Guidance for School Stores

School Store

During the 2022-23 school year, MDE received questions from school districts regarding the operation of school stores (in many cases, referred to as “school-based enterprises” or SBE). These questions ranged from the product lines that could be produced or sold to the uses of funds raised as a result of store operations. The MDE Career and Technical Education unit is working with other state agencies to develop guidance for school administrators and teachers who advise these store operations. That guidance is not yet finalized, but when it is, MDE will distribute that information to school districts.

If you or your administrators have questions about your school store operations as we approach the start of the 2023-24 school year, please forward them to MDE Business and Marketing Specialist Dean Breuer.

MBITE Fall Conference

Minnesota MBITE (Marketing, Business, and Information Technology Educators) is your professional business teacher organization in Minnesota! This year's Fall Conference will take place on Friday, October 6, and again will be held at the Bethel University Anderson Center. Conference strands will be offered in several areas, including personal finance, technology, and Program Approval/Perkins V.

Seven CEUs are available for conference attendance. Discounted registration rates apply for MBITE members. For more information on MBITE membership or to register for the conference, contact MBITE President Justin Wittrock or visit the Minnesota MBITE website.

 

Program Approval

Program Approval renewal applications are being developed this summer by CTE teachers with approved programs in school districts who are members of the following Perkins Consortia: Great River, Mid-Minnesota, Northeast Metro, Oak Land, Pine Technical, and St. Paul. The deadline for these application renewal submissions is November 1. Two training sessions were recorded to assist with development of application materials:

A key purpose of MDE’s review for Program Approval is to verify the alignment of CTE courses to high-level standards such as the Minnesota Business Frameworks. New legislation passed this session (Minnesota Statutes 2023, section 120B.022, subdivision 1) now specifies that school districts “…must establish and regularly review [its own] standards for career and technical education (CTE) programs. Standards must align with CTE frameworks developed by the Department of Education, standards developed by national CTE organizations, or recognized industry standards.”

MDE specialists seek evidence of this required curriculum alignment and CTE program design elements in submitted course syllabi. (If the information is not found in course syllabi, it should be included in other course/curriculum documents.) The change in MDE guidance based on this new legislation means that syllabi that were approved as part of Program Approval applications in previous years may need to provide some additional information when submitted as part of Program Approval renewal applications. Continuous Improvement

With all the work that is often involved with “Program Approval,” it can be easy to forget that Program Approval is actually a five-year process…it is not intended that ALL the work be completed in a single year! While the application materials for renewal must be completed and submitted by a specific deadline, the work of improving our CTE programs should not be limited to the single year in which those applications are being developed. A key goal of the Program Approval process is to identify program aspects as continuous improvement opportunities so that your program is stronger five years from now than it is today!

MDE Business and Marketing Specialist Dean Breuer has developed a set of training materials that can guide program development over the four years after your program application has been approved—so you don’t have to “do it ALL” in the ONE YEAR when your next application is due.

Career and Technical Education (CTE) Teacher Induction Program (TIP)

The Minnesota Department of Education (MDE), in partnership with the Minnesota Association of Career and Technical Educators (MNACTE), is again offering a statewide professional development program for new CTE teachers. The purpose of the Minnesota Career and Technical Educators Teacher Induction Program (CTE TIP) is to function as a professional learning community for early career teachers in career and technical education—and to support their development, success, resilience, and retention. The program provides funding for participation including reimbursement of substitute teacher costs, mileage, lodging, meals, and supplies. Teachers participating in the program last year had a 96% retention rate of returning to their teaching positions for the upcoming 2023-24 school year.

Important program dates:

  • Orientation meeting (select one option): August 17, September 5, or September 11. (Each meeting will be from 3:30 to 5:30 p.m.)
  • Induction Seminar (St. Cloud): Sunday, September 17 – Monday, September 18
  • Monthly Virtual Meetings (4 p.m. start time): October 2; November 6; December 4; January 8; February 5; March 4; April 8; and May 6.
  • Summer Seminar (St. Cloud): Monday, June 10 – Tuesday, June 11

If your district has new or “newer” CTE teachers joining your staff this fall, mention this program to them and to their principals and encourage these teachers to participate! Space is limited. Tier 1, Tier 2, and Out of Field Permission applicants will receive priority but all early-career teachers in CTE were encouraged to apply. The program is always looking for experienced mentor teachers as well. 2023-2024 Webinar Series

This year MDE will facilitate a series of five webinar topics delivered by experienced Minnesota Business teachers. Some dates are confirmed and others are being finalized. The goal will be to offer three sessions between October and November, and two (or more) others between February and March. Anticipated topics include:

  • Project Management (October 11)
  • Work-Based Learning
  • Programs of Study (November 15)
  • Entrepreneurship
  • Authentic Assessments and Industry-Recognized Credentials (February 21)
  • Program Approval, Frameworks, and Syllabi

Sessions will be scheduled from 3:30 to 4:45 p.m. Zoom links will be sent via email by MDE Business and Marketing Specialist Dean Breuer.

 

Education Legislation and Grant Opportunities

Funding for many new and renewed grant programs was passed during the last legislative session this spring. The volume of grant programs means it may take a while before application forms and processes are announced.
