CVSO Office Updates
Greetings and welcome to May my favorite Veterans of Olmsted County!
As you may have noticed, our office has been going through a time of transition. Jennifer’s last day with Olmsted County Veteran Services was Monday April 29th. The departure of key team members can be bittersweet, especially when they're moving on to pursue new opportunities. As they embark on this new chapter in their careers, Veteran Services wishes Nathan and Jennifer nothing but the best, knowing that their contributions will be missed.
With that being said, I am thrilled to introduce two remarkable individuals who have joined our Veteran Services team, bringing with them a wealth of experience, dedication, and passion for serving those who have served our country. As we continue our mission to provide unwavering support to veterans and their families, their addition strengthens our commitment and expands our capabilities.
Meet Dustin Lowy Dustin's commitment to serving veterans extends beyond his military service; it's a deeply ingrained part of who he is. Throughout his 10 years of distinguished service in the National Guard, Dustin demonstrated unwavering dedication to his fellow service members, advocating for their needs and ensuring they received the support they deserved. His passion for assisting veterans’ transition smoothly into civilian life and access the resources available to them is evident in his proactive approach and tireless advocacy. Now, as a member of our team, Dustin continues to embody this commitment, channeling his experience and expertise to provide compassionate and effective support to veterans in need. With Dustin on our team, we're confident we will continue to make a meaningful difference in the lives of those who have served our country.
Meet Guy Sing Guy, a former Master Sergeant in the Army, joins us with 20+ years of distinguished service. Guy's service in the military not only exemplifies his dedication to duty but also underscores his profound commitment to serving veterans. Throughout his career, Guy has consistently gone above and beyond to support his comrades-in-arms, both on and off the battlefield. His wealth of experience equips him with a deep understanding of the challenges veterans face and the resources available to assist them. Beyond his military service, Guy's passion for veterans' affairs is palpable in his continued advocacy and volunteer work within the veteran community. Now, as a valued member of our team, Guy brings this unparalleled dedication and expertise to the forefront, ensuring that every veteran who seeks assistance receives the support and guidance they deserve.
With the addition of Dustin and Guy, our Veteran Services team is equipped to provide the high-quality care, advocacy, and resources that our veterans deserve. We're excited to welcome them into our family and look forward to the meaningful contributions they will undoubtedly make as we continue to honor and serve those who have served us. Please join us in extending a warm welcome to Dustin and Guy!
As a newly formed team, we recognize that we're in the process of learning and growing together. However, despite our recent formation, we want to assure the Veterans of Olmsted County that we are fully equipped and capable of handling all veteran affairs and inquiries as they arise. Each member of our team brings unique skills, dedication, and a commitment to serving veterans with the utmost care and attention. While we may be new to this specific endeavor, our collective experience and passion for supporting veterans ensure that we can address any questions or issues that come our way with professionalism and proficiency. Goodbye from Jennifer Shumaker
After ten years with Olmsted County Veteran Services, I am bidding a bittersweet goodbye to all my veterans and their families after having gained a wealth of knowledge, which I will treasure forever. I will be moving on to bigger challenges with the MN Department of Veterans Affairs (MDVA), as the Women Veteran Coordinator and Veterans Claims Representative.
I am thankful to the veterans and their families for giving me multiple opportunities and work exposure to hone my skills and gain expertise. Thank you for all the memories, all the stories, and war stories, and everything you have shared with me over the years. I thank you all for your kind support and trust, you have shown me, and I am thankful to everyone I met in this journey as each one of you have played a very important role in my life. It’s been a wonderful experience working here and I am going to miss you all very much. I am taking along with me fond memories and I request all of you to stay connected with this office and your local service organizations for all your future veteran benefit needs. Wishing all of you the best!
“A hero is someone who has given his or her life to something bigger than oneself.” ~Joseph Campbell

