Local Educational Agencies (LEAs) will need to complete the closeout process in MEGS for all federal special education finance (FIN) codes for SFY 2024 by December 15, 2024. This will move any carryover funds into SFY 2025. If you have an open SFY 2025 application, you should see carryover appear under the Allocations tab for prior year funds.
Make sure to reconcile all Special Education Data Reporting Application (SEDRA) budgets to Uniform Financial Accounting and Reporting Standards (UFARS) data before making your final reimbursement requests in MEGS. Once these steps have been completed, then you can complete the closeout reports in MEGS.
Do not reduce your SEDRA budgets once the closeout report process has been finalized and submitted to the Minnesota Department of Education (MDE) in MEGS. If you have an overpayment situation, you will not see the carryover in the SFY 2025 application until after the overpayment has been processed. Contact MDE if you are in an overpayment situation.
IMPORTANT: ALL reimbursement requests for SFY 2024 need to be finalized before you can begin the closeout report process. Once the closeout report has been submitted and finalized it cannot be undone. It will need to be submitted to MDE by the legal entity, whomever has the District Admin role in MEGS or the Identified Official With Authority (IOwA).
If the LEA has carryover funds for mandatory Coordinated Early Intervening Services (CEIS) FIN 429 from SFY 2023 or SFY 2024, please make sure to submit a SFY 2025 mandatory CEIS FIN 429 grant application in MEGS.
If the LEA has carryover funds for voluntary CEIS FIN 425 from SFY 2023 or SFY 2024, either submit a SFY 2025 voluntary CEIS FIN 425 grant application in MEGS to spend the carry over or request to have these funds moved back to FIN 419.
Our strong recommendation is to not submit reimbursement requests in SFY 2025 until you have completed the closeout process for federal special education finance codes in MEGS for SFY 2024 to ensure older funds are drawn first.
