grants lasting two years awarding approximately up to $150,000 per year, however, final awards will depend on the evaluation of eligible applications. Ramsey County anticipates awarding up to $2M in total grants.

    The following are not requirements. However, these organizations are encouraged to apply:  

    • Organizations with a primary office in the local community they serve.
    • Organizations with a demonstrated understanding of the unique needs of Ramsey County.
    • Organizations with an annual operating budget below $1M.

    Saint Paul PHA Waitlists Now Open

    The St. Paul Public Housing Agency (St. Paul PHA) is now accepting online applications for Multifamily Housing apartments with 0-5 bedrooms and for scattered site homes and duplexes with 5-bedrooms beginning on July 21, 2025 and continuing until further notice.

    The Public Housing Program provides homes with reduced rent (based on income) to households with low incomes.
