CVSO Office Updates
GREETINGS and HAPPY NEW YEAR folks!
December has been a busy month for our office. We had an opportunity to partner with the Veteran’s Benefits Administration (VBA) to host a PACT Act Claims Clinic for our region! On Wednesday December 20th, VBA staff drove down to Rochester from the metro area to work with our office to help veterans file claims and answer questions about their claims. The clinic ran from 10am-3pm. During that time a total of 20 veterans were assisted, 15 of those veterans filed claims. We had veterans from Olmsted, Dodge, Goodhue, Winona, Hennepin, Steele, Clay, and Mower County in attendance. We had 11 walk-in appointments and 9 scheduled appointments.
In addition to having representatives from the Veteran’s Benefits Administration we had a Social Worker from the Rochester VA Clinic answering some questions about what services are offed there and an outreach worker from Family Service Rochester also discussing what resources and grants are available to Veterans and disabled folks over the age of 60.
Cheers to a new year and a new month! As always, I look forward to continuing to serve the Veterans of Olmsted County!

Will Veterans Get a VA Disability Pay Increase in 2024?
VA disability rates for 2024 were confirmed on October 12, 2023 (will be finalized on December 1, 2023), with the implementation of the Social Security Administration’s announcement of a 3.2% Cost of Living Adjustment (COLA) for 2024. Veterans will get a 3.2% VA disability pay increase starting January 2024.
The new 2024 VA disability rates will be effective December 1, 2023, and disabled veterans will see the new 3.2% COLA increase on their January 1, 2024, VA payment. Disabled veterans with a current VA disability rating of 10% or higher will receive a 3.2% increase in their VA disability pay rate for calendar year 2024.
For example, a veteran rated 100% with no dependents receiving $3,621.95 in 2023 will begin receiving $3,737.85 in 2024 due to the 3.2% COLA increase. That’s an increase of $115.90 monthly.

Free Lifetime Passes
Veterans, Gold Star Families get free lifetime pass to national parks, wildlife refuges, other public lands
New pass provides free lifetime access and waived recreation fees for Veterans
On Veterans Day 2022, the National Park Service unveiled a lifetime pass providing free entrance to national parks for Veterans and their families. The Interagency Military Lifetime Pass waives entrance fees for the National Park Service and the U.S. Fish and Wildlife Service, and standard amenity recreation fees for the Bureau of Land Management, Bureau of Reclamation, U.S. Forest Service and U.S. Army Corps of Engineers sites for current military service members and their dependents, Veterans and Gold Star Families.
Veterans and their families have free access to approximately 2,000 public locations spread out across more than 400 million acres of public lands, which host activities to fit any lifestyle—from serene to high octane, including hiking, fishing, paddling, biking, hunting, stargazing, camping, and much more.
The Military Pass has been expanded to include a pass that does not expire for Veterans and Gold Star Family members. The National Defense Authorization Act of 2022 authorized a free lifetime pass to national parks and other federal recreational lands for eligible Veterans and Gold Star Families. In recent years, they were able to receive annual passes.
Are you eligible?
For purposes of this program, a Veteran is identified as an individual who has served in the United States Armed Forces, including the National Guard and Reserve, and is able to present one of the following forms of valid (unexpired) identification:
Gold Star Families are next of kin of a member of the United States Armed Forces who lost his or her life in a “qualifying situation,” such as a war, an international terrorist attack, or a military operation outside of the United States while serving with the United States Armed Forces.

