March 15, 2024: ESEA Title Application Spring Amendment Window Opens. Reference the ESEA Consolidated Application in MEGS Submission Checklist to learn what may be edited during this window. Note: All object codes must be entered into MEGS by April 30. The object class series (100, 200, 300, etc.) under each finance code needs to be within 10% of spending. It is recommended LEAs review their applications an ensure their plans and spending are in alignment.
FFY24/SFY25 Preliminary Award Update
The U.S. Department of Education (ED) has not yet released the preliminary ESEA Title awards for federal fiscal year 2024 (school year 2025). It takes approximately eight to 10 weeks from when the awards are released by ED until preliminary allocations are made available on the MDE webpage. MDE does not yet know when ED will provide the data sets required to complete the calculations. An update will be provided as soon as there is more information from ED.
The "State tables by program" MS Excel file on the Fiscal Years 2022-2024 State Tables for the U.S. Department of Education website includes estimates of the FFY24/SFY25 awards to states. LEAs may find this information helpful when planning for next year.

Intent to Form a Consortium
Under Section 3114(b) of the Elementary and Secondary Act 1965 as amended by Every Student Succeeds Act (ESSA), a state educational agency (SEA) shall not award a Title III subgrant to a local educational agency (LEA) if the amount is less than $10,000. Local educational agencies that do not meet the $10,000 threshold may form a consortium to qualify for these funds.
LEAs that are interested in forming a consortium must agree and commit to the consortium for three years. The LEAs must designate a member of the group to serve as the fiscal agent. The fiscal agent is responsible for submitting the Title III Notice of Intent to Form a Consortium by March 14, 2024. MEGS Report Available
The Minnesota Department of Education (MDE) continues to implement the new Minnesota Education Grants System (MEGS) developed by MTW Solutions (MTW). As part of this implementation, MDE and MTW have developed a report titled “Fund Stream Summary” that displays the total amount of funds available, reimbursed, and remaining for each finance code and course code. The report can be downloaded in various formats.
The report can be accessed by the following EDIAM user roles in MEGS: Bookkeeper, Data Entry, District Administrator, leaViewOnly. Once logged into MEGS through EDIAM, users can run and view the report by selecting the “MEGS Reports” link. From there, the user will follow the link to the Fund Stream Summary report and select the options (grant year, award origin year, program(s), organization(s), and report format). Once selected, the user will click on “View Report” to request the report display the options selected.
Additional reports will be added to the “MEGS Reports” section of the system as they become available. Contact MEGS.MDE@state.mn.us if there are questions.
ICYMI: Final FFY23/SFY24 Allocations Loaded in MEGS
The final federal fiscal year (FFY) 2023/state fiscal year (SFY) 2024 award adjustments have been posted on the MDE ESEA Title Programs webpage and loaded into the Minnesota Education Grants System (MEGS). Local educational agencies (LEAs) will see either an increase (+) or decrease (-) in funds on the "Allocations/Transfers" tab in the "Award Adjustment" row for each program, depending on the final calculations, as compared to the preliminary awards loaded in May 2023 ("Initial Award" in MEGS).
Some users will need to follow the on-screen directions in MEGS to view the newly loaded funds if the application is in a locked status (Locked, Consistency Check Passed, Submitted for Local Review, Submitted, or Final Approved). Unlocking the application or creating an amendment will update the "Allocations/Transfers" tab.
Districts should plan to make adjustments to their budgets during the spring amendment window (March 15 to April 30 at 3 p.m.).

SFY 25 McKinney-Vento Grant Competition Information Session
This informational session is designed for eligible school districts and charter schools interested in submitting a competitive grant application for the federal McKinney-Vento Grant. If awarded, the grant is used to provide services and activities to improve the identification of homeless children and youth (including preschool-aged homeless children) and enable such children and youth to enroll in, attend, and succeed in school, including, if appropriate, in preschool programs.

Title Tuesday – March
Learn about topics that apply to many Elementary and Secondary Education Act (ESEA) Title programs. The March session will provide an overview of the impact of new state requirements and possibilities on ESEA Title programs.
ESSER and GEER grant survey for fiscal year 2023 federal reporting
Join MDE staff for technical assistance in completing the required survey for federal reporting on the ESSER and GEER grants. There are significant changes to the required data from the federal government for FY23 reporting. This webinar will prepare you to complete the required survey. The session will be offered on March 21 and March 26.
Language Access Network
The Language Access Network (LAN) is a statewide community of practice centered on ensuring that families who speak languages other than English have access to information and services from public schools. We have some great new plans for the 2023-24 school year, so make sure your district or school is represented. LAN consists of school and school district personnel with responsibility for the interpreting, translation and language access needs of Minnesota’s multilingual children and families.
Foster Care Point of Contact Network
The Foster Care Point of Contact (POC) Network is a statewide community of practice centered on ensuring district and charter school POCs know and understand key roles and responsibilities in supporting educational stability for students in foster care. Participants will collaborate with peers and statewide partners to share learning and leverage effective, evidence-based practices to improve student outcomes.
