ESEA Title Carryover Moving from SERVS to MEGS
Districts and Charter schools that closed out school year 2023 applications and budgeted in SERVS Financial by October 31, 2023, now have the following carryover funds in the Minnesota Education Grants System (MEGS):
- FFY21/SFY22 Finance Code 401, Course Code 012
- FFY21/SFY22 Finance Code 406, Course Code 012
- FFY21/SFY22 Finance Code 414, Course Code 012
- FFY21/SFY22 Finance Code 417, Course Code 012
- FFY21/SFY22 Finance Code 433, Course Code 012
All draws against an initial SFY24 ESEA Consolidated Application in “Final Approved” status will use the oldest funding (course code 012, then 011, then 000) loaded into MEGS. An LEA may need to create an application amendment in order to see the loaded carryover funds on the “Allocations/Transfers” tab in MEGS but that is not required in order to make a draw against a “Final Approved” application.
The ESEA Title programs (finance codes 401, 406, 414, 417, and 433) will see FFY22/SFY23 course code 011 funds moved this week for LEAs closed out in SERVS Financial by November 9, 2023. Districts and Charter schools with funds still in SERVS Financial should plan to close out those applications and budgets as soon as possible and no later than December 1, 2023. Remaining carryover will be moved to MEGS as quickly as possible once all LEAs have closed out in SERVS Financial.

ESSER III Carryover Moving from SERVS to MEGS
Districts and Charter schools that closed out school year 2023 applications and budgeted in SERVS Financial by November 1, 2023, now have the following carryover funds in the Minnesota Education Grants System (MEGS):
- Finance Code 160, Course Code 013
- Finance Code 161, Course Code 013
- Finance Code 169, Course Code 012
- Finance Code 159, Course Code 013
The ESSER III Initial Application Window is open and LEAs must submit by December 20, 2023, at 3 p.m. Plan to attend one of the "Completing the ESSER III Application in MEGS" sessions listed on the MDE Calendar or view the recording of a prior session.

ICYMI: ESSER III (FIN160 & 161) Funds Reallocated
Ninety percent of the American Rescue Plan (ARP) Elementary and Secondary School Emergency Relief (ESSER) funds (ESSER III 90%) were allocated to local educational agencies (LEAs) following the Title I, Part A formula, per the ARP requirements, in school year 2021. Due to school closures and declined awards, MDE reallocated over $1.6 million of these finance code (FIN) 160 and 161 funds to participating LEAs following the required formula.
The additional funds are considered course code 013 funds in SY24 and will expire along with all other ARP-ESSER III funds on September 30, 2024. These dollars are loaded into the Minnesota Education Grants System (MEGS) under the Allocations/Transfers tab "PY Adjustment (+/-)" row. All eligible LEAs received these additional funds, even when other FIN160 or FIN161 funds were fully expended. It is presumed LEAs will create projects and budgets to include these funds, but LEAs may choose to decline them in MEGS by December 20, 2023.

Completing the ESEA Fall Amendment Window in MEGS
This session will focus on the process to complete the requirements of the fall amendment window for the ESEA Consolidated Window in MEGS that is open November 1, 2023, through January 19, 2024, at 3 p.m. The session will be repeated multiple times; there is no need to register.
Completing the ESSER III Consolidated Application in MEGS
This session will provide an overview of the ESSER III Consolidated Application in the Minnesota Education Grants System (MEGS). This application includes funding under finance codes 159, 160, 161, and 169. The session will be repeated multiple times; there is no need to register.

RESCHEDULED ESSER State Priority Webinar: Indigenous Education for All
This session will focus on the use of ESSER III funds for Indigenous Education for All (one of 20 state identified priorities for these funds). You will learn about program design and implementation and sustainable funding with ESSER and beyond.
- The ESSER III Indigenous Education for All session on November 15, from 3 to 4 p.m. has been rescheduled to December 13, from 2 to 3:15 p.m. The new session will be linked on the MDE Calendar as soon as possible.
Title Tuesday – November
Join members of the MDE Student Access and Opportunity team the third Tuesday of each month to learn about topics that apply to many Elementary and Secondary Education Act (ESEA) Title programs. Example topics include application requirements, program implementation and monitoring, and documentation of activities. There is time reserved in each session for participant questions.
The November session will be an abridged "Completing the Fall Amendment" training for the ESEA Consolidated Application in MEGS.
Neglected and Delinquent Annual Count Training
Participants will learn how to accurately count students in Neglected and Delinquent facilities according to the federal ESEA law. Participants will be able to identify facilities that provide services to these student groups. Participants will be able to identify ways of collecting accurate data to provide to USDE.