WWII Veterans Eligibility Expansion
All WWII Veterans are now eligible for no-cost VA health care and nursing home services.
WASHINGTON — The Department of Veterans Affairs announced that all World War II Veterans are now eligible for no-cost VA health care, medical services, and nursing home care.
All WWII Veterans who served between Dec. 7, 1941, and Dec. 31, 1946, are eligible under this expansion, regardless of their length of service or financial status. These Veterans will not have to pay copays, enrollment fees or monthly premiums.
VA is reaching out by phone and mail to encourage WWII Veterans who are not currently enrolled in VA care to apply today. Veterans who enroll may also keep their private providers, Medicare, and most other insurance to meet their health care needs.
“These members of Greatest Generation answered the call to serve when our nation – and the world – needed them most. Now, it’s our job to serve them in every way that we can,” said VA Under Secretary for Health, Dr. Shereef Elnahal. “We are proud to provide world-class, no-cost health care to these heroes at VA, and we encourage all of them to enroll today.”
All WWII Veterans are encouraged to enroll in VA health care – the best, most-affordable health care in America for Veterans. Veterans who are enrolled in VA health care are proven to have better health outcomes than non-enrolled Veterans, and VA hospitals have dramatically outperformed non-VA hospitals in overall quality ratings and patient satisfaction ratings.
Veterans who were not approved for VA health care in the past due to income limits should apply again; income levels no longer apply due to this expansion. VA cannot automatically enroll these Veterans in health care; WWII Veterans must apply for VA health care if they are not currently enrolled.
This expansion is made possible through the Joseph Maxwell Cleland and Robert Joseph Dole Memorial Veterans Benefits and Health Care Improvement Act of 2022 (Cleland-Dole Act), signed in December 2022. To apply for VA health care, visit VA’s health care enrollment website, call 1-800-MyVA411 (800-698-2411), or visit your nearest VA medical center or clinic.

VA covers cost of Parkinson’s care for family members of Veterans who served at Camp Lejeune
WASHINGTON — Today, VA announced that family members of Veterans exposed to contaminated drinking water at Marine Corps Base Camp Lejeune from Aug. 1, 1953 to Dec. 31, 1987 are now eligible for reimbursement of health care costs associated with Parkinson’s disease under the Camp Lejeune Family Member Program.
These family members are also eligible for health care reimbursement for esophageal cancer, lung cancer, breast cancer, bladder cancer, kidney cancer, leukemia, multiple myeloma, renal toxicity, miscarriage, hepatic steatosis, female infertility, myelodysplastic syndromes, scleroderma, neurobehavioral effects, and non-Hodgkin’s lymphoma.
“Veterans and their families deserve no-cost health care for the conditions they developed due to the contaminated water at Camp Lejeune,” said VA’s Under Secretary for Health Dr. Shereef Elnahal, M.D. “We’re proud to add Parkinson's to the list of conditions that are covered for Veteran family members, and we implore anyone who may be living with this disease — or any of the other conditions covered by VA’s Camp Lejeune Family Member Program – to apply for assistance today.”
Veterans who served at Camp Lejeune are also eligible for no-cost Parkinson’s health care and other VA benefits. Recent studies have also shown that the risk of Parkinson’s disease is 70% higher for Veterans stationed at Camp Lejeune.
Thanks to the PACT Act, the biggest expansion of Veteran health care and benefits in generations, Veterans and their families can also now file lawsuits for harm caused by exposure to contaminated water at Camp Lejeune.
To apply for health care reimbursement under the Camp Lejeune Family Member Program, visit the CLFMP program website. To apply for Veteran benefits related to Camp Lejeune, visit VA.gov/CampLejeune.
Don't Feed the Sharks
What is a “Claim Shark”?
* A Claim Shark is an individual or company that charges hefty fees to “assist” or “consult” veterans with filing their VA benefit claims – this practice is illegal! * Claim Sharks are not VA accredited, meaning they aren’t required to adhere to the well-established professional and ethical standards of VA accreditation, so their advice can often be misleading or even fraudulent. * Like a “Loan Shark,” once you’re in, you can’t get out, and may be subject to new and hidden fees whenever you get a new rating, no matter who does the work.
Some of their predatory practices are:
* Promising or guaranteeing an increased disability rating or percentage increase * Advertising expedited VA claims decisions * Requesting login credentials to access a veteran’s personal information through secure VA websites like eBenefits or VA.gov. * Using confusing tactics or ambiguous language to mislead claimants or coerce them into signing a contract. * Telling veterans to forego VA exams and offering health consultations within their own network of doctors.
Who are the Claim Sharks?
* Trajector Medical *Patriot Angels * Vet Benefits Guide *Veteran Care Services * Veterans Guardian *VetComm * VA Claims Insider *VA Claims Academy * Telemedica *Vet Assist
Veterans can protect themselves by:
* Always working with VA accredited representatives * Attending all exams ordered by VA * Not signing contracts * Not agreeing to fees or payments from future benefits * Not agreeing to pay for medical consultations or opinions * Not providing access to Protected Health Information or Personal Identifiable Information
Who is NOT a Claim Shark?
* VA accredited veterans service organization representatives, like the VFW * VA accredited claims agents * VA accredited attorneys * Attorneys assisting with Camp LeJeune lawsuits who do not charge excessive fees
