We’ve come a long way since COVID-19 vaccines became available six months ago.
More than two-thirds of our employees have been fully vaccinated and vaccines are freely available at locations across the region, including our own Well@Work clinics.
With continued support from all staff, we’ve maintained safe workplaces and kept our services running under challenging circumstances.
And ridership has steadily risen as more people head back to offices, classes and events.
Today, we’re entering another new chapter in our effort to put the worst of this pandemic behind us.
Beginning October 11, employees must have a proof of vaccination on file or get tested on a weekly basis to report for on-site work. Nearly half of you have taken this step, and I want to thank you for helping set the stage for a smooth transition.
If you’ve been fully vaccinated and have not yet entered your information, this is the time to do so. If you’re having any difficulties, please let us know how we can help.
If you cannot be vaccinated or are choosing not to do so right now, this is also the time to prepare to get into a testing routine. To meet the first deadline, you will need to be tested by midnight on Thursday, Oct. 7.
Here, too, we stand ready to offer whatever support is needed, including providing test kits with convenient options for completing them on-time.
Many of you have raised important and thoughtful questions about our vaccination and testing requirement, along with many other issues related to our pandemic response.
I want to thank you for raising your voices so we can continue to improve on our efforts to help everyone feel safe coming to work. We may not always have perfect or immediate answers, but we’re doing the best we can to respond to a situation that remains incredibly dynamic.
I also want to thank you for the perseverance you continue to display as we face this pandemic, an operator shortage, and other challenges.
Of course, we’d all like to forget about the need to distance ourselves, wear masks, monitor for symptoms and sanitize shared workspaces. We’d also like a clearer picture of what happens next.
Unfortunately, those necessary precautions and the uncertainty that surrounds us will be with us a while longer.
Whether you’re working on-site, in the field, or at home, whether you’re vaccinated or not, I hope you’re seeing the sincerity in our effort to respect everyone’s choices while upholding our commitment to serving our community.
I hope you are also still seeing some light at the end of this long tunnel.
As the general manager has said, we cannot expect to return to our pre-pandemic norm. But we can and should feel optimistic that the direction we’re heading in is the right one for each other, our customers, and our region.

As a reminder, employees reporting for on-site work need to have their proof of vaccination verified by the end of the day Monday, Oct. 4, to be exempt from weekly COVID-19 testing requirements when they take effect on Monday, Oct. 11.
To submit your proof of vaccination:

Login to Employee Self Service using your employee ID and password.

Once logged in, click Self Service, Personal Information and METC Vaccination Card.

You will be prompted to upload an image or .pdf of your vaccination card or immunization record.
If you do not have access to your vaccination record:
Incentive! Employees who have submitted and had their proof of vaccination validated by Friday, Nov. 26, will receive $150 on their Friday, Dec. 10 paycheck.
If you are preparing for weekly testing:
- Employees who have not had their proof of vaccination verified before the testing requirement takes effect must complete tests by 11:59 p.m. each Thursday to report to work the following week (beginning Saturday). Employees may report to work while awaiting test results. The first testing deadline is 11:59 p.m. Thursday, Oct. 7. To test:

Nearly two-dozen bus operators were celebrated this week for completing the Bus Operator Apprenticeship Program. The program is a partnership between the ATU Local 1005 and Metro Transit and involves ride-alongs, group meetings and mentoring.
Among the graduates was South Operator Barkhad Omar, who spent more than 17 years as a school bus driver. He said he joined Metro Transit because he wanted to build and be recognized for his skills. “This is what I came here for, to show that I’m a good student, a good professional,” he said.

More electric buses would enter the fleet over the coming years under a proposed budget presented this week to the Metropolitan Council. The proposed Capital Improvement Plan (CIP) includes funding for:

The planned purchase of eight 40-foot electric buses that would be used on local routes beginning in 2023.

The planned purchase of up to 70 electric buses in 2025, some of which would be used on the METRO Gold Line and METRO Purple Line, new Bus Rapid Transit services in the East Metro.
After a public comment period, the Council will vote on the CIP in December. The CIP is a five-year plan that is updated annually. It also includes funding for things like facility and track maintenance, transitway expansion and bus shelters.
To determine where electric buses will be used in the future, a Zero Emission Bus Transition Plan will be completed by next February. Decisions will be based on available technology, costs, and the potential to address disparities in air quality.
Electric buses are expected to return to service on the METRO C Line soon. These buses haven’t been available while repairs are being made to charging equipment.
Frontline employees who want to earn supervisory experience are encouraged to apply for the Leadership Academy in November.
Employees who are accepted into the Leadership Academy program will spend six months working alongside mentors in full-time acting supervisory roles and take online and instructor-led classes. By completing the program, participants earn the equivalent of one year of supervisory experience that can be used to meet minimum qualifications for Metropolitan Council job openings.
Applications will be accepted from November 1 to November 15. The next group of participants will begin in March 2022, and the following groups will begin in September 2022, March 2023 and September 2023.
Applications received this fall will be used to fill all openings through the end of 2023.

