Medicaid In Education-Third Party Reimbursement (TPR) Statewide Spring Forum

Purpose
Specialists from MDE and the Minnesota Department of Human Services (DHS) will present information on how to access Medicaid funds to support Minnesota schools in building capacity to provide health-related services and to ensure all students benefit from their education.
Learning Objectives
At the conclusion of the meeting, participants will have an increased knowledge of Medicaid in Education, state and federal updates, documentation requirements, funding and audit information. Additionally, school and community providers will explore documentation and reimbursement strategies for nursing and mental health.
Third-Party Billing coordinators, special education directors, coordinators, related service providers and support staff are encouraged to attend.

In-person and virtual participants must register for this event by completing the short survey on the Alchemer website. Registrations for in-person participants will close April 3, 2023. Virtual participants can register anytime and will receive a meeting link to the forum closer to the event date. Continuing Education Unit (CEU) and contact hour certificates will be available at the end of the Forum. Reminder: Assurance, Rationale and Context (ARC) Process Deadline is March 3
On January 26, MDE sent district leaders (special education directors, District Assessment Coordinators (DACs) and superintendents/directors) details about how to participate in this year’s Assurance, Rationale and Context (ARC) process. At this time, approximately 78% of districts have responded. The deadline to respond is this Friday, March 3. If you have questions or need further information about the required ARC process, please email Alt.Assessment.MDE@state.mn.us.
All districts are required to complete an Assurance, Rationale, and Context (ARC) response and submit it to MDE by March 3 via an online survey. To complete this task, districts should use the Alternate Assessment (MTAS) Participation District Report, which is available in Assessment Secure Reports, and the Alternate Assessment Participation and Assurance, Rationale and Context (ARC) User Guide, which is available on the Minnesota Test of Academic Skills (MTAS) Participation webpage.
The ARC survey is broken into five sections in which the district will provide information, assurances, and, where appropriate, narratives regarding alternate assessment participation rates. The questions in the survey can be found in the Assurance, Rationale, and Context (ARC) Response Survey Questions section of the ARC User Guide to guide district staff conversations ahead of the final submission of the ARC response to MDE. Special education directors, District Assessment Coordinators, special education case managers and other key district staff, should be included in conversations about the district reports and completion of the ARC response. Once the district has prepared to answer the questions, complete the online ARC survey on the Alchemer website by March 3.
School Mental Health Systems Training Opportunity March 14
The Minnesota Department of Education (MDE) Project AWARE (Advancing Wellness and Resiliance in Education) team is sponsoring a free, virtual training on Building a Comprehensive School Mental Health System presented by the Midwest Center for School Mental Health on Tuesday, March 14, 2023, 8:30 a.m.-12:30 p.m. CDT. Register on the Eventbrite website (https://www.eventbrite.com/e/building-a-comprehensive-school-mental-health-system-tickets-535872738787). This half-day, interactive training will highlight strategies to build a comprehensive school- or district-wide approach to support student mental health. It is designed for school staff and leaders interested in strengthening mental health supports for students. Facilitators will provide an overview of the comprehensive school mental health framework developed by the National Center for School Mental Health and outline a process for schools or districts to create plans to build or strengthen their system of support for students.
The session will cover:
1. The core components of a comprehensive school mental health system. 2. How to assess your current school mental health infrastructure and readiness. a. Using the SHAPE system to document current implementation. b. Identifying and prioritizing student mental health needs. c. Mapping current services and resources. d. Building or strengthening your school mental health leadership team. e. Assessing school staff readiness to implement services and supports. 3. Recommendations for developing a school or district mental health improvement plan.
Participants are encouraged to register as district teams, though this is not required. Following the training, each participating Minnesota team or district is eligible to request up to five hours of free personalized technical assistance through the Midwest Center for School Mental Health. Technical assistance can be used to review districts' current school-based mental health systems, make a plan for gathering needed information or create a plan for moving forward. Technical assistance should be used by the end of June 2023. Districts already participating in Project AWARE or the Collaborative Improvement and Innovation Network (CoIIN) are welcome to attend the training but are not eligible for technical assistance.

Apply for Positive Behavioral Interventions and Supports (PBIS) Exemplar Status
The purpose of Sustaining Exemplar Recognition is to identify and recognize schools and districts that have completed some form of training and are sustaining positive behavior interventions and supports evidenced by measuring fidelity of implementation within the past year.
