Minnesota Management and Budget (MMB) is hiring for three permanent positions in our General Accounting and Financial Reporting teams. These positions close March 6, 2026.
Accounting Officer Senior: This position will support the Financial Reporting and General Accounting Teams. This position is responsible for preparing financial statements to be included in the state’s Annual Comprehensive Finance Report (ACFR), assisting in the preparation of the annual Statewide Cost Allocation Plan (SWCAP), reviewing, updating, and maintaining policies, procedures, and related documentation, along with complying with other state and federal reporting requirements. Job ID is 92239.
Accounting Officer Senior or Finance Specialist 1: MMB is hiring for two positions to support the Financial Reporting Team as either an Accounting Officer Senior or Finance Specialist 1. This position is responsible for preparing financial statements to be included in the state’s Annual Comprehensive Finance Report (ACFR) and preparing individual agencies’ Schedule of Federal Expenditures (SEFA) to be included in the state’s single audit report, along with other ad hoc reporting requirements. Job ID is 92247.

Some agencies apply overdue charges to customer items (invoices) that are paid late. On January 1, 2026, the Overdue Charge (OC) dropped from 8% down to 7%. Unfortunately, the rate was not updated in the SWIFT system until February 13, 2026. Due to this four agencies have inadvertently overcharged customers by 1%.
We have identified all affected transactions. Fortunately, the overcharged amount per customer is generally a few dollars. The agencies affected include Department of Health (MDH), the Office of Cannabis Management (OCM), Department of Public Safety (DPS), and the Minnesota Zoo.
Minnesota Management and Budget (MMB) will reach out to these agencies and provide all impacted transactions. If you have questions or concerns about this issue, please contact the SWIFT Help Desk.

The State of Minnesota uses a suite of applications that are accessed through the Administrative Portal. SWIFT is a PeopleSoft application by Oracle that consists of two components, Financials (Accounting) and Procurement. SWIFT stands for StateWide Integrated Financial Tools. SWIFT is accessed through the Administrative Portal. Portals are web applications that allow users to log in to a single location and access various systems and services.
Below is a list of the various applications that are generally accessed through the Administrative Portal. It is important to note that they are separate systems. A few of them are also PeopleSoft products while others are owned wholly by the State and developed and maintained internally.

- SWIFT (Includes Mobile Inventory and Supplier Portal – Supplier Portal can be accessed directly)

- Fiscal Note Tracking System (FNTS)
- Learning Management (ELM)
