Recent developments:
- In January, RAP and SBG members were able to attend a WebEx meeting with national speakers about: valuation & and appraisal/tax incentives for reuse of building materials.
- In February, workgroup members from both groups are invited to attend a tour to Better Futures Habitat for Humanity, and Wood from the Hood.
- In March, workgroup members are invited to hear from speakers who will talk about green chemistry, about how a circular economy works, and how the two topics work together.
Both workgroups are starting to provide high-level ideas and suggestions that may lead to formal recommendations the state should consider for system-wide building material management changes.
The next Rule Advisory Panel meeting is scheduled for February 18, 2020 from 10am-3:30pm. The meeting will be held at Cabela's, 20200 Rogers Drive, Rogers, MN 55374. The meeting will be in their Community Room.

- Discussion on what a transition period looks like for a C&D waste management system with no potential or actual groundwater contamination at landfills
- Identify hurdles and opportunities based on assumptions of a decrease of building materials going to landfills, and an increase of building materials being reused or recycled
- Identify incentives and solutions to those solutions

 To help divert waste from landfills, Hennepin County has grants available to homeowners and developers to deconstruct buildings to salvage building materials rather than demolish them.
Big opportunities to reuse and recycle building materials!
Many building materials have the potential to be salvaged and reused or recycled; about 85% percent of the materials in a typical demolition or remodeling project could be salvaged and kept out of landfills. But currently, ~30% of building materials are reused or recycled.
Grants help offset added time and labor costs
Homeowners and developers of residential properties can receive up to $5,000 to help offset the additional time and labor costs associated with deconstruction. Grants are available for demolition or renovation projects that are 250 square feet or larger on structures built prior to 1950.
