Title Tuesday Survey Results
The MDE Student Access and Opportunity team hosts "Title Tuesday" learning sessions on the third Tuesday of each month. The focus of these sessions is to share timely information on a variety of topics to support the implementation of Elementary and Secondary Education Act (ESEA) Title programs.
Thank you to all who completed the short survey on time preferences. MDE will shift the Title Tuesday sessions to run from 10 to 11 a.m. on the third Tuesday of every month, starting with the session on October 17. The MDE Calendar will be updated in the coming days.

Indigenous Education for All Needs Assessment
We need to hear from you! Indigenous Education for All (IEFA) is new legislation that will educate all students in Minnesota about the eleven Tribal Nations with whom we have geography in common. The Minnesota Department of Education (MDE) is gathering feedback from students, (including former students), parents, educators, community leaders (including elders), and residents of Minnesota.
Information gathered from this survey will inform the legislature and MDE about your needs to implement Indigenous Education for All. We would also like to hear how we can support the work to implement Indigenous Education for All to better serve each student in Minnesota schools.
The IEFA Needs Assessment survey will close on September 22, 2023.
Input Requested for Federal Technical Assistance Priorities
MDE Assistant Commissioner Bobbie Burnham has been appointed to serve as Chairperson for the Midwest Regional Advisory Committee (RAC) for the U.S. Department of Education to provide input on federal technical assistance priorities.
The Secretary has established RACs, one for each region served by the Regional Educational Laboratories, in order to collect information on the education needs of each region and how those needs may be addressed through technical assistance activities provided by comprehensive centers described in section 203 of the Educational Technical Assistance Act (ETAA).
The RACs will seek input regarding the need for the technical assistance activities described in section 203 of the ETAA and how those needs would be most effectively addressed. The goal is to solicit the views and needs of schools (including public charter schools), educators, parents, teachers, administrators, members of the regional educational laboratory governing board, LEAs, librarians, businesses, SEAs, and other customers (such as adult education programs) within the region regarding the need for the activities described in 20 U.S.C. sections 9564 and 9602 and how those needs would be most effectively addressed.
The Midwest RAC will be reviewing public comments along with other data and resources as part of a needs-sensing process, and we want to hear from you!
We encourage you to submit public comments to the advisory committees via the RAC Public Comment form and to share this information with colleagues within your networks and communities.
ICYMI: Federal Fiscal Year 2021 Funds Expire September 30
The following finance codes (FIN) associated with federal fiscal year (FFY) 2021 will expire on September 30, 2023. All goods and services must be received by September 30, 2023, and draws for reimbursement must be completed on or before December 18, 2023.
Expenses incurred during school year (SY) 2023 (July 1, 2022, to June 30, 2023) must be drawn from SERVS Financial. Expenses incurred during SY24 (July 1 to September 30, 2023) will be drawn from the Minnesota Education Grants System (MEGS).

New to ESEA Title Programs Orientation
Join MDE staff in an orientation to the resources and tools available to support the implementation of ESEA Title programs. The session will be repeated five times throughout August and September. Consider sharing this session with anyone new or newer to managing ESEA Title programs. There is no need to register.
ESEA Consolidated Application Returned for Revisions: Now What?
The Minnesota Education Grants System (MEGS) shows your ESEA Consolidated Application has been returned for revisions. What needs to be revised? How do you make revisions? Join MDE Student Access and Opportunity staff to learn the answers to these questions and more! Time will be provided for participant questions and troubleshooting. Sessions offered on September 7, September 12, and September 21. There is no need to register.
CSPR Homeless Data Survey Training
Participants will learn how to successfully complete the required McKinney Vento Homeless student data survey. All districts and charter schools must submit this data for annual Consolidated State Performance Reporting (CSPR) purposes.
CSPR Title III (FIN417) Language Instruction Educational Program Data Survey Training
Participants will learn how to successfully complete the required English Learner LIEP data survey. All Title III districts, charter schools and consortium members must submit this data for annual Consolidated State Performance Reporting (CSPR) purposes.
Title Tuesday – September
Join members of MDE Student Access and Opportunity team every third Tuesday of the month to learn about topics that apply to many Elementary and Secondary Education Act (ESEA) Title programs. Example topics include application requirements, program implementation and monitoring, and documentation of activities. There is time reserved in each session for participant questions. There is no need to register.
ESEA Nonpublic Equitable Services
Join members of the MDE Student Access and Opportunity Division for a training on nonpublic equitable services in ESEA Title programs.
English Learner (EL) Coordinator Webinar
The English Learner (EL) Coordinator webinars are monthly web events for new and experienced EL program leaders and coordinators in Minnesota. Monthly topics vary and are based on timely information from the Minnesota Department of Education (MDE). Participants will have an opportunity to ask questions to EL Education Specialists and others from MDE during each webinar.
ESSER III State Priority Webinar: Out of School Time
This session will focus on the use of ESSER III funds for out of school time learning opportunities (one of 20 state identified priorities for these funds). You will learn about program design and implementation and sustainable funding with ESSER and after the end of ESSER funds.

Save the Date for the 2023 MAASFEP Conference
The 2023 Minnesota Association of Administrators of State and Federal Education Programs (MAASFEP) Conference will consist of a Title Programs Administrative Day on October 4, 2023, at the Crowne Plaza Minneapolis West Hotel. MAASFEP Conference Registration is open!
The 2023 conference keynote will be David DeSchryver, senior vice president, co-director of Research, at Whiteboard Advisors. We are excited to have David in Minnesota to speak on the Trends and Forecasts in Federal Programs. David DeSchryver has been part of a wide range of cutting-edge education issues over his 20-year career. As an attorney at the national education law firm of Brustein & Manasevit, he represented state educational agencies and local educational agencies on federal fiscal, procurement, and policy strategy and compliance matters.