Karen's Korner
It has been a difficult month for the Olmsted County Veteran’s Office. First we learned that Nathan Pike would be leaving us, and before he’s even out the door, Jennifer Shumaker announces that she is leaving us as well. I have worked with Jen and Nate for 10+ years. Being older than both of them, I thought I would be the first to leave with my retirement, but it wasn't meant to be.
Olmsted County is losing two outstanding Veteran Service Officers. Their knowledge, experience and dedication is going to be hard to beat, but we are going to “embrace the suck”, as Nathan would say, and do the best we can. We ask that you have patience with us in this time of transition and join Tiffany and I in welcoming our new Veteran Service Officers, Dustin Lowy and Guy Sing.
Good luck in your future endeavors Nate & Jen, you will be missed!!
Travel Pay Reimbursement
Applying for Travel Reimbursement: VA may reimburse you for travel expenses to and from medical appointments.
VA wants to make it easy for you to receive care, and to help you travel to and from your appointments. VA offers many options for quality health care tailored for Veterans, from VA medical centers and community-based outpatient clinics to virtual care and telehealth appointments.
If you do need a face-to-face appointment, you may incur a cost to travel to see a provider. Did you know you may be eligible for reimbursement of some or all of those travel expenses?
VA’s travel reimbursement program can help.
“Our mission is to ensure timely access to world class health care regardless of your location or the way you choose to get care—in-person, over the phone or video appointments, at VA or in the community,” said Hillary Peabody, acting assistant under secretary of Health for Integrated Veteran Care. “Travel reimbursements can make a real difference when it puts money back in the wallets of Veterans and their beneficiaries. We know the challenges of getting to an appointment. The cost to get there shouldn’t be one of them.”

VA can also reimburse caregivers for transportation and related lodging and meals if they meet any one of the three requirements below:
- They are a family caregiver under the National Caregiver Program traveling to receive caregiver training or support your care.
- They are a medically required attendant traveling with you to support your care.

Before Filing a Claim:
- Keep your receipts for all transportation and approved meals or lodging. Be sure to track your mileage to and from appointments.

Attention: K2 Veterans
If you are a K2 veteran who currently has health conditions that you believe were caused by toxic exposures during your service in Uzbekistan, and you need assistance with your VA disability claim, please contact your local County Veteran Service Officer.
This includes veterans who have had VA claims denied, have claims in appeal, or who have never applied.
Service members at K-2 may have encountered several hazardous exposures:
Jet fuel: Exposure to jet fuel may have occurred as a result of a leaking Soviet-era underground jet fuel distribution system.
Volatile organic compounds - Air samples collected during environmental assessments contained concentrations of volatile organic compounds from jet fuel vapors that did not exceed military exposure guidelines or other health exposure criteria.
Particulate matter and dust –All service members who served in the Southwest Asia theater of operations were exposed to particulate matter and dust. The levels in the air varied depending on the season and weather conditions.
Depleted uranium – Several years before the U.S. occupied K-2, Soviet missiles were destroyed there, contaminating some areas of surface dirt with low-level, radioactive, depleted uranium.
Asbestos – Asbestos was present in roof tiles and dirt but was not detected in air samples.
Lead- based Paint: K-2’s one-stop, In-processing Center was the only structure identified on the base with lead-based paint.
Environmental assessments also confirmed the absence of chemical warfare agents and ionizing radiation on K-2.

