The MPCA is currently working on the next NPDES/SDS Industrial Stormwater General Permit that will be in effect from April 1, 2020 to April 1, 2025. The new planned 2020 Permit schedule is below – remember Public Notice dates are when Permittees can provide comments and ask questions about potential Permit changes.

Spring is here, which is to say it’s wet out there. This makes it a great time to collect a stormwater sample from rainfall or snowmelt runoff.
And fortunately, we have a nearly vintage video to remind you how it's done. It was created by our former colleague and friend, Melissa Wenzel who recently left the agency after many passionate years working to keep our waters clean.
MPCA Industrial Stormwater staff routinely get the question: “What’s required of me for the year?” Below is a condensed version of the minimum requirements – based on your sector-specific chapter in the ISW permit, you may have additional requirements than listed here:
Monthly visual inspections: Every facility must conduct outdoor visual inspections of activities, materials, and their best management practices. Use your own inspection document, or use the MPCA’s handy “site inspection form” to conduct your monthly visual inspections.
Quarterly sampling requirements: All permittees are required to collect samples of their stormwater discharges, quarterly, for at least a year. Once you have four samples, average the result values and compare to the permit’s benchmark values. If the averaged results exceed the benchmark values, continue sampling for the exceeded parameter(s) until the average of the four most recent results are below the permit benchmark values. Remember, sampling forms must always be submitted for each quarter, even if no sample is collected
Annual staff training: MPCA ISW Inspectors see a strong correlation between annual training for staff connected to industrial stormwater requirements and better compliance rates. Permittees can choose to attend formal U of M or consultant-led training, create their own internal training plan, or watch our new on-line ISW refresher course.
Annual fee invoices: Like your taxes, industrial stormwater annual fees are sent out after the calendar year is over. Annual fee invoices will be sent out in the spring of the following year, with a 30-day due date. Late fee penalties WILL BE ASSESSED for those who do not pay the annual fee on time.
