As crews complete sidewalk, curb, and station work, one of the final items to complete in this year’s construction process includes a mill and overlay to provide a new, smoother pavement surface. A mill and overlay process involves grinding the top layer of asphalt off the street and using a large machine to recycle and re-pave the asphalt.   

The first stage of mill and overlay will start at Lake & Blaisdell and travel west along Lake Street to Dupont Avenue, continuing onto Lagoon Avenue up to East Bde Maka Ska Parkway, and then on westbound Lake Street for about one-quarter mile beyond East Bde Maka Ska Parkway. Crews can complete approximately 10 blocks of mill and overlay work each week, and this portion will take approximately 2-3 weeks. 

This work involves temporary street limitations or closures, large machines that produce loud grinding noises and beeping, and smoke/odor.  

This work will start by 7 a.m., with crews able to start as early as 6 a.m. as permitted. Crews will work on the street one half at a time, with traffic limited to one lane in each direction during the process. 

Utility work     

• Crews continue to install underground fiber optic cable along the corridor.          
• Separate from B Line and Lake Street improvements, CenterPoint Energy is updating its infrastructure and gas meters in some locations. CenterPoint Energy staff may contact residents and businesses about potential short-term gas outages as they upgrade equipment. For more information on CenterPoint’s work, view its project website.   

Current closure information     

• The right lane of eastbound Excelsior Boulevard and Lake Street between Market Plaza and the Lake Street/Excelsior Boulevard intersection are currently closed, maintaining one lane for through traffic. Both lanes of westbound Excelsior Boulevard are open.  
• The south side of the intersection of Lagoon Avenue and Emerson Avenue continues to be closed.    
• The south lanes of Lagoon Avenue are closed from Dupont Avenue to East Bde Maka Ska Parkway, maintaining the north parking lane and at least one through lane in this section.    
• The north side of Lake Street between East Bde Maka Ska Parkway and Hennepin Avenue is currently closed, maintaining one lane for through traffic. The south side of Lake Street between Hennepin and Dupont avenues is closed, maintaining one lane for through traffic. • The north side of Lake Street between Dupont and Blaisdell avenues is currently closed, maintaining one lane in each direction for through traffic.

Upcoming construction activities    

Excelsior Boulevard and Market Plaza   

• This week, crews continued concrete work that will continue for several weeks. This work includes the use of heavy machinery, and impacts such as vibrations, loud noise, and dust and debris are to be expected. 

Lake Street and West Bde Maka Ska Parkway  

• This week, crews completed underground electrical work and pavement patching and began pouring concrete for the station platform. 
• Next week, crews will complete the concrete pour for the station platform and begin station area concrete work. This work includes the use of heavy machinery, and impacts such as vibrations, loud noise, and dust and debris are to be expected.   

Lake/Lagoon and Dupont Avenue       

• Work at this intersection is nearly complete. No work is planned at the intersection until later in the season, when crews will return to complete work on the stormwater ponds and plantings in the area.  
• Mill and overlay work at this intersection could begin as early as Aug. 5.   

Lagoon Avenue and Emerson Avenue   

• This week, crews continued concrete work. This work is expected to be completed next week.

Lagoon Avenue and Fremont, Humboldt, Irving, and James Avenues   

• Work at these intersections is nearly complete. Other than mill and overlay work, no work is planned at the intersection until later in the season, when crews will return to complete final inspections.

Lagoon Avenue and Knox Avenue

Lake Street and East Bde Maka Ska Parkway