FREE Lifetime Passes
Veterans, Gold Star Families get free lifetime pass to national parks, wildlife refuges, other public lands
On Veterans Day 2022, the National Park Service unveiled a lifetime pass providing free entrance to national parks for Veterans and their families. The Interagency Military Lifetime Pass waives entrance fees for the National Park Service and the U.S. Fish and Wildlife Service, and standard amenity recreation fees for the Bureau of Land Management, Bureau of Reclamation, U.S. Forest Service and U.S. Army Corps of Engineers sites for current military service members and their dependents, Veterans and Gold Star Families.
Veterans and their families have free access to approximately 2,000 public locations spread out across more than 400 million acres of public lands, which host activities to fit any lifestyle—from serene to high octane, including hiking, fishing, paddling, biking, hunting, stargazing, camping, and much more.
The Military Pass has been expanded to include a pass that does not expire for Veterans and Gold Star Family members. The National Defense Authorization Act of 2022 authorized a free lifetime pass to national parks and other federal recreational lands for eligible Veterans and Gold Star Families. In recent years, they were able to receive annual passes.
Are you eligible?
For purposes of this program, a Veteran is identified as an individual who has served in the United States Armed Forces, including the National Guard and Reserve, and is able to present one of the following forms of valid (unexpired) identification:
* Department of Defense Identification Card * Veteran Health Identification Card (VHIC) * Veteran ID Card * Veterans designation on a state-issued U.S. driver’s license or identification card
Gold Star Families are next of kin of a member of the United States Armed Forces who lost his or her life in a “qualifying situation,” such as a war, an international terrorist attack, or a military operation outside of the United States while serving with the United States Armed Forces.
The America the Beautiful – the National Parks and Federal Recreational Lands Pass (Interagency Pass) Program
The Interagency Pass Program includes a free annual pass for active-duty members of the U.S. Military and their dependents. Current Military service members must show a valid (unexpired) Department of Defense ID. Dependents of current service members must show a valid (unexpired) DD Form 1173 AD or DEC.
Other free or discounted passes, including some lifetime passes, are available for persons with permanent disabilities, fourth grade students, volunteers and senior citizens age 62 years or older.
How to get your Interagency Pass
Interagency Passes can be obtained in person while visiting a participating site. Visit Places to Get Interagency Passes for a searchable list and be sure to contact the site before you go, to make sure they are open and have passes in stock. In addition, Military passes, as well as those for seniors and persons with permanent disabilities, are available online through the USGS Online Store with an additional processing fee. Existing passes remain valid. You do not need to obtain a new pass if you already have a Lifetime Senior or Access Pass.
For more information about eligibility and passes, visit Free Entrance to National Parks for Veterans and Gold Star Families (U.S. National Park Service) (nps.gov).
The participating agencies also offer several fee-free days for everyone throughout the year to mark days of celebration and commemoration. Examples of fee-free days include the birthday of Martin Luther King, Jr., National Public Lands Day, Veterans Day and the signing of the Great American Outdoors Act.
Fee-free days and fee policies vary among the agencies, so it’s best to check the agency website or contact the site you plan to visit in advance of your trip.

More CapTel Phone Tips
If you have a CapTel phone, here are a few more tips that they gave us:
Change How Captions Scroll Across the Screen:
You can control how the captions appear on your CapTel display screen: either appearing word–by–word as each word is captioned or by scrolling line–by–line in a continuous movement.
The way you change the scrolling method depends on which CapTel model you have:
CapTel 2400i
- On the display screen, touch Settings -> General Settings -> Smooth Scrolling.
- Touch the scrolling option that you prefer. CapTel saves your selection.
- Press HOME button to exit the menu.
CapTel 840i/880i
- With the handset hung up, press YES for the Options menu.
- Use the arrow buttons to highlight Settings. Press YES to select.
- Use the arrow buttons to highlight Display Settings. Press YES to select.
- Use the arrow buttons to highlight Conversation Smooth Scroll. Press YES to select.
- Highlight if you want Smooth Scrolling on or off, then press YES to select.
- Press the NO button repeatedly to leave the Options menu.
The scrolling method you select will appear during your next call, and will remain in effect until you change the setting again.
Cleaning Your CapTel Phone:
As part of your spring cleaning process, remember to clean your CapTel phone, too! You can use cleaning solution or a disinfecting wipe to clean the handset and dial pad. For the display screen, spray disinfectant onto a soft cloth first, and then carefully wipe the screen. Do not spray cleaning solution directly on the display screen. You can also use a soft anti-static cloth to “dust” the display screen from time to time.
Protect Your Hearing:
From lawnmowers and leaf blowers to wood splitters and chainsaws, the sounds associated with spring yard work can reach harmful volume levels. As you venture outside this spring, take steps to protect your hearing health. Wear hearing protection earmuffs when working with power equipment and be sure to take breaks when doing yard work – to rest your body and your hearing! Check out more tips on protecting your hearing this spring here.

