Upcoming Dates:

June 30, 2024: SFY25 ESEA Consolidated Application closes in MEGS. June 30 is a Sunday, so MEGS will allow submission until 3 p.m. on July 1, 2024. LEAs may begin to obligate SFY25 expenses on July 1, 2024, or the date of submission, whichever is later.

July 1, 2024: SFY24 Closeout Window opens. Closeout must occur before November 30, 2024.

September 15, 2024: Submission deadline for the Intent to Become a Title I, Part A Schoolwide Program form. This document is for schools planning to be Schoolwide for the 2025-26 school year and will engage in the year-long process to develop the Schoolwide plan during SFY25. For more information about becoming a Title I Schoolwide site, including upcoming trainings, visit the MDE ESEA Title I Schoolwide Program webpage.

SFY25 ESEA Consolidated Application Due June 30
The state fiscal year 2025 (SFY25) Elementary and Secondary Education Act (ESEA) Consolidated Application opened in the Minnesota Education Grants System (MEGS) on May 6. The SFY25 application is due June 30 and will be open until July 1 at 3 p.m. since June 30 is a non-business day. The Identified Official with Authority (IOwA) must submit the completed application before the application locks at 3 p.m. on July 1.
A host of supporting documentation, including the SY25 ESEA Consolidated Application Question and Submission Checklist, can be viewed on the MDE ESEA Grant Application Tools webpage.
MDE has scheduled several sessions to support LEAs in completing the application. Check the MDE Calendar for dates, times, and links to the MS Team sessions. There is no need to register, and participants may attend as many sessions as desired. Recordings of these sessions can be requested by emailing MDE.ESEA@state.mn.us.

Additionally, the May and June sessions of Title Tuesday (third Tuesday of each month, from 10 to 11 a.m.) will be repurposed as office hours to support application completion – follow the MDE Calendar link to stop by to ask questions and receive real-time support.

Title I, Part A Family Engagement Requirements
Local educational agencies (LEAs) with Title I, Part A funding must meet the parent and family engagement requirements in ESEA Section 1116. Reference the Family Engagement Requirements in Title I, Part A document on the MDE ESEA Title I, Part A webpage for a summary of the requirements.
Along with other requirements, each Title I, Part A school must develop jointly, with parents of children served under Title I, Part A, a written school-parent compact. This compact outlines how parents, the school, and students will share the responsibility for improved student academic achievement and how the school and parents will build and develop a partnership to help children achieve the State’s high standards. SSDC Student Information Collected on June 1, 2024
The Student Support Data Collection (SSDC) data includes the following data elements:
- Students with Limited or Interrupted Formal Education (SLIFE)
- Immigrant
- Active Duty Parent (ADP)
- Recently Arrived English Learners (RAEL)
The Minnesota Department of Education will collect RAEL, ADP, SLIFE, and Immigrant data elements via the Student Support Data Collection (SSDC) Systems on June 1, 2024. Students appear in the SSDC system with a recent error-free MARSS submission. Only approved SSDC Coordinators are able to access the secure SSDC system to identify students.
All LEAs must submit data in the SSDC for school year 2023-24. For school year 2023-24 reporting, funding, and accountability purposes, RAEL, ADP, SLIFE, and Immigrant data elements and will be pulled from the SSDC submission system.

ESEA Title I Committee of Practitioners (COP) is Seeking Members for 2024-25
The Minnesota Department of Education (MDE) is seeking applications to serve on the Title I Committee of Practitioners (Title I COP). Individuals working with or at schools and local educational agencies that receive Title I funds are invited to apply. The Title I COP provides MDE ongoing recommendations on a variety of issues related to Title I programs. For more information, including eligibility and terms for participants, please visit the Terms for the Title I Committee of Practitioners webpage. COP meetings will take place virtually during school year 2024-25 via Microsoft Teams.
The Title I Committee of Practitioners application must be submitted by September 3, 2024. MDE staff will contact applicants in early September via email regarding application status. Meetings are tentatively scheduled for the following dates:
- Wednesday, October 9, 1-2 p.m. (orientation)
- Wednesday, December 11, 1-3 p.m.
- Wednesday, February 26, 1-3 p.m.
- Wednesday, April 30, 1-3 p.m.

ICYMI: Invitation to Apply: English Learner Stakeholder Input Group (ELSIG)
The Minnesota Department of Education (MDE) is seeking applications from educators, parents and community members to serve on the English Learner Stakeholder Input Group (ELSIG). The purpose of the ELSIG is to provide MDE ongoing recommendations on a variety of issues relating to the improvement of standards, instruction and assessment for the state’s English learners (ELs). It is composed of educators, parents and community members from throughout the state who are knowledgeable about the educational needs of ELs.
The time commitment is two hours (1 to 3 p.m.) on each of three dates during the 2024/2025 school year (October 28, 2024, January 13, 2025, and April 7, 2025) with the possibility of additional survey requests by email. Meetings will be held online.
Complete the ELSIG application by Friday, August 30, 2024.
Selected applicants will be notified by the middle of September 2024.

English Learner (EL) Coordinator Webinar
The English Learner (EL) Coordinator webinars are monthly web events for new and experienced EL program leaders and coordinators in Minnesota. Monthly topics vary and are based on timely information from the Minnesota Department of Education (MDE). Participants will have an opportunity to ask questions to EL Education Specialists and others from MDE during each webinar.
Title I, Part A – LEA Set-Asides and LEA Activities in MEGS
Join MDE staff for a session focused on how to describe and budget for the required and optional LEA set-asides in Title I, Part A, the Homeless Set-Aside, Family Engagement, and Neglected Set-Aside will be specifically addressed. The process to make the LEA reservations in MEGS, create associated projects, and enter budgets will be included.

Overview of the SY25 ESEA Consolidated Application in MEGS
Join MDE staff for an introduction to and overview of the SY25 ESEA Consolidated Application in MEGS. The SY25 timeline, requirements, and narrative questions will be shared. Review how to create projects (see separate session for an in-depth guide to writing projects) and how to enter budgets, including handling indirect cost. Learn tips and tricks for avoiding and resolving common application errors.
Title I, Part A – School Participation and Site Level Plans in MEGS
Join MDE staff for a deep dive into the Title I, Part A section of the ESEA Consolidated Application. Learn how to complete the "Schools Served and Allocations" tab, including steps 1a through 4. Explore the new Schoolwide Plan Summary and Targeted Assistance Plan Summary documents that will replace narrative questions in the application.
ESEA Nonpublic Equitable Services
Public school district leaders servicing nonpublic schools participating in ESEA Title programs and nonpublic school leaders participating in ESEA Title programs. The June session will include an overview of how to account for serving Title I, Part A eligible resident students attending nonpublic schools that are out-of-district.
