Vital Records Training for Issuance Officers: Safe and Secure Services

Safe and Secure Services is a professional development opportunity for vital records staff who serve at the local level. This educational event satisfies the statutory requirement of security training for staff who are part of the Minnesota vital records system including users of the statewide electronic application, Minnesota Registration & Certification (MR&C). The day-long event will focus on security and fraud prevention, certificate issuance, service delivery, and news and information related to the responsibilities and activities of the local registrar. Participants will also have the option to learn about vital record security paper firsthand with a personal tour and discussion at the Northstar facility where Minnesota’s certificate paper is produced.

Subject-matter-experts from the Minnesota Historical Society State Archives, genealogy, the printing and paper industry, U.S. Federal Agencies (TBD from Secret Service, Border Patrol, FBI, INS), the Minnesota Department of Health, and the Office of Vital Records will present information throughout the day in plenaries and breakout sessions.

Learning Objectives:

At the end of the event, participants will be able to:

  1. Describe the process and requirements for issuing vital record certificates.
  2. Illustrate the importance of fraud prevention and minimizing security risks in the issuance of vital record documents, data sharing, and office operations.
  3. List at least three overt and covert security features used in Minnesota vital record security paper.
  4. Gain knowledge of records management including the preservation of historical records and records retention best practices associated with issuance operations.
  5. Recognize the critical role local offices play in Minnesota’s vital records system and the goal of uniform service delivery in meeting customer needs efficiently, effectively, and equitably statewide.

Cost

The $30 registration fee covers lunch and refreshments, the Northstar tour, and materials for the day.

Registration

Register online using Minnesota Department of Health Event Registration. Registration is open until November 10. Payment by check or credit card is preferred. Cash, in the exact amount, will be accepted if no other payment method is possible. Advance registration is preferred for planning and catering needs. The Office of Vital Records will work to accommodate your registration needs.