WWII Veterans Eligibility Expansion
**This is an updated press release**
The Department of Veterans Affairs announced that all World War II Veterans are now eligible for no-cost VA inpatient and outpatient health care.
Under this expansion, all WWII Veterans who served between Dec. 7, 1941, and Dec. 31, 1946, are now eligible for VA health care, regardless of their length of service or financial status. These Veterans will not have to pay inpatient or outpatient copays, enrollment fees, or monthly premiums.
VA is reaching out by phone and mail to encourage WWII Veterans who are not currently enrolled in VA care to apply today. Veterans who enroll may also keep their private providers, Medicare, and most other insurance to meet their health care needs.
“These members of Greatest Generation answered the call to serve when our nation – and the world – needed them most. Now, it’s our job to serve them in every way that we can,” said VA Under Secretary for Health, Dr. Shereef Elnahal. “We are proud to provide world-class, low- or no-cost health care to these heroes at VA, and we encourage all of them to enroll today.”
All WWII Veterans are encouraged to enroll in VA health care – the best, most-affordable health care in America for Veterans. Veterans who are enrolled in VA health care are proven to have better health outcomes than non-enrolled Veterans, and VA hospitals have dramatically outperformed non-VA hospitals in overall quality ratings and patient satisfaction ratings.
Veterans who were not approved for VA health care in the past due to income limits should apply again; income levels no longer apply due to this expansion. VA cannot automatically enroll these Veterans in health care; WWII Veterans must apply for VA health care if they are not currently enrolled.
While World War II Veterans will no longer have to pay inpatient or outpatient copays, they may still have to pay modest medication or urgent care or long-term care copayments in some cases, depending on their eligibility and service connection.
This expansion is made possible through the Joseph Maxwell Cleland and Robert Joseph Dole Memorial Veterans Benefits and Health Care Improvement Act of 2022 (Cleland-Dole Act), signed in December 2022.
To apply for VA health care, visit VA’s health care enrollment website, call 1-800-MyVA411 (800-698-2411), or visit your nearest VA medical center or clinic.
Nursing home care is free (no copays) for nearly all World War II Veterans who are eligible for nursing home services at VA, including (1) anyone in need of such care for a service-connected disability, (2) anyone in need of such care who also has a service-connected disability rated at 70 percent or more. However, contrary to the language of the release, not all World War II Veterans are eligible for nursing home care under this new law.
Additionally, as stated in the release, all World War II Veterans are eligible for VA health care and will not have to pay inpatient or outpatient copays. However, these Veterans may still have to pay modest copayments for medication or urgent care or long-term care in some cases, depending on their eligibility and service connection.
We at VA apologize for this mistake and any confusion that it may have caused. We are continuing to reach out directly to these Veterans to inform them of the expansion of care available to them, and we urge any WWII Veteran to enroll in VA health care today.

VA covers cost of Parkinson’s care for family members of Veterans who served at Camp Lejeune
WASHINGTON — The VA announced that family members of Veterans exposed to contaminated drinking water at Marine Corps Base Camp Lejeune from Aug. 1, 1953 to Dec. 31, 1987 are now eligible for reimbursement of health care costs associated with Parkinson’s disease under the Camp Lejeune Family Member Program.
These family members are also eligible for health care reimbursement for esophageal cancer, lung cancer, breast cancer, bladder cancer, kidney cancer, leukemia, multiple myeloma, renal toxicity, miscarriage, hepatic steatosis, female infertility, myelodysplastic syndromes, scleroderma, neurobehavioral effects, and non-Hodgkin’s lymphoma.
“Veterans and their families deserve no-cost health care for the conditions they developed due to the contaminated water at Camp Lejeune,” said VA’s Under Secretary for Health Dr. Shereef Elnahal, M.D. “We’re proud to add Parkinson's to the list of conditions that are covered for Veteran family members, and we implore anyone who may be living with this disease — or any of the other conditions covered by VA’s Camp Lejeune Family Member Program – to apply for assistance today.”
Veterans who served at Camp Lejeune are also eligible for no-cost Parkinson’s health care and other VA benefits. Recent studies have also shown that the risk of Parkinson’s disease is 70% higher for Veterans stationed at Camp Lejeune.
Thanks to the PACT Act, the biggest expansion of Veteran health care and benefits in generations, Veterans and their families can also now file lawsuits for harm caused by exposure to contaminated water at Camp Lejeune.
To apply for health care reimbursement under the Camp Lejeune Family Member Program, visit the CLFMP program website. To apply for Veteran benefits related to Camp Lejeune, visit VA.gov/CampLejeune.
