Performance Plan Indicator Community Engagement Sessions Scheduled
As mentioned during the November Special Education Directors' Forum, all state educational agencies are required to submit a report to the Office of Special Education Programs (OSEP). This annual report is made up of 17 key outcomes for students with individualized education programs (IEPs) that are related to goals and objectives laid out in the Individuals with Disabilities Education Act legislation.
Last fall the Minnesota Department of Education (MDE) held community engagement sessions that emphasized setting goals or objectives for the indicators. Now that OSEP has accepted those goals, MDE is gathering information on how those goals might be achieved through listening sessions and office hours.
The listening sessions listed below will be focused on a specific indicator or set of indicators. Individuals participating in the session will have the opportunity to review Minnesota’s current progress and share their thoughts about ways we can collectively move the state forward. All special education directors are invited to attend one or more of the listening sessions below.
Listening Sessions
Statewide Assessment: Wednesday, November 30, 9-11 a.m.; register for Statewide Assessment on the ZoomGov website

Office Hours
MDE understands that the above listening sessions may not work well for everyone’s schedule. So, in addition to the group sessions, MDE will also be holding informal office hours for drop-in conversations about the annual report. While the listening sessions will be structured around specific indicator(s), the office hours will be an open forum to discuss any of the indicators. The office hours will be held on:
- Wednesday, November 23 office hours: 9-10 a.m.
- Monday, November 28 office hours: 4:30-5:30 p.m.
- Friday, December 2 office hours: 9-10 a.m.
- Monday, December 5 office hours: 1-2 p.m.
- Wednesday, December 7 office hours: 5-6 p.m.
- Thursday, December 8 office hours: 10-11 a.m.
- Tuesday, December 13 office hours: 5:30-6:30 p.m.
- Wednesday, December 14 office hours: 2-3 p.m.
- Tuesday, December 20 office hours: 9-10 a.m.
- Tuesday, December 20 office hours: 6-7 p.m.
No registration is needed for the office hours, but you will need Microsoft Teams (free software on multiple platforms and operating systems) in order to participate. Simply download the software on your computer or device, then select the links above to join the conversations.

Alternative Delivery of Specialized Instructional Services (ADSIS) 101
Date: December 8, 2022
Time: 3-4 p.m.
Presenters: MDE ADSIS Team Dan Torrez and Becky Nies will facilitate this webinar intended to give an introduction to ADSIS programming, highlight local examples of implementing sites and provide updates on the upcoming application window for ADSIS funding. Joining the conversation will be Tammy Kraft from Cambridge-Isanti Schools and Carol Mecklenburg from Twin Cities German Immersion School. Their implementation journeys will provide insights and learnings for both current and future ADSIS programming sites.
