The Minnesota Department of Education (MDE) Early Childhood Special Education (ECSE) Team will be hosting two public hearings to gather comments regarding Minnesota’s Federal Fiscal Year 2024 Part C Grant Application. This application is for federal funding supporting infants and toddlers who have dis/abilities and where there are worries about their development, and their families and caregivers. Plans for transitioning the lead state agency for Part C from the MDE to the Department for Children, Youth and Families (DCYF) will be a main priority during these public hearings. The public hearings are open for everyone interested in attending. Families, caregivers, community partners and providers are especially encouraged to attend.

The 2023 Minnesota Legislature invested $15 million for grants to schools to start-up or expand the full-service community school strategy under Minnesota Statutes 2023, section 124D.231. Grant funding will expand systemic supports for students, families and communities across Minnesota. This is a one-time competitive grant opportunity with funding available until June 30, 2027. Grant amounts may range from $350,000 to $600,000 per site. Of the $14.7 million available, we will award at least $9.85 million for start-up grants, and no more than $4.85 million for expansion grants.
Applications must be submitted electronically by March 29, 2024 no later than 5 p.m. Application, instructions, timelines and further information can be found on the 2025-27 Full-Service Community School (FSCS) grant opportunity site.

The Minnesota Department of Human Services (DHS) will be partnering with the Training Institute at People Incorporated to provide trainings that address youth behavioral health and managing challenging behaviors. School-based mental health and substance use disorder professionals will explore topics related to effective care for youth experiencing a behavioral health crisis in this new, webinar-based training series. These trainings will run throughout 2024 and 2025 and will be offered live, as well as recorded for later viewing.

Information for the SFY 25 McKinney-Vento Homeless Children and Youth Education Grant Opportunity including the instructions and timelines is now available on the Minnesota Department of Education (MDE) Competitive Grant Opportunities website. Applications are due on April 12, 2024.

Applications for the Education on the Holocaust, Genocide of Indigenous Peoples, and Other Genocides Working Group are now open. Applications will close on March 22, 2024. The Minnesota Department of Education (MDE) is seeking:
- Middle and high school social studies and English language arts teachers
- Pre-service teacher education program faculty with expertise in relevant topics
- University faculty with related academic expertise
- Representatives of Minnesota-based nonprofit organizations,
- Community groups and sovereign nations whose missions include educating about and honoring the victims and survivors of displacement, genocide and mass violence (See Education on the Holocaust and Genocide of Indigenous Peoples and Other Genocides Working Group Assumptions for Adults)
Applicants must agree to the assumptions and the timeline and be available for all meetings from April 2024 to October 2025. In addition to the scheduled full group meetings, there may be additional small group meetings scheduled to draft pieces of the guidance between meetings. Please read the Education on the Holocaust, Genocide of Indigenous Peoples, and Other Genocides Working Group Assumptions for Adults document prior to completing the Application for Adults.
Additionally, MDE is seeking current Minnesota high school sophomores and juniors with a demonstrated interest in education on the Holocaust, genocide of Indigenous peoples, or other genocides. Prior to applying, students should read the Education on the Holocaust, Genocide of Indigenous Peoples and Other Genocides Working Group Assumptions for Students, and complete the separate Application for Students. All student application materials should be sent in a single email to mde.academic-standards@state.mn.us with the subject line: Holocaust, Genocide of Indigenous Peoples and Other Genocides Working Group Student Application.
The Ethnic Studies Working Group Application for MDE is now open. Applications will close on March 22, 2024. MDE is seeking:
- Teachers with experience teaching Ethnic Studies to students in kindergarten to grade 8
- Parents or guardians of public kindergarten through grade 12 students
- Ethnic Studies high school teachers
- School board members or school administrators (including curriculum directors or directors of teaching and learning)
- Minnesota-based college-level faculty experts in Ethnic Studies and community members with a demonstrated commitment to Ethnic Studies or education about Minnesota’s racial, ethnic, religious, national origin, gender, sexual orientation or cultural diversity

Additionally, MDE is seeking public school students in grades 11 and 12 during either the 2023-2024 or 2024-2025 school year. Prior to applying, students should read the Ethnic Studies Working Group Student Assumptions and complete the separate student application.
