Residential Radon Mitigation Licensure Required by June 1, 2020

All residential radon mitigation professionals and companies must be licensed by June 1, 2020, and start to use mitigation system tags on June 1, 2020. The online licensing system is updated and ready to accept applications. You can apply for a mitigation professional license, company license (if applicable), and purchase tags through the MDH Radon Licensing System.

Who needs the new license?

Mitigation professionals: An individual who installs or designs a radon mitigation system in a residential building they do not own or lease must have a mitigation professional license. The license allows mitigation professionals to provide on-site supervision of unlicensed radon mitigation technicians. A radon mitigation professional license is a dual measurement and mitigation license and allows professionals to do radon measurement (no additional measurement license is needed).

 

Mitigation companies: A business or government entity that employs one or more licensed mitigation professional and performs or authorizes employees to perform radon mitigation must have a company license. A sole proprietor radon mitigation professional is not required to obtain a mitigation company license.

 

The new licensure requirements do not apply to the following:

  • Installing a mitigation system in a building that you own or lease
  • Installing radon control systems in newly constructed homes, prior to a certificate of occupancy being issued

License Cost

All radon licenses are valid for one year.

  • Mitigation Professional License: $250 per year (a mitigation professional license includes a measurement license)
  • Mitigation Company License: $100 per year (this fee is waived if the company employs or contracts only one licensed mitigation professional)

Radon System Tags

Starting on June 1, 2020, all residential mitigation systems installed by professionals must have a MDH issued tag. Licensed mitigation companies and licensed sole proprietor mitigation professionals can purchase tags ($75 per tag). Tags must be purchased online from MDH. A licensed mitigation professional (employed or contracted by the company) or a licensed sole proprietor mitigation professional must attach tags. Tags are currently required for non-residential mitigation systems.

Specific Instructions

If you plan to conduct residential mitigation starting June 2020:

  • If you already have a non-residential mitigation license, you will need to update your existing non-residential mitigation license online and check the residential mitigation box.
  • If you had a mitigation license, but didn’t renew it or you obtained a measurement license, then you can renew your old mitigation license.
  • If you never had a mitigation license, then you need to apply for a new mitigation license.

Training

Mitigation professionals must complete the initial measurement course and the initial mitigation course and pass exams for both courses. A list of approved courses and associated exams can be found on the MDH website. License applicants must submit proof they have completed the initial training(s) and passed the exam(s).

Standards of Conduct and Work Practices

The key requirements are:

  • Create and follow a Quality Assurance Plan for measurement approved under the license
  • Use measurement devices approved by the two national industry associations and analyzed by Minnesota licensed laboratories
  • Report measurement and mitigation work to MDH on a quarterly basis
  • Comply with national industry standards for conducting radon measurement and mitigation
  • Complete continuing education and mitigation technician training annuallyThere are other specific licensure requirements for licensees. See our website for details.
  • Measurement Professionals, Laboratories and Non-residential Mitigation

All licensure, work practice, reporting, and other requirements remain in effect for radon measurement, non-residential mitigation, and laboratories.

These licensees can renew their licenses. Renewals must be submitted at least 30 days prior to expiration. On-line continuing education (CE) and initial training classes, approved by NRPP and NRSB, are currently available. You can also submit information about other classes, which we may approve for CE (contact MDH Indoor Air Unit). In-person and webinar classes will be provided by MDH in the future.
