Load of State Fiscal Year (SFY) 2026 Estimated Allocations

This is to notify you the SFY 2026 allocations have been loaded into the Minnesota Education Grant System (MEGS) for the Finance Codes (FIN) listed below. Keep in mind these allocations are estimated allocations. Final allocations will be calculated and loaded into MEGS in March 2026, based on current year’s child count information. Do not draw all of your funds before the final allocations are loaded into MEGS. Allocations can decrease, therefore causing overpayments that will need to be recovered by the Minnesota Department of Education (MDE).

SFY 2026 estimated allocations can be viewed in MEGS under the Individuals with Disabilities Education Act (IDEA) Part B and Part C formula grant tile and the Voluntary Coordinated Early Intervening Services (CEIS) FIN 425 and Mandatory CEIS FIN 429 grant application tiles. Click View Grant Application, then the Allocations tab to find the allocations for the following awards:

  • FIN 419 IDEA Part B Section 611 Regular
  • FIN 420 IDEA Part B Section 619 Preschool Incentive, Ages 3-5
  • FIN 422 IDEA Part C Infant and Toddlers 0-2 (final allocation)
  • FIN 425 IDEA Part B Section 611 CEIS Voluntary
  • FIN 429 IDEA Part B Section 611 CEIS Mandatory

Local Educational Agencies (LEAs) are required to make sure the Central Data Collection tile in MEGS is in Approved status and the Program Assurances have been signed by the Identified Official with Authority (IOwA).

The adjustments have been made to FIN 419 for LEAs that requested on their SFY 2026 federal cover sheet for MDE to withhold funds for State Services for the Blind (SSB), Voluntary CEIS FIN 425 and Mandatory CEIS FIN 429. A copy of the report entitled “Special Education Current Year Adjustments” has been posted to the web under Minnesota Funding Reports (MFR), by LEA, which will show what adjustments were made. They can also be viewed on the Allocations tab under FIN 419 in MEGS under Award Adjustment.

LEAs are required to submit all eligible special education expenditures in the Special Education Data Reporting Application (SEDRA) by funding source codes. The data will be edited and validated in SEDRA. Error free data entered by 11:59 p.m. on Tuesdays will be summed to the Uniform Financial Accounting and Reporting Standards (UFARS) object code levels and finance code each Wednesday morning and loaded into MEGS on Thursday mornings.

Any changes to your budgets will need to be made in SEDRA so that data edits can be applied. The budgets will automatically become funded and active in MEGS as long as the budgeted amount does not exceed the total funds available.

Voluntary and Mandatory CEIS program and budget narrative plans need to be approved by the Division of Special Education for FIN codes 425 and 429 in order for the applications to be fully approved and budgets loaded into MEGS. If your application in MEGS for SFY 2026 is still in Submitted for Review status, you will not be able to access these funds until the application has been approved.

  • The State Services for the Blind (SSB) spreadsheet is posted to the web. The report can be located at MDE> Data Center > Data Reports and Analytics > School Finance Spreadsheets > Special Education. Select Category: Special Education. Subcategory: State Services for the Blind. Year: 2026.