Applicants will be asked to indicate the two positions they would most like to serve in, and to provide a short explanation of their interest.
Leadership Academy participants must have at least two years of experience in an ATU position or have at least two years of work experience in a professional/technical firstline position.
Human Resources staff plan to visit worksites in the coming weeks to share information about the program and answer questions. Questions can also be directed to a manager or supervisor or to Walt Joy.

Members of the Equity & Inclusion Unit and Equity & Inclusion Team are visiting work sites and hosting virtual drop-in sessions this month to introduce themselves, invite feedback on a shared definition of transit equity and discuss equity's role in the Strategic Plan.

How do you and/or your family celebrate Hispanic Heritage Month?
Unfortunately, my wife and I grew up in a time where immigrants and their descendants were encouraged to immerse themselves into American culture, so we haven’t kept our Latin culture alive. In recent years, we started to rediscover our culture and started participating in multicultural events like Cinco de Mayo or Peruvian Independence Day celebration. In all, we are just starting to revive our cultural values and Latino roots in our family.
How do you celebrate your culture today?
Like many other cultures, Latinos build cultural legacy through food and family gatherings. Our family is no exception. Around the dinner table, we share stories about growing up in a Peruvian family, how it was for us to stay up late playing outside with neighborhood friends or how strict our parents were about schoolwork. My kids love to hear stories about my parents. Through these stories, they are learning how much we value family and that we would do anything for each other. They are also learning about respect, hard work, and the importance of education. We also introduce them to Latino cooking in addition to American cuisine. We are doing our best to create a blend of both cultures in my family.
Is there a cultural tradition, history, artist, musician, sport, that you’d like to share and introduce us to?
In Peru, the main Christmas celebration happens on Christmas Eve. It’s a whole day endeavor, starting with dusting off big pans, going to the market to buy fresh ingredients or rearranging the house to fit many people. All this work to prepare a wide range of traditional dishes and drinks which were accompanied by fireworks ALL night long. Throughout the day, it is a tradition to have paneton (Italian-style fruit bread) and hot chocolate made with real chocolate. I have fond memories of Christmas when my close relatives and friends would come to my parents’ house and my dad traveling to the countryside to get pure chocolate from local cocoa growers. When hot chocolate is made with real chocolate it is a different experience. Not even Godiva stands a chance.
Ruter Operator Joseph Oladipo received the following commendation from a Route 5 customer who appreciates his handling of the federal mask requirement. Oladipo, right, was also recognized this week as Ruter Garage's Employee of the Month.
Our driver deserves thanks for enforcing the mask mandate on the bus. It is truly commendable that he is risking his health and safety to keep his riders safe. I'm sorry you have to deal with this. Please know you are deeply appreciated. Thank you for all you do!
After two years at Metro Transit, Annette Howell has gotten pretty comfortable in her role as a janitor.
“When I’m cleaning here, it’s just like I’m cleaning at home,” she said this week. “Yes, it can be hard work. But I’ve gotten to know people who I now call my friends and it’s almost like I’m not even coming to a job – it’s just another part of my life.”
Howell, who works in the maintenance area at Ruter Garage, is one of 17 janitors who collectively keep Metro Transit’s support facilities clean. Together, they are responsible for cleaning bathrooms, breakrooms, clearing trash and any other number of tasks.
Since the start of the pandemic, the group has been called on to spend more time disinfecting frequently touched surfaces and doing detailed cleaning.
Employees are encouraged to celebrate these efforts in recognition of Janitor Appreciation Day, Saturday, Oct. 2, by saying thank you, leaving a thank you note or finding other ways to show support.
Mike Maddio, manager of facility systems, said the appreciation is especially deserving this year.
“We’ve really been blessed to have a group of dedicated team members who have gone well above and beyond expectations,” Maddio said. “They’ve worked tirelessly and selflessly to give everyone the opportunity to come to work in a clean and safe environment. The level of professionalism they’ve shown day in and day out is truly remarkable.”
Police officer and Community Service Officer recruitment underway: Applications for full-time police officers and Community Service Officers (CSOs) are now being accepted as efforts to expand the official presence on the transit continue. Police officer applications will be accepted through October 22; CSO applications are being accepted on an ongoing basis. CSOs work in part-time roles while pursuing law enforcement degrees, and many go on to become full-time police officers. Review the police officer job posting here and the CSO posting here.

Aerosol certification classes: The Instruction Center is hosting aerosol certification classes on several dates this month. Any bus or train operator who wants to carry aerosol for self-defense purposes must be certified every two years to carry an approved aerosol device while on duty.
