Proposed State Implementation Plan revision – Publication of notice in the State Register

The Minnesota Pollution Control Agency (MPCA) today published notice of a proposed revision to the State Implementation Plan (SIP) in the State Register.  Comments and requests for a public meeting on the proposed revision are being accepted.  The proposed SIP revision and related notice can be viewed on the MPCA Public Notice Webpage.

The MPCA is proposing this SIP revision to fulfill one of Minnesota’s requirements under the Clean Air Act (“the Act”) to address Minnesota’s “good neighbor” obligations for the 2012 National Ambient Air Quality Standards (NAAQS) for particulate matter of less than 2.5 micrometers in diameter (PM2.5).  The “Good Neighbor Provision” of the Act requires that states address the interstate transport of pollutants and ensure that they do not contribute significantly to nonattainment in, or interfere with maintenance by, any other state.  Based on the evidence outlined in the proposed SIP revision, the MPCA believes that the limits and controls currently in place to limit PM2.5 and its precursors are sufficient to ensure that Minnesota will not significantly contribute to nonattainment, or interfere with maintenance, in any downwind state.  Therefore, Minnesota requires no further controls or emissions limits to fulfill Minnesota’s responsibilities under the Good Neighbor provisions of the 2012 PM2.5 NAAQS.
