The Importance of the Minnesota Automated Reporting Student System (MARSS)
MARSS collects student data for the Minnesota Department of Education (MDE) from all Local Educational Agencies (LEAs). Data collected via MARSS is used for a variety of purposes, including state aid and levy calculations as well as a whole host of other revenue calculations. The data submitted by MARSS coordinators is critical to the ongoing funding of schools in Minnesota. For example, in Fiscal Year 2024, misreporting a single student could result in a loss of the basic formula allowance of $7,138 per student plus the other student-driven allowances such as compensatory, gifted and talented, local optional, referendum, etc. Minn. Stat. 126C.10, subd. 2 (2023). The School Finance division has additional information about MARSS and the dedicated staff who manage the data on the MDE website.

EE EDVP Validation Edits in Production
The Early Education EDVP validation edits are now in production. This means that:
- The allowable Status End Codes are now broadened to allow all but 08 (high school graduation). This was done at the request of MARSS Coordinators.
- Records from grades outside of EE will be greatly reduced in the validations.
- ECSE, VPK/SRP and Early Childhood Screening records do move through the EE EDVP Validations after the disambiguation fix. ECSE, VPK/SRP errors can be disregarded in the EE EDVP Validations. Know that the data moves appropriately into MARSS WES simultaneously.
- Early Education Dynamic Reports focus on ECFE and School Readiness records only. Users may want to use a combination of Dynamic Reports with Validation errors to determine which errors to fix.
- For example, if a child was only in VPK, there is no need to do an EE validation edit.

Things to Keep in Mind
- You will need authorization from your IOwA to access the EDVP if you haven’t done so since the last reporting cycle. Please refer to Accessing Reports in the EDVP for more information.
- All data lands for EE even if there is an error/warning. This is different than MARSS.
- We still need you to address the errors/warnings.
- We are looking forward to intensifying our testing environment over the next several years to smooth future releases.
- At the request of districts, we are holding a second Open Office Hours on June 13, 1-2 p.m.
- July 15, 2024, is the due date for data from the 2023-24 school year.

Early Childhood Screening
Early Childhood Screening records (MARSS PS records) are required for children prior to or within the first 30 days of kindergarten or first grade in public schools (and in the 11 charters that elect to provide a screening program).
There are two updated EVDP (Ed-Fi Validation Data Portal) reports available for MARSS Coordinators to review screening program data for accuracy: “Early Childhood Screening Program Counts” and “Early Childhood Screening Student Detail.”

MCCC Reported Through Ed-Fi
MCCC data will be reported through Ed-Fi beginning with the 2023-24 school year data. Work with your software vendor to get setup and ready to report.
MCCC Validation Task
Once the data is loaded, the district will need to use the tools available to review, validate and correct the data.
