Educator Workforce Programs: Updates From 2023 Legislative Session

The 2023 legislative session resulted in historic investments in programs seeking to recruit, diversify, develop and retain teachers and school leaders around the state. MDE will be managing over $100 million dollars in programs over the next biennium, with PELSB managing an additional $20 million and OHE an additional $9 million. A sampling of the programs and changes include:

  • Expansion of the Grow Your Own grant focused on increasing teachers of color and American Indian teachers in Minnesota. ($50M)
  • Creation of a new Special Educators Teacher Pipeline Program focusing on assisting Tier 1 or 2 teachers, paraprofessionals or other employees to obtain a Tier 3 special education license. ($30M)
  • Expansion of the statewide teacher mentoring program. ($9.9M)
  • Establishing a statewide goal for increasing the percentage of teachers of color with improved program reporting
  • Modifying the Collaborative Urban and Greater Minnesota Educators of Color grant (~$11M)
  • Modifications to tiered licensure and testing requirements
  • Continued investments in teacher recruitment and marketing campaigns ($1M)
  • And more…

Our team is looking for passionate individuals to help lead state efforts to recruit and retain a diverse and excellent educator workforce. Both positions are listed as “Teacher Workforce Specialists,” though one will be the lead for Minnesota’s Grow Your Own grant focusing on teacher diversity and the other will be the lead for the Special Educator Teacher Pipeline Program.

With that said, the incumbents for these positions will join an amazing team dedicated to addressing teacher shortages through these and other innovative programs.
